GENERAL OBJECTIVE:
1. To develop a self-reliant community wherein the people actively participate and involve themselves on community
issues that may affect health.
2. To develop a functional community organization and competencies in initiating sustainable community health and
development programs.
3. To implement principles and concepts of Community Health Nursing, Primary Health Care (PHCs) and community
organizing participatory action research (COPAR) in the care of population groups.
SPECIFIC OBJECTIVES:
1. Acquire sufficient knowledge and effective strategies in implementing Primary Health Care and COPAR process through
exposure to the PHC model community and identifying best practices in Jakarta and Banjarmasin, Indonesia.
2. Integrate one’s self to the way of living in the community.
3. Demonstrate professional community health nursing knowledge, skills and attitude.
4. Perform and develop capability building activities that will aid the community to become self-reliant

INTRODUCTION:
Public health in the Philippines is implemented through the Primary Health Care approach. This approach calls for
participatory management and development with the goal of developing community self-reliance, along with taking an active-role in
managing their own health requirements instead of depending on government or any various health sectors. One of the anticipated
strategy to achieve the Goal of PHC is through the use of Community Organizing Participatory Action Research ( COPAR).
Community Organizing refers to establishing which takes place in a geographically defined living area such as urban poor community
or a rural village. CO as a process consists of steps or activities that instill and reinforce the people’s self confidence on their own
collective strength and capabilities, to empower them, make them aware of their own power to assert their rights and allow them to
make decisions over matters that affect their lives. The people are the means and ends of development while community
empowerment is the process and the outcome. It is called Participatory Action because the community people are considered as the
prime-mover and determinant rather than beneficiaries and recipients of development efforts including health care efforts.
COPAR aims to transform the apathetic, individualistic, and voiceless poor into a dynamic, participatory and politically
responsive community. Community development is the end goal of COPAR and all other efforts towards uplifting the status of the
poor and marginalized which eventually leads to a self- reliant community and society.
PROJECT BACKGROUND/RATIONALE:
A three year program designed to implement health and development programs and or projects in Brgy. Nabannagan West,
Lasam Cagayan through the application of Community Organizing Participatory Action research as its strategy for
community development, and people empowerment.
Out of the 30 barangays of the municipality of Lasam, Barangay Nabannagan West has been chosen based on the criteria for
the site selection and secondary data obtained by the MSN student. It was also found out that the following indicators are low

or below the target (4Antenatal Care, Expanded Program on Immunization, Tuberculosis, & Contraceptive Prevalence Rate)
and that an immediate attention must be done on this health issues.
Through this, the MSN student will participate in a reflective experience that will enable her to apply the combination of
COPAR process, Primary Health Care and Community Health Nursing to address not only the health needs of the people but
for the professional development of the student equipped with sufficient knowledge, skills and attitude. It will also cover
community health nursing exposure to Primary Health Care (PHC) model community of St.Paul University Philippines and
best practices at Jakarta and Banjarmasin, Indonesia.
