The Dresden Agreement went into effect in September 1996 and superseded the Lugano Agreement of 1991. It gives IEC the “Right of First Refusal” for work
Dresden proposed in CENELEC. When planning new work, CENELEC will first offer the work to IEC. If IEC accepts the new work item then CENELEC will cease working on the
Agreement project within Europe. If IEC is not interested in the work item, CENELEC will then undertake the standards development. In such situations, IEC will be kept
informed of progress and its non-European members will have the opportunity to comment at the CENELEC public enquiry stage. Final drafts will, in every case, be
offered to the IEC as Committee Drafts for Vote (CDVs), although the final decision on the content of the EN must remain with CENELEC.
After 20 years of a fruitful partnership that has resulted in a very high level of technical alignment (close to 80% of CENELEC standards are identical to or based on IEC
Frankfurt publications), CENELEC and IEC have reconfirmed their longstanding cooperation on 17 October 2016, by signing the Frankfurt Agreement. Building on the
Agreement experience of both partners, this new agreement preserves the spirit and approach conveyed by the Dresden Agreement, in particular the strategic commitment of
CENELEC to supporting the primacy of international standardization. It includes several update aiming to simplify the parallel voting processes, and increases the
traceability of international standards adopted in Europe thanks to a new referencing system. 7

EXECUTIVE SUMMARY
Operation and Maintenance (O&M) has become a standalone segment within the solar industry and it is
widely acknowledged by all stakeholders that high-quality O&M services mitigate potential risks,
improve the Levelised Cost of electricity (LCOE) and Power Purchase agreement (PPA) prices,
and positively impact the return on investment (Roi). Responding to the discrepancies that exist in
today’s solar O&M market, the Solar Power Europe O&M Best Practices Guidelines make it possible for all
to benefit from the experience of leading experts in the sector and increase the level of quality and
consistency in O&M. These Guidelines are meant for O&M Contractors as well as investors,
financiers, asset owners, asset managers, monitoring tool providers, technical consultants
and all interested stakeholders in Europe and beyond.
This document begins by contextualising O&M by explaining the roles and responsibilities of various
stakeholders such as the asset manager, the operation service provider and the maintenance
provider and by providing an overview of technical and contractual terms to achieve a common
understanding of the subject. it then walks the reader through the different components of O&M,
classifying requirements into “minimum requirements”, “best practices” and “recommendations”.
