Activities/Assessment: (40 points)


1. Use a Venn diagram to compare similarities and differences of powers of Senate and House of
Representatives.
2. How is bicameralism contribute for both regional and national interests?
My view upon this question as student, I think having a bicameral system of legislation, it is at advantage
for both regional and national interests. Why? Because in bicameral system, the legislative power is
vested in to the Congress which is composed of higher and lower chamber, the Senate and House of
Representatives respectively. In view of this, legislation or law making process is done for the overall
interests be it national or regional. Having representatives from different provinces and parties around
the Philippines allows the law making process to brought about issues and concerns on different
provinces or areas around the Philippines. Congressmen can pass or propose a bill that intends to solve
a particular issue under his/her area or province. It is also important to view the Congress like this, the
Senate is more of a national and the House is more of a regional interests. Since, our Congress is
composed of these 2 chamber, I think law making process is more easier.
Another thing is that unlike in unicameral system, bicameralism has a very important function which is
the checks and balances. Legislative is not concentrated only to a single person or only one group of
people. Think about a government wherein legislative power is concentrated only to a single person, do
you think that he can effectively make laws that favor both national and regional interests? I don't think
so. Maybe laws would only be based on what the leader think is right and what he think is needed by
the people. Unlike in bicameralism, before a bill becomes a law, it undergoes hearings and should
receive support from other members of the Congress. Then, it is up to the President to approve or veto
the proposed law. But, the Congress has the power to override the vetoing of the bill by the President.
That is the thing that makes our unbiased, well considered, and a law that will be of advantage for both
regional and national interests.

3. One of the disadvantages of bicameralism is that it does not worked out as an effective
fiscalizing or counter-check machinery. Provide suggestion on how can this be resolved.
Bicameralism may be a better system, though it has some flaws or disadvantages. One of those is that it
does not worked out as an effective fiscalizing or counter-check machinery. Which means that it does
does function effectively as a second check for security or accuracy of the law making process or the
legislation. Bicameralism states that both the Senate and the House has the power to check both each
powers but as said not effectively. Senate, as second chamber, may have the power to check or
reconsider and deliberate further the bill passed by the lower chamber. It is not effective because I think
this kind of procedure may take a lot of time and effort of both Chambers. A possibility that the Senate
will take advantage of its power to block or hinder a proposed bill that is unfavorable for them. That is
why I think is the reason why it is not effective as a counter-check. Another thing is that, unlike the
lower house which is represented by every districts, the Senate lacks regional or representation. My
opinion as a student, is that we must do something about this disadvantage. But as far as I know, we
cannot change what is being provided by law regarding bicameralism not unless certain amendments
are done. Therefore, I suggest that we must be careful in selecting those people we want to part of the
Congress. Chose politicians who possesses wit, virtues, and concerned for the common good and a
politician that can set aside their personal interests. And most importantly, choose senators or have
senators coming from different regions or districts so as to have a balanced and well represented
senate. That way, like what I have read, this will allow regional issues be viewed and addressed in a
national viewpoint.

4. Research on the list of Party-Lists in the Philippines. Identify which Party-List/s is/are
concerned mostly on rights and protection in the field of work of teachers and other
education sectors.
Commision on Election declare that there are 51 winning groups in the 2019 party–list elections as
reported by rappler.com. Among these party-lists, there are some that are mostly concerned on the
rights and protection of the teacher and the education sectors. Three of them are the ACT TEACHERS, A
TEACHER and MANILA TEACHERS.

I. Alliance of Concerned Teacher's (ACT–Teachers)

It is the largest non-traditional teachers’ organization in the country which works for the economic and
political well-being of teachers and all other education workers as well as for genuine social
transformation. Here are two of its objectives:

 To unite teachers and other education workers to struggle for their democratic rights and
economic welfare.
 To represent, assist and defend its affiliates and their individual members, in particular, and the
teachers and other education workers, in general, in the advancement of their legitimate rights
and interests.

II. Advocacy for Teacher Empowerment Through Action, Cooperation and Harmony Towards
Educational Reforms, Inc, also known as A Teacher Partylist

III. Manila Teacher's

Manila Teachers Party-list is a political organization of teachers, students and parents organized to
promote and advance genuine education reform in the Philippines. Advocating reform policies that aims
to empower the youth, ensure our communities remain safe and conducive for learning and promote
and conserve the environment and our national cultural heritage. Manila Teachers Party-list is
committed to deliver on its constituency a "Better Teacher, Better Education, Better Nation".
