Montreal Protocol

The Montreal Protocol aims to protect the ozone layer and control greenhouse gas emissions by eliminating ozone-depleting substances. It lists controlled substances in annexes and establishes targets for phasing them out. Developing countries are given more time to meet targets. The protocol requires statistical reporting, includes non-compliance procedures, and established a multilateral fund to help developing countries transition away from controlled substances. The protocol list controlled substances in Annexes: A(CFCs and Halons); B (other halogenated
CFCs, carbon tetrachloride and methyl chloroform); C(Hydro chlorofloro carbons) and E (Methyl

Developing parties are given a grace period, allowing a delay of 10 years being required to take
steps to meet these targets

Article 4 bans the import of controlled substances
Article 4B establish and implement a licensing system for import & Export

Compliance Mechanism
Each party must provide statistical data to the secretariat on controlled substances
