THE POLICE ROLE The police should be powerful but not oppressive, they should be efficient but not officious, they
should form an impartial force in the body politics and yet subject to a highest degree of control by persons who are
themselves liable to police supervision . Serve and protect One of the main ethical responsibilities of the police is to
serve, safeguard, protect and respect the rights of the everyone. This responsibility can be seen practically through a
law enforcement officer’s response to crime victims or the most vulnerable member of society.

Moral character The police must be examples of the highest order regarding integrity and moral character. Self-
control, honesty, courage and putting the needs of others above themselves are just the qualities such as : Carrying
out job duties Police personnel must act above reproach when carrying out their job duties. They may not allow any
personal issues to compromise work-related decisions. They must efficiently and appropriately enforce the law while
maintaining respect for the individuals involved.

Honoring public trust The police must pursue the ethical ideals and objectives of their respective departments. They
must realize that their badge of office is a responsibility given to them by the public to guard and honor . THE BASIC

POLICE PROFESSIONAL CONDUCT Commitment to Democracy The police must commit himself to the democratic
way of life and values and maintain the principles of public accountability. He shall at all times uphold the Constitution
and be loyal to the country, people and the organization . Commitment to Public Interest A police should always
uphold public interest over and above personal interest. All properties, resources and powers of his respective office
must be employed and used effectively, honesty and efficiently particularly to wastage of public funds or revenues.
He must avoid and prevent the “ Malversation of Human Resources”. Non-Partisanship They must provide services to
everyone without discrimination regardless of party affiliation in accordance with existing laws and regulations.

Secrecy Discipline A member of the police should guard the confidentiality of classified information against
unauthorized disclosure, including confidential aspects of business, specific orders, communications and other
documents, contents of criminal records, identities of person who may have given information to the police in
confidence and other classified information on intelligence material. Social Awareness A police and his family
members should be encouraged to actively involve in religious, social and civic activities to enhance the image of the
organization without afflicting his official duty.

Non-Solicitation of Patronage The police must seek self-improvement through career development and should not
directly or indirectly solicit influence or recommendation from politicians, high-ranking government officials, with
regard to his assignment, and promotion . Proper Care and Use of Public Property The PNP members shall be
responsible for the security, proper care and use of public property issued to them or deposited under their care and
custody.

Slide 8:
Respect for Human Rights In the performance of duty, the members of the PNP shall respect and protect human
dignity and uphold the human rights of all persons. Devotion to Duty All police officers shall perform their duties with
dedication, thoroughness, efficiency, enthusiasm, determination and manifest concern for the public welfare and shall
refrain from emerging in any activity which shall be conflict with their duties as public servants. Discipline They shall
conduct at all times in keeping with the rules and regulations of the organization.

Slide 9:
Loyalty They must be loyal to the Constitution and the police service as manifested by their loyalty to their superiors,
peers and subordinates. Obedience to Superior All PNP members shall obey lawful orders and be courteous to
superior officers and other appropriate authorities within the chain of command. Command Responsibility In
accordance with the Doctrine of Command Responsibility, immediate supervisors shall be responsible for the
effective supervision, control and direction of their personnel and shall see to it that all government resources shall be
managed, expanded or utilized in accordance with laws and regulations and safeguard against losses thru illegal or
improper disposition.

CANNONS OF POLICE ETHICS The Primary Responsibility To protect life and property and keep the peace of all
people. To enforce the laws, equitably and fairly, regarding all persons. Limitation of Authority All officers must know
the bounds of their authority and never abuse their police power of arrest, search and seizure. Duty to be Familiar
with the law and with the responsibilities of self and other public officials All officers should keep abreast of changes
in the law, should attend law enforcement conferences and schools for improvement and should know their area of
responsibility.

Slide 11:
Utilization of proper means to gain proper ends Law enforcement officers must be the first to obey the law and not be
a bad example by flouting the law or granting special privileges to friends and relatives. Moreover, they must not use
the law for personal power or gain . Cooperation with public officials in the discharge of their official duties This is a
two way street and ethical officers will always cooperate legally with other departments, regardless of political or
official affiliation.

Slide 12:
Private Conduct Police officers must remember that they are public officials 24 hours a day. Conduct on and off the
job must be above reproach . Conduct toward the public Exemplary officers always remember that they are public
servants. Hence, they cannot be overbearing or subservient . Conduct in arresting and dealing with the violators
Officers must refrain from undue use of force or violation of the civil rights of the public.

Slide 13:
Gifts and Honors Officers may not accept gratuities and gifts from the public. Nothing must influence them or interfere
with the administration of justice. Presentation of Evidence During investigations, police must seek the facts and must
obtain the truth. They must defend the innocent as well as enforce the law and gather the evidence against
wrongdoers. Attitude toward Profession Officers today must regard their duties as a public trust, should strive for a
professional attitude, should help present a good image of police to the public, and should endeavor to improve
themselves and their department .
