1. INTRODUCTION

The purpose of this procedure is to cover GENERAL METHOD STATEMENT for the
Mannar, Thoppuwa and Udappuwa Bridges Construction works that shall be carried out
by CEC - Sanken Joint Venture.

This appendix provides an outline of typical construction methods and discuss the site
work procedures according to the Master Programme.

The Contractor shall provide all labour, equipment, materials and incidentals required to
supply mix, transport, and place all ready mix and/or cast in situ concrete and install
miscellaneous related items including forms, sleeves, anchor bolts & embedded items
as required.

2. SITE ORGANIZATION PLAN

3. WORKS SEQUENCE

General Method Statement shall be describe the works sequence according the master
programme. This will be explained items wise separately one by one. Contractor shall
execute the works according to the work sequence. After mobilization period, prior

commencement site activities approval need to be taken from the Employer/Engineer’s
representative for this General Method Statement.

3.1 TEMPORARY OFFICE FACILITIES


Preliminary activities include the setting up of the contractor’s compounds and office for
the contractor and Engineer.

Office facilities shall be provided to Employer/Engineer’s representative according to the


project specification by the contractor. Temporary office facilities shall include stationery,
office items and sanitary facilities.

Contractor’s office facilities will be constructed near the site premises as per the
requirements. In addition stores and yard will be utilize at the same place. As well as
sanitary facilities will be included to Contractor’s office facilities.

Contractor will be provided sanitary facilities, rest area and lunch room for the workers.

3.2 TEMPORARY FENCING


The land area occupied by the permanent works will be identified accurately on the
ground, by surveying and installing appropriate pegs and posts, prior to the works
commencing. The area defined will be the area of land acquired through the Employer.

This will involve the installation of temporary fencing erection surrounding the acquired
land. Fence material such as fence post, barb wires will be delivered to the site. Some
fence may require a concrete foundation.

3.3 SETTING OUT

The contractor shall set out the bridge or other involved works after clearing the site
and get the same approved by Client Representative. It shall be the responsibility of the
Contractor to install substantial reference marks, bench marks etc. and maintain them
as long as required by the Client Representative. The contractor shall assume full
responsibility for proper setting out, alignment, elevation and dimension of each and all
Parts of the work.

In addition, prior install the Bailey bridge, contractor shall set out the Bailey bridge
location and the abutment locations. The approach road shall be set out thereafter.
According to the Bailey bridge location, approach road shall be match with the Bailey
bridge. If there need any backfilling work near the abutment, contractor shall responsible
to do backfilling work.

3.4 BAILEY BRIDGE INSTALLATION / TEMPORARY DIVERSION


A) By Pass Road Construction
Contractor shall responsible to provide by pass road to the villagers, transportation
services and neighbours. This bypass road shall be maintain by the contactor during
this period.

3.5 PHOTOGRAPHIC SURVEY / CRACK SURVEY


Contractor shall responsible to mitigate the damages to the surrounding buildings or
houses during the construction period. Prior commencement the site activities crack
survey shall be done with the Engineer’s representative and contractor’s environmental
officer. All cracks and damages shall be notified during the crack survey and submit the
photo log to the Employer/ Engineer.

3.6 EXISTING BRIDGE DEMOLITION


After completion of Bailey bridge installation contractor shall eligible for demolition of
existing bridge. The existing bridge shall be demolish in two way.
A) Diamond wire sawing
B) Excavator Breaker / Hydraulic Breaker
Above two methods are allowable.

However, after completion of demolition works, Debris shall be removed from the site to
disposal yard as instruction by the Engineer. When the demolition is going on, don’t allow
to come inside the site for strangers. Safety officer will be responsible for the any risky
activities and work permit will be submitted to Employer by the HSO.

3.7 CONSTRUCTION OF NECESSARY COFFERDAM OR SHORING WORKS


Construction of cofferdam or shoring works shall be done on initial stage by the
contractor. Contractor shall prepare the shop drawing for the construction of cofferdam
and it shall be submitted to Employer/Engineer for the approval prior start the work.
(If the Employer/Engineer has any other opinion than contractor for the cofferdam,
Employer/Engineer shall note on the log book regarding that or Employer/Engineer shall
give it by letter.)

This will be helpful to proceed piling works very easily. Steel sheet pile shall be driven
surrounding the Pile cap/ Abutment Base. Each sheet pile shall be locked together to the
prevent the water leakage in to the base location. After completion of shoring works
dewatering shall be started as soon as possible. As well as Care shall be taken to
remove the mud and loose material from the pile locations after completion of cofferdam.

3.8 PILE BED PREPARATION


Pile bed preparation shall be done prior commencement the piling works. Contractor shall
responsible to prepare the proper bed for the piling works. Care shall be taken to keep a
water pump inside the shoring location if necessary or where necessary to dewatering
works.
Purpose is pile bed will make access for the pile machine to the pile location without any
disturbance.

3.9 BORED PILE CASTING AND TESTING


1500mm dia / 15 nos of bored piles available at Navatkuli Mannar Bridge 78/5 (B21).
Bored piles shall be done by the approved and licensed contractor. Employer and
Engineer shall be recommended bored pile contractor prior commencement the work.

Setting out the bored pile locations and reference points shall be install each locations.
Permanent bench mark and references point shall be concrete and stable.
Employer/Engineer shall be approved each reference points prior start drilling works.

The drilling process will be continued to the designed founding depth or to the
Commencement of rock head level by using augers and drilling buckets.

At the point of encountering the rock head level, for examples, where the soil
drilling tools are unable to penetrate the strata any further, boring shall cease in order
that the client’s representative may verify the occurrence and confirm the rock socketing
criteria.

For drilling through rock, rock drilling tools shall be applied. This shall include
rock auger, core barrels, (round shank, roller bit) cross cutters and where
Necessary, chisels.

The final toe level of the pile shall be verified by the client’s representative. A
Detailed record of all encountered ground conditions together with the associated times
and type of equipment and materials used will be recorded in the ‘Pile Bore Log.

Upon reaching the final depth, loose and remolded material and debris will be
Removed using ‘cleaning bucket’. The cleaning bucket is a specially design flat bottom
bucket which will pick up all the loose material at the bottom of the hole. The base of the
hole shall be checked by the measuring the depth of the base.

Wash boring, installation of temporary casing, Installation of steel cage, concrete casting
and testing shall be done by the bored pile contractor. All laitance shall be removed from
the site after completion of boring. It shall be cross check by the environmental officer
during the boring.

Cross hole sonic logging test will be done within 10 days no sooner than 3 days.

3.10 CONCRETING WORKS UP TO CAPPING BEAM / PIER CAPPING


After completion of pile hacking works, screed concrete (Grade 15) shall be done.
Therefore prior start screed concrete, bed preparation shall be done the manually. Shall
be removed all loose materials and mud from the screed location.
After 1, 2 days rebar could be laid on the screed for the reinforcement works of Abutment
base. In the same time dowel bars shall be kept for the abutment wall and wing wall.
Ready mix concrete will be place to the Abutment base as specification.

Abutment wall and Wing wall could be casted 2 times up to bearing pad. Maximum
Concrete casting height shall be 2.4 m as per BS 8110. Dowels shall be kept to the
Ballast Wall, Curtain Wall and Rest of wing wall. Prior casting bearing pad, 200mm length
stainless steel dowels shall be kept as per the drawing. Purpose of dowels will be anchor
to the precast beam stop moving or shifting the precast beam.

02 no of piers available at Navatkuli Mannar Road (A032) Bridge No 78/5.Each pier


available 03 no of 1500mm dia Bored piles and Total 06 no of bored piles. Each piles
shall be extended up to bottom level of pier caps. 06 no of steel permanent casing shall
be installed to each extended piles up to pier caps. After completion of pile concreting
works up to pier bottom level, scaffoldings shall be erected up to pier bottom level at each
locations. (Scaffolding erection shall be done by the skill riggers)

Formwork of pier bottom level shall be place on the scaffolding top level as per the
drawing mentioned levels. Then could be started reinforcement works on pier cap. After
completion of reinforcement and formwork, Concrete casting could be started by ready

mix concrete. Each Bearing pad shall be constructed separately using Non shrink mortar
(G40).

3.11 BACKFILLING BEHIND THE EARTH RETAINING STRUCTURE

Backfilling shall be done prior start precast beam launching. It shall be done as per the
drawing section of abutment. On the top of abutment base shall be placed clay puddle as
per the drawing. Thereafter 50-200mm dry stone lining and geotextile will be laid between
the gravel layer and dry stone lining. This will be continued to top level. All gravel layers
shall be 225mm before compaction.

3.12 PRECAST BEAM LAUNCHING


After receiving 7 days cube crushing test result of concrete, Precast Beam could be
installed on the bearing pad. But prior installation of precast beam, 150mm width 12mm
thickness elastomeric rubber bearing pas shall be fix in to the each bearing pad. Total No
of precast beams are 57 nos. Per Beam Weight Approximately 9 Ton.

02 no of 25 Ton crane shall be used for installation of precast beam. Safety officer shall
be responsible for the lifting activities. He shall inspect the all machineries and equipment
which are using for the lifting activities. As well lifting plan shall be submitted to Employer
/ Engineer prior start installation of precast beam and it shall be approved by the
Employer / Engineer.

3.13 MISCELLANEOUS WORKS


After Completion of precast beam installation, there are several items to place between
the precast beams. But prior place those items, bottom reinforcement shall be done in
advance. After finish rebar works, 225mm dia displacer of polythene tubes fill with light
material such as saw dust shall be placed between the precast beams. As well 110 mm
dia Rain water outlet pipe and 50 mm dia drain pipe also shall be fixed at the correct
location as per the drawing mentioned.

3.14 INFILL CONCRETING


Infill concreting will be casted in 03 stages between the precast beams.
A) Stage 01 : Concreting up to Service duct bottom level
After Launching the precast beam in position Grade 50 (20) concreting will be
done up to the bottom level of service duct

B) Stage 02 : Concreting up to Bottom level of Asphalt Concrete

Seven days after stage 01, 500mm thick Grade 40 (20) concrete will be done up
to the top of screed level.

C) Stage 03 : Concreting up to Foot walks with Service Duct


Seven days after the stage 02, balance foot walk to be done with Grade 25 (20)
concrete. But prior start the foot walk concrete, precast kerb shall be installed at
correct location as per the drawing.

3.15 GENERAL WORKS OF DECK ARRANGEMENT


A) Hand rails and uprights installation
Handrails and uprights will be installed after completion of deck concrete.
B) 500mm x 450mmx 100mm thick precast RC Cover slab installation
C) Street Lightning

3.16 APPROACH ROAD CONSTRUCTION AND ASPHALT CONCRETING


A) Embankment Type II
B) Embankment Type I (Max 500mm Thick)
C) Granular Sub Base (200mm Thick)
D) Dense Graded Aggregate Base Course-ABC (225 mm Thick)
E) Asphalt Concrete Binder Course (50mm Thick)
F) Asphalt Concrete Wearing Course (50 mm Thick)

Approach road construction will be done as per the typical section of approach
road has been mentioned in the drawing

4. ROLES AND RESPONSIBILITIES

 BRIDGE ENGINEER

a) To set up the estimates, the budgets and the construction timetable for the
client and develop the construction strategy.
b) To prepare the site and liaising with other construction professionals such
as clients, engineers, estimators and surveyors before construction work
starts
c) To develop the schedule of work and strategy for making the project
happen
d) To plan ahead to prevent problems on site before they occur, for example,
planning the delivery and storage of equipment and materials
e) Using construction management software packages to plan smooth work
flows
f) To provides required explanations and coordinating the engineers
g) To ensure the construction project complies with all codes and any other
legal or regulatory requirements.
h) When delays or problems occur, the construction manager is the project’s
first responder and ready to make the changes required to move the
project.
i) Expediting of work progress
j) Controlling of project schedule and costing
k) Planning for machinery and manpower arrangement
l) Controlling of all site activities and work progress.

 SAFETY OFFICER

a) To monitor closely the HSE plans and activities


b) To create awareness about safety, health and environmental practices
daily through Tool Box Meetings and periodically through safety
awareness program.
c) To conduct safety drills like fire drill and to create awareness about
emergency escape plan by assembling the workers to assemble in
assembly point in case of emergency.
d) To make safety inspections of the site when work is underway and
ensuring regulations relating to health, safety and the environment (HSE)
e) To analyse the high risk factors and eliminate or minimize the hazards
f) To prevent and minimize of work accident.

 QA/QC INSPECTOR

a) Perform all daily inspection and test of the scope and character necessary
to achieve the quality of construction required in the drawings and
specifications for all works.
b) Carry out inspection and checking for all quality related procedures in the
site and ensure the activity at site are as per approved method statement
and inspection test plan.
c) Co-ordinate with the consultant representative and site in charge for
inspection and meeting about quality problem including closure of non-
compliance report.
d) Monitor all activities related to quality management system.
e) Take care of QA/QC documents of the entire project including certificates,
calibrations, test results and inspection report documents.
f) Liaise the technical engineer for submission of material submittals to
consultant.

 SITE ENGINEER

a) To execute the daily works as per the daily work schedule.


b) To explain the working methods to the workers for the particular work task.
c) To have proper control on workers during execution.
d) To apply the Permit to Work for various works includes Lifting, Working at
Height, Hot works, Confined space, Diving works etc.
e) To report the daily work done to their bridge engineers.

5. HAZARD IDENTIFICATION, RISK ASSESSMENT AND CONTROL

a) Safety officer shall be present at site full time during the execution works
and also to clarify all the safety related issue.
b) Prior to any commencement of works, the relevant permits shall be
applied. Permit issuer and approval have to ensure all works are carefully
planned and executed in accordance to method statement. Permit to work
shall indicate clearly the description of work, location, precautions, PPE
required; permit signatures and closing up of permit upon job completion.
Type of permit to apply:
Hot work permit
Lifting permit
c) Contractor’s safety personnel shall closely monitor and assure all works
are carried out in highly safe manner, gearing the workers with full strength
of safety protective equipment, preparation of safety barricading and dust
control screening wherever applicable in safe manner.
d) Safety barricade and safety signboards shall be provided at workplaces
wherever necessary.
e) All equipment and machineries shall check and inspect in daily basis prior
to commencing the works.
f) The works shall be risk assessed and proper guidance should be managed
before implementation of every individual’s activities.
g) Safety shield, helmets, goggles, respirators, ear protection and protective
clothes shall be use or worn then and when necessary during all
operations.
h) Daily safety task assignment shall be prepared. Man shelters shall be
provided to protect the workers from adverse climatic condition.
i) Drinking water shall be provided for adequate numbers of workers.
j) All materials must be arranged and stacked in an orderly manner with
barricading. Housekeeping must be maintained on a daily basis.

5.1 DAILY TOOLLBOX MEETING


a) Daily toolbox meeting shall be conducted as mandatory requirements to
describe and discuss the safety related issues everyday.
