by Class Societies and Recognized Organizations dully authorized by the Panama Maritime Authority.

1. The purpose of this Circular is to remind all Class Societies and Recognized Organizations (RO’S), duly authorized to act
on behalf of the Republic of Panama, to comply with the regulations established on the Resolution J.D. 018-2005,
Resolution J.D 019-2009 and Resolution J.D 002-2010.

2. According to Resolution J.D. 002-2010 dated February 3, 2010 the following fees are established for each Statutory or
Technical certificates, including a fee for approvals, endorsements, etc. The Certificate of Inspection of Crew
Accommodation (CICA) and the International Tonnage Certificate (ITC) are not included in these fees.

a). US$75.00 for each statutory or technical certificate issued by Recognized Organizations (RO’S) on behalf of
Panama:

1. Passenger Ship Safety Certificate (PS)


2. Cargo Ship Safety Construction Certificate (SC)
3. Cargo Ship Safety Equipment Certificate (SE)
4. Cargo Ship Safety Radio Certificate (SR)
5. Cargo Ship Safety Radiotelephony Certificate for ships less than 300GT (RTC)
6. Cargo Ship Safety Certificate for Ship less than 500TRB (CSSC)
7. International Load Line Certificate (ILL)
8. Document of Authorization for the Carriage of Grain (GRAIN)
9. International Oil Pollution Prevention Certificate (IOPP)
10. Mobile Offshore Drilling Unit Safety Certificate (MODU)
11. Certificate of Fitness for the Carriage of Dangerous Chemical in Bulk (BHC)
12. International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk (IBC)
13. Certificate of Fitness for the Carriage of Liquefied Gases in Bulk (GC)
14. International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk (IGC)
15. Safety Certificate for Pleasure Vessels (PLECE)
16. Document of Compliance (DOC)
17. Safety Management Certificate (SMC)
18. Document of compliance with the special requirements for ships carrying dangerous goods (IMDG)
19. International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk
(NLS)
20. High-Speed Craft Safety Certificate (HSC)
21. Safety Certificate for Fishing Vessels of 24 Meters of Length or more (FISVEL)
22. International Sewage Pollution Prevention Certificate (ISPP)
23. International Air Pollution Prevention Certificate (IAPP)
24. International Certificate of Fitness for the Carriage of INF Cargo (INF)
25. Nuclear Passenger Ship Safety Certificate
26. Nuclear Cargo Ship Safety Certificate
27. Special Purpose Ship Safety Certificate (SPS)
28. International Anti-Fouling System Certificate (AFS)
29. Polar Ship Certificate
30. Conditional Certificates, previously authorized by SEGUMAR office (as defined in MMC-156)

b). US$50.00 for each endorsement (annual, intermediate) of statutory or technical certificates, approvals, emission,
re-emission, endorsement, change of name or any modifications of plans, manual and /or record books.

1. Shipboard Marine Pollution Emergency Plan for Noxious Liquid Substances (SMPEP)
2. Cargo Securing Manual
3. Intact Stability Booklet
4. Damage Stability Booklet
5. Shipboard Oil Pollution Emergency Plan (SOPEP)
6. Garbage Management Plan
7. Ship Security Plan (SSP)
8. Fire Control Plan
9. Damage Control Plans
10. Procedures and Arrangements manual (ANNEX II)
11. Bulk Carrier Operating Booklet
12. Operation Manual for Nuclear Ships
13. Cooperation Plan for the Search and Rescue Services in case of Emergency
14. Enhanced Survey Program (ESP)
15. Any other document.*

3. Taking in consideration that Resolution J.D. 002-2010 dated February 3, dated 2010 establish in Article Fourth that
the Panama Maritime Authority, through the Directorate General of Merchant Marine will be able to include at any
time any other certificates, endorsements, plans and booklets, approval of the following Plans and Booklets are part
of the scope:

1. Volatile Organic Compounds (VOC) Management Plan


2. Ship to Ship Transfer (STS) Operations Plan
3. Grain Loading Booklet
4. Technical File (NOx Technical Code)
5. ODMC Operation Manual (MARPOL I/31)
6. Ship Structure Access Plan (SOLAS II-1/3-6)
7. Bulk Carrier Booklet (SOLAS VI/7)

4. By Resolution 106-25-DGMM dated May 4th, 2012:

1. Maritime Labour Certificate (MLC) US$75.00


2. Declaration of Maritime Labour Compliance Part II US$75.00
3. Endorsement of the Maritime Labour Certificate US$50.00

In this point are included all the plans, manual and /or record books approved by this Administration.
5. By Note No. 106-01-253-DGMM dated May 20th, 2015:

1. International Maritime Solid Bulk Cargoes Certificate (IMSBC) US$75.00


2. Caribbean Cargo Ship Safety Certificate (CCSSC) US$75.00
3. International Energy Efficiency Certificate (IEEC) US$75.00
4. Mobile Offshore Unit Safety Certificate (MOU) US$75.00
5. International Engine Air Pollution Prevention Certificate (EIAPP) US$75.00
6. Endorsement for Intermediate Verification of the ISSC US$50.00

6. By Resolution No. 002-2017 dated January 26th, 2017:

1. Annual and Intermediate endorsements of the International Ballast Water Management Certificate (IBWMC)

7. By Resolution J.D. No. 002-2020 dated February 12, 2020:

1. Confirmation of Compliance – SEEMP Part II (MARPOL, VI/22) US$75.00


2. Statement of Compliance – Fuel Oil Consumption Reporting (MARPOL, VI/22A). US$150.00

8. This Administration through the Directorate General of Merchant Marine may incorporated at any time other
statutory or technical certificates, endorsements, approvals, manuals, record books issued by Class Societies and
Recognized Organizations (RO’S). The Class Societies and Recognized Organizations (RO’S) shall comply with these
payments since the date of authorization for each certificate or endorsement.

9. For the issuance of the International Tonnage Certificates (ITC) the Merchant Marine Circular (MMC-67) specifies the
fees.

10. Quarterly payments must be sent every three (3) months to PANAMA MARITIME AUTHORITY to the following
international bank account:

Don’t forget to send the US$25.00 to cover our bank charges, cover your own bank charges and include a description
of your Recognized Organization name and the type of certificate or service you are paying.

11. The quarterly payments must be reported to [email protected]; [email protected] Official


receipts should be requested to [email protected] with c.c. at [email protected] and
[email protected].

12. This Merchant Marine Circular supersedes the Merchant Marine Circular MMC-146.

April 2020 – New paragraph 7 has been added. Confirmation of Compliance – SEEMP Part II & Statement of Compliance –
Fuel Oil Consumption Reporting, new fees.
March 2020 – Paragraph 10 has been amended. [email protected] has been deleted and
[email protected] added.
February 2020 – Paragraph 6 has been deleted and added to paragraph 2.a).30 and paragraphs 7 to 10 renumbered
accordingly; paragraph 10 has been amended and split up into paragraph 9 and 10.
August 2019 – Confirmation of Compliance for SEEMP Part II is deleted in paragraph 2, point 7 after it .1 added, remaining
points re-numbered.
July 2019 – Confirmation of Compliance for SEEMP Part II is included in paragraph 2.
April 2018 – E-mails for official receipts are updated in paragraph 9.
December 2016 – the word “Interim” is deleted from Cargo Ship Safety Radiotelephony Certificate for ships less than
300GT (RTC) and Cargo Ship Safety Certificate for Ship less than 500TRB (CSSC).
Polar Ship Certificate is included in paragraph 2
June 2016 – amendment to paragraph 3, amendment to paragraph 8
December 2015 - clarifying any other document and new paragraph added.
