How to Interpret this Report
Purpose The Leadership in Energy and Environmental Design (IGBC’s LEED 2011 for INDIA) India Rating
System was licensed by USGBC to the Indian Green Building Council to encourage and
facilitate the development of more sustainable buildings. The ‘Indira Paryavaran Bhavan,
New Delhi’ project was evaluated according to this system and the Final Rating is as follows:
Environmental The report is organised into five environmental categories as defined by IGBC’s LEED 2011 for
Categories INDIA which include - Sustainable Sites, Water Efficiency, Energy and Atmosphere, Materials
and Resources and Indoor Environmental Quality. The categories of Innovation & Design
Process and Regional Priority are also included.
IGBC’s LEED Prerequisites are mandatory and must be achieved. These prerequisites should be addressed
Prerequisites immediately by the team.
IGBC’s LEED The environmental categories are subdivided into the established IGBC’s LEED 2011 for INDIA
Credits NC, which are based on desired performance goals within each category. An assessment of
whether the credit is earned, pending, or rejected is made and a narrative describes the basis for
the assessment.

implemented an Erosion and Sedimentation Control (ESC) plan, which conforms to the best
management practices highlighted in the National Building Code of India (NBC), Part 10,
Section 1, Chapter 4 – Protection of Landscape during construction.
A narrative has been submitted describing the Erosion and Sedimentation Control (ESC)
measures carried out at the site. The measures adopted include top soil preservation, tree
protection, barricading the site, efficient use of water during construction, staging and spill

station.
A narrative has been provided stating that the project is within 400 m of more than two bus
stops and within 800 m of a metro station. A scaled aerial map showing the 800 m radius,
locations of the bus stops and metro station has been provided. Additionally, photographs of
the bus stops and metro station have also been provided.
For future projects, ensure that the drawing or map features a scale bar, a north indicator. You
may refer Figure 1 under SS c4.1 of the LEED India Reference Guide for New Construction,
as an example.
Preliminary Review:
The LEED India Template has been provided stating that alternative fuel refueling stations
have been provided for 5.22% (18 out of 345 car parks) of the vehicle parking capacity on the
site. The calculation demonstrates that total vehicle parking spaces are 345 and total vehicle
parking capacity served by alternative-fuel refueling station is 18.
Supporting documents include copy of the local zoning regulation for parking, parking plans
showing the location of charging points, electrical layout, photographs of signages and
charging points, and specifications of charging points have been provided.

The documentation indicates that the non-emergency interior lighting fixtures have been
automatically controlled to turn off during non-business hours. Manual override capability has
been provided for after hours use. Interior lighting plans indicating lighting controls have been
provided.
Exterior Lighting Power: The Template indicates that the lighting power densities for exterior
area fixtures do not exceed 80% of the ASHRAE recommendations and that the LPD of
exterior facade/landscape lighting does not exceed 50% of the referenced ASHRAE Standard
recommendations. Manufacturer data for exterior lighting fixtures and exterior lighting plans
including exterior power density calculations have also been provided.
Site Lumen: The documentation indicates that the project is located in LZ-3. Based on
requirements for LZ-3, the Site Lumen calculation in the report indicates that the project
complies with this portion of the credit requirement.
Light Trespass: The exterior lighting report indicates that the light trespass requirements have
been met for LZ-3. Results of photometric analysis for the project have also been provided.
However, the documentation indicates that maximum illuminance value 15 feet beyond the
site is 0.02 horizontal foot candle in one of the location. Note that for LZ-3 maximum initial
luminance value should not be greater than 0.01 horizontal foot candles 15 feet beyond the
site boundary.
Technical Advice:
Please review the exterior lighting design and provide revised photometric analysis along with
photometric site plan to demonstrate that the project complies with the credit requirements for
light trespass.
Final Review:
A copy of revised exterior lighting compliance report along with revised photometric
analysis has been provided to address the issues outlined in the preliminary review.

generators, glass and insulation, details of internal lighting and LPD calculation, HVAC
drawings and model output reports have also been provided. Some of the major ECMs
incorporated includes improved building envelope and glazing, reduced lighting power
densities and efficient HVAC systems. The project has also installed on site solar power
systems.
Technical Advice:
1. Please verify that the Proposed Case exterior lighting reflects the actual building design,
and the Baseline Case reflects the allowed lighting power from Section 9. Ensure that
no credit is taken in the proposed design case for lighting reductions on non-tradable
surfaces. Also, note that additional lighting power allowance cannot be claimed in the
Baseline model for surfaces that are not provided with lighting in the actual design, and
lighting fixtures cannot be double counted for different exterior surfaces.
Please report the tradable and non-tradable surface lighting power separately (in units
of Watts or Kilo Watts) for both the Baseline and Proposed Case in the energy
simulation report, and verify that these values are appropriately reflected in the model
outputs and energy simulation report.
2. Insufficient details have been provided to verify how the chilled beam has been modeled
in the modeling program. Please provide model input and output reports along with a
description of the methodology adopted to model chilled beam and the fan power in the
modeling program.
3. It has been observed that the project has modelled horizontal and vertical shading
element whereas the actual photographs indicate that the windows are designed as

4. Whole Building Energy Simulation (WBES) report states that the typical plug load
schedule details are given in ‘Figure 5: Equipment Plug- Load Diversity’ whereas the
particular figure has not been provided. Please provide the details on plug load
including schedules.
5. Simulation report for base case and design case indicates that the equipment are kept
on (for the fraction load varied between 0.7 and 0.25) for 24 hours. However, the
occupancy schedules indicate that the building is daytime operated. Please clarify, why
project has considered 24 hours use of equipment.
6. Discrepancy has been observed in the solar coefficient (SC=0.36) considered in energy
simulation report and submitted manufacturer declaration (SHGC=0.32, SC=0.372)
please clarify.
7. The data sheet of electric hot water generator (cut sheet report at page no 98 of 181)

indicates that project has taken water inlet temperature as 43.3 C and water outlet

temperature 48.8 C, which seems to be unrealistic. Please clarify.

The LEED India Template has been submitted stating that the project has diverted 81.8% of
on-site generated construction waste from landfill. The lists of materials included in the
calculations are fly ash bricks, marble, granite, and other stonework, AAC block, steel,
cement, sand, aggregate, vitrified and ceramic wall tiles.
However, the list provided within the documentation is not comprehensive and does not seem
to capture the other expected waste materials from a project of this magnitude, such as
packaging materials, empty cement bags, product containers, false ceiling waste, glass waste,
scrap from ducts, Aluminium waste, etc.

The LEED India Template has been provided declaring that the project has achieved a
combined recycled content value of 12.35% of the total materials, by cost. Some of the
materials used in this project containing recycled content include flyash bricks, AAC blocks,
glass, tiles, PCC, false ceiling tiles, insulation, vitrified and ceramic tiles, gypsum board false
ceiling, carpet, laminate, linoleum flooring and steel.
Additional documentation submitted includes a copy of the schedule of quantities and letters
from material manufacturers indicating the recycled content.
1. The manufacturer documentation for AAC blocks (55-60%) and fly-ash bricks (75-80%)
states a recycled content range for the product, therefore the lowest amount in the
range must be used in the calculation.
2. The manufacturer data states that the product is having recycled content for Terrazzo
tiles (36.49%) and Vitrified tiles (24%), but this value is in the post-consumer content

column. When the type of recycled content is not known, the value must be included in
the pre-consumer column.
3. The recycled content for gypsum board false ceiling indicated in the supporting letter
(100% pre-consumer) is inconsistent with the value indicated in the calculations (100%

materials by cost were manufactured within 800 km of the project site.
