 PREFACE

This Directory of Building Services Engineers issued contains the names, addresses and
other contact details of Corporate Members of the Institution of Engineers, Sri Lanka
who have been identified by the Institution as qualified to prepare and certify plans,
designs and drawings of structures, facilities or systems related to services for buildings
that come under the purview of the Urban Development Authority and Local Government
Authorities.

The Directory would be issued annually.

 PREAMBLE
The Institution of Engineers, Sri Lanka (IESL) has been established by an Act of Parliament and is authorized
to grant to eligible candidates Chartered Engineer status in the fields of Civil Engineering, Mechanical
Engineering, Electrical and Electronic Engineering, Chemical Engineering, Metallurgical Engineering,
Agriculture and Plantation Engineering, Mining Engineering, Marine Engineering and Building Services
Engineering.

The Corporate Members of this Institution use the title ‘Chartered Engineer’ or ‘CEng.’ after their names
together with the acronym ‘MIE (Sri Lanka)’ if they are in the class of ‘Member’ and ‘FIE (Sri Lanka)’ if
they are in the class of ‘Fellow’.

The Urban Development Authority (UDA) has adopted regulations where Service Plans and Designs
(including plans and designs related to the supply of electricity and water, sewerage, drainage, rain
water harvesting, fire safety, air conditioning and mechanical ventilation etc.) of certain categories of
buildings have to be prepared only by Qualified Persons in the relevant field, who shall be Corporate
Members of this Institution.

Accordingly, the IESL has identified persons of such standing and prepared a list of Chartered Engineers
who fall into the category of Qualified Persons and who are eligible to prepare plans and design and
supervise the construction or installation of building service facilities of these buildings, and certify
building services and Engineering aspects of these buildings.

These Qualified Persons have been categorized under seventeen (17) groups according to their specialties
in the field of Buildings Services Engineering and they are qualified to certify only the services that
come under the specialties listed against their names.

The IESL has also issued a seal to its members who are qualified to certify calculations and drawings
pertaining to all Building Services Engineering works in terms of the UDA regulations.

Please note that the IESL has made it mandatory for its members to use this seal when certifying service
plans, designs or any other documents to the relevant authority. The format of the seal is given below.

The UDA and the Local Government Authorities may contact the Institution of Engineers, Sri
Lanka to ascertain whether the member concerned is on the roll of the Institution.

member/s directly for determining the fee agreed upon mutually by such member/s and such persons or an organization.
The IESL has approved a guideline for consultancy fee structures which is available at http://www.iesl.lk/page-1585336
on the IESL website and for reference by any interested parties . However, the final decision would entirely be the
responsibility of the party who seeks the services and the engineer who provides the services.

The Institution of Engineers, Sri Lanka (IESL) will not take responsibility or liability for any actions or
omissions on the part of these listed engineers with regard to carrying out any work related to or outside
their field of specialty.
