TERMS OF COMPETITION
It is important to note that each player has an obligation to act in a responsible and considerate manner regarding reducing
the risk from Covid-19 for themselves and others. This includes the responsibility for a player to abide by and enforce Covid-
19 Regulations as required by National Government, GolfRSA’s Tournament Risk Mitigation Plan (TRMP) as well the host
club’s Risk Mitigation Plan (RMP).

1. SA Amateur Championship (‘Championship’)

The SA Amateur Championship will be played from Sunday 14th of February 2021 to Friday the 19th of February
2021 as follows:

1.1 Field Size

The field size for the Championship will be limited to 144 players. Exempt players (see Point 4) will be placed on
the players list and all other entrants will be required to play Regional Qualifying rounds as stipulated in Point 5.

1.2 Qualifying (Stroke Play)

1.2.1 36 holes qualifying stroke play, with all competitors playing 18 holes on each of the West and East courses of
which 18 holes will be played on Sunday and 18 holes on Monday;
1.2.2 The 64 leading players will qualify to play in the Match Play stages (all match play rounds to be contested over
the East Course). In the event of ties for the 64th place, the Match Play field will be decided by a hole-by-hole
playoff involving those players who are tied;
1.2.3 The winner of the qualifying stroke play rounds shall hold the Proudfoot Trophy (a floating trophy) until the next
Championship and he shall receive a silver medal. The runner up will receive a bronze medal;
1.2.4 In the event of a tie for first place, there shall be a hole-by-hole playoff, over holes as determined by GolfRSA to
determine the winner;
1.2.5 In the event of a tie for runner up, the bronze medal will be awarded to the best score over the last 18 holes failing
that in such manner as GolfRSA may determine that shall resolve the tie.

1.3 Match Play

1.3.1 The Match Play stages shall consist of 18-hole knock-out matches on the East Course with the first round on
Tuesday the 16th, the second round on the morning of the 17th and the third round on the afternoon of the 17th.
The quarter finals will be played on the morning of the 18th followed in the afternoon of the 18th by the Semi Final
matches. The finals will be played over 36 holes on Friday the 19th February. In the event of a match being all-
square at the end of the stipulated number of holes, play will continue until either player wins a hole;
1.3.2 The winner shall hold the Floating Trophy until the next Championship and receive a gold medal, the runner-up
shall receive a silver medal and the semi-finalists bronze medals each.

2. Entry
By entering the SA Amateur Championship, participants enter an agreement with GolfRSA and agree to be bound by
these Terms of Competition. These Terms of Competition have been compiled by the Tournament Committee and are
subject to amendment under circumstances deemed appropriate by this Committee. It is the responsibility of each
entrant to ensure that they have read and comply with these Terms of Competition.

• All entrants, by completing the entry process and accepting the Terms of Competition agree to accept and
comply with all aspects of the host venue and GolfRSA Tournament Risk Mitigation Plan. This will include but
is not limited to the wearing of face masks, screening and santisation on each day of competition, maintaining
physical distancing and complying with all other Risk Mitigation requirements.
• Players whom display symptoms related to Covid-19 within 10 days of the Tournament MUST not travel to the
Tournament venue and MUST withdraw from the tournament and self-isolate in accordance with Government
Regulations. (Players withdrawing under these circumstances and subject to this provision will be eligible for a
full refund of entry fees.) Please note that GolfRSA and the host facility cannot be held liable for any other costs
incurred relating to travel, accommodation and other items relevant to the intended participation in the
tournament.
• Players whom at screening or during the tournament, display Covid-19 symptoms or have a temperature of 38
degrees Celsius or higher, will be denied access to the facility and will be immediately withdrawn from the
Tournament. Players withdrawn under these circumstances will not be permitted access to the facilities and are
advised to self-isolate for a period of 10 days.

2.1 Entry fee is R920 (includes VAT);

2.2 Entries close at 12h00 (noon) on Tuesday 5th January 2021.
2.3 The Entry Process:
• All South African entries must be submitted ONLINE.

• Each entrant must complete the electronic / online entry process which can be accessed under the “E” button
on the Men’s / Tournaments and Results page of www.golfrsa.co.za and the entry fee in full will be payable at
the time of entry.
• The entry process will be completed once all information is provided accurately and in full and the entry fee has
been paid online.
• The onus is on the entrant to ensure that his entry is correct and has been received by GolfRSA, in accordance
with the Terms of Competition outlined herein.
• No telephonic, telegraphic or priority mail entries will be accepted.
• On no account will the entry fee be refunded unless a player withdraws prior to the closing date and time for
entries. In the event of a withdrawal prior to the closing date for entries, players will be entitled to a refund of
their entry fee with the deduction of a R50-00 administration fee
• All entries shall be subject to the approval of GolfRSA who reserves the right to refuse any entry without giving
reason. The decision of GolfRSA as to the acceptance or refusal of any entry shall be final.
• GolfRSA will not be responsible to compensate any entrant for costs incurred prior to the starting field being
confirmed.

3. Eligibility
The Championship is open to any male amateur who is a member of a golf club affiliated to a Union recognized by
GolfRSA and who, at the time of submitting his entry, shall have a handicap index of one point zero (1.0) or less,
assessed in terms of the GolfRSA Course Rating and Handicapping System, or an equivalent handicap assessed under
an alternative system acceptable to GolfRSA.

4. Exemption Categories
In the event of GolfRSA receiving more than 144 entries, the following players will be granted exemption from having to
participate in Regional Qualifying Rounds:
4.1 All past SA Amateur champions;
4.2 Top 64 players from the 2020 AON SA Amateur Championship;
4.3 4 Players as nominated by the Provincial Unions which would have been in the A section of the 2020 SA Premier
Inter Provincial Tournament;
4.4 4 Players as nominated by the Provincial Unions which would have participated in the B Section of the 2020 SA
Premier Inter Provincial Tournament.
4.5 All international players invited by GolfRSA;
4.6 Five (5) junior golfers as determined by GolfRSA;
4.7 Four (4) players as nominated by GolfRSA who meet the Transformation and Development goals of GolfRSA.
4.8 Top fifty (50) players on the GolfRSA Player Rankings (Aged Points Performances) as at 31st December 2020;
4.9 2 Players as nominated by each of the Northern Cape and Limpopo Golf Union;
4.10 The Current SA Mid-Amateur Stroke Play Champion not otherwise exempt;
4.11 The top three (3) players on the GolfRSA Mid-Amateur Ranking as at 31st December 2020;
4.12 Three (3) Ernie Els Foundation members otherwise not exempt;
4.13 The leading eligible player as of 22nd December 2020 of each “Race to 2021” OoM as hosted by Provincial Unions
(whom may be exempted from the HI limitation in 3 above).
4.14 Other entrants as determined by GolfRSA.

5. Regional Qualifying Rounds

Regional Qualifying will be introduced in the event of more than 144 entries being received by GolfRSA.
All entrants who do not satisfy any one of the above-mentioned Exemption Categories (‘non-exempt player’) would be
required to participate in any one of the following Regional Qualifying Rounds:

• A non-exempt player may only participate in one Regional Qualifying Round;

• The number of places being played for in the Championship field, that will be available at each Regional
Qualifying Round, will be calculated as follows:
• The total number of players playing in a Regional Qualifying Round will be expressed as a percentage of the
total number of all non-exempt players who are required to participate in all Regional Qualifying Rounds;
• This percentage will be applied to the total number of places available in the Championship field to get the
number of places available in the Regional Qualifying Round in question.

6. Rules of Golf
The Championship and its Regional Qualifying Rounds will be held in accordance with the Rules of Golf as approved
by the R&A Rules Ltd, GolfRSA’s Permanent Local Rules (‘Hard Card’) and Additional Local Rules approved by
GolfRSA. Copies of the Additional Local Rules are available from GolfRSA at the Championship venue and from the
party responsible for the staging of each Regional Qualifying Round. All entrants are advised to familiarize themselves
with these Additional Local Rules.

7. Dress Code
Only golf specific attire will be permitted during the Championship and this regulation applies to all players when on the
golf course and any practice facility during any official Championship tournament or practice day.
Players incorrectly dressed will not be permitted to play and any queries in this regard should be made to the
Tournament Director to avoid embarrassment.

8. Player Registration
All competitors must register with GolfRSA at the Royal Johannesburg &Kensington Golf Club between the hours of
08h00 and 16h00 on Friday the 12th or 08h00 and 14h00 on Saturday the 13th February 2021.
Failure to register will result in the player being removed from the Qualifying Draw (see 1.1) unless mitigating
circumstances can be proven.

9. Practice
9.1 It is the player’s responsibility to make his own arrangements with the venue for any practice rounds prior to Friday
12th February 2021 (this applies to the Regional Qualifying Rounds as well). Competitors can call Royal
Johannesburg & Kensington at 011 640 3021 to book their tee times.
9.2 The official Championship practice rounds are Friday the 12th and Saturday the 13th (on both the East and West
Courses) prior to the commencement of the Championship. To book your Official practice times please contact
GolfRSA offices on 082 374 3456, during office hours (08h00 to 16h00) from Monday 1st February 2021. (Please
note that both courses are available to both men and woman participants over these days)
9.3 All official practice times will be allocated on a first come first served basis and are open for players participating
in the Championship only.
9.4 Each player is responsible for making his own practice time booking (no player will be entitled to book a
place for another player or a fourball which he can fill at his discretion).
10. Caddies
Only caddies registered with Royal Johannesburg & Kensington Golf Club will be permitted to caddie during
the Championship. Outside caddies that wish to register with Royal Johannesburg & Kensington Golf Club must do so
by Saturday 13th February 2021 (Tel. 011 640 3021). Caddies will be required to present valid identification in order to
register. Reimbursement of all caddies is by agreement between player and caddie but will be guided by the minimum
applicable rates as indicated by Royal Johannesburg & Kensington and any daily caddie levy applicable will be due to
the club even for outside caddies. All persons fulfilling the role of a caddie accept that they will be subject to the
conditions and use of facilities as available to Royal Johannesburg & Kensington Caddies.

11. Transportation
Players and their caddies must not ride on any form of transportation during a stipulated round unless authorised by the
Committee. The stipulated rounds include the official practice rounds on Friday the 12th and Saturday the 13th February
and all tournament rounds. A Breach of this condition during a tournament round will see the player assessed a penalty
under the Rules of Golf. Any breaches during official practice rounds will see players subject to Disciplinary sanction
and possible removal from the Championship field.
Spectators must not ride on any form of transportation during a stipulated round unless authorised by the Committee.

12. Driving Range

The official Titleist sponsored driving range, will be positioned at the Royal Johannesburg & Kensington Golf Club and
will be open from 6:00am to 6:00pm from Friday the 12th February to Wednesday the 17th February. From Thursday the
18th February the range will be available to the remaining competitors only and will be opened an hour prior to the start
of play and will close one hour after the close of play.

13. Tournament Committee

The Tournament Director, Assist. Golf Operations Manager and two other persons nominated by them will be the
Tournament Committee. This Tournament Committee reserves the right to alter the programme and conditions of the
event at any time, including starting times. All disputes shall be settled by the Tournament Committee whose decision
shall be final. Any dispute/protest must be lodged within 15 minutes of completion of the round. This information may
be requested in writing.

14. Players with Disabilities

The Tournament Committee will decide and publish which rules in the Modifications of the Rules of Golf for Golfers with
Disabilities will apply to individual disabled players in this tournament. For such modifications to be considered, a player
must be a registered affiliated member of the South African Disabled Golf Association (SADGA) or a governing body
recognised by the SADGA. Applicants must apply individually and in advance of the Championship to have their case
considered by the Tournament Committee.

15. Cancellation of a Round

In the event of play being delayed or declared null and void for any round of a tournament, additional play will be at the
discretion of the Tournament Committee. If in the opinion of the Tournament Committee, adverse weather or any other
occurrence beyond its control render the commencement or continuation of any stipulated round impractical, then, in
stroke play tournaments, the result will be declared over the number of rounds completed by all players. Play will not be
continued beyond the advertised final day of the stroke play Qualifying rounds. In the event of any round of the Match
Play being suspended due to adverse weather or any other occurrence beyond the control of the Tournament Committee
– such suspended rounds will be continued as soon as play can be re-commenced in order to determine a winner of
the round. It is possible that such suspensions of play may result in the Finals of the match play being reduced to 18
holes. Any such reduction however will be announced to the finalists prior to the start of the finals.
In the event of the final match being started (whether scheduled to be played as a 36 or 18-hole final) and adverse
weather or any other occurrence results in a suspension of play, play will be resumed as soon as is practically possible
with the intent to play to the conclusion of the match. In the event that the Final match cannot be concluded due to loss
of light on the final day, the Championship will be shared as the finals will not be resumed beyond the final advertised
day of the Match Play Championship.

16. Score Information

If requested to do so players must provide score information to Tournament Officials during the course of play. Live
scoring may be conducted by way of a “electronic device” and if so, each match will be requested to submit scores using
such a device.
17. Scoring & Results
In Stroke Play, a player is considered to have returned his score card when he has left the designated scoring area.
The results are deemed to be officially announced and the competition closed at the commencement of the prize-giving
ceremony/announcement of the stroke play qualification results. During the matchplay rounds, the Results of the Match
are considered Final once both players have reported the result to the official scorer or after 15 minutes after the scorer
has received the result from the first player. In the event that a match has a walking / designated Referee, the result of
the match is considered Final once the designated Referee has reported the result of the match to the official scorer.

18. Publicity
GolfRSA/WGSA, the host venue and the sponsors of the Championship may arrange publicity before, during and after
the Tournament in the press, by live and recorded radio, television and by filming. By entering the Championship, the
players’ assent to references to them and pictures or video footage of them at practice and in play appearing and being
used for commercial purposes by GolfRSA/WGSA and their Sponsors.

19. Liability
The host club, host Union, GolfRSA/WGSA and its management will not be held liable or responsible for any damages,
loss, including personal loss and or other forms of loss, harm or injury sustained as stipulated below:
• Physical and/or emotional injuries suffered by any person, including a player or spectator, during the
tournament, due to any acts of God, suffered as a direct result thereof, including aspects such as being
struck by lightning, etc.
• Physical injuries of any kind suffered by any person, including a player or spectator, sustained by own
negligence, or otherwise.
• Emotional injuries sustained due to any loss, including death, suffered as a result of any of the above
injuries sustained personally or by a spectator.
• Damages suffered to any property of a player or spectator.
• Any financial costs endured by a golfer due to disqualification / failing to read the Terms of Competition
/ not getting into the Championship etc.

20. Anti-Doping Policy

Anti- Doping constitutes a range of activities aimed at eliminating doping in sport, as well as protecting clean athletes
and the integrity and values of sport. There are 11 Anti-Doping Rule Violations of which Use or Attempted Use by an
Athlete of a Prohibited Substance or Prohibited Method is one. All Competitors are subject to the provisions of the
South African Institute for Drug-Free Sport’s Anti-Doping (SAIDS) Rules. Details of the SAIDS Anti-Doping Rules,
and the current List of Prohibited Substances and Methods, are available from the SAIDS website
(www.drugfreesport.org.za). Competitors can do a medication check on the SAIDS website at the following

Competitors who have illnesses or conditions that require them to take particular medications or undergo procedures
may have to apply for a Therapeutic Use Exemption (TUE). If the medication or method a competitor requires to treat
an illness or condition falls under the Prohibited List, a TUE may give that athlete the authorisation to use the required
medicine or method. Only certain categories of Competitors need to apply for a TUE in advance. Competitors should
check the SAIDS website at the following link https://drugfreesport.org.za/who-needs-to-apply-for-a-tue/ which level
of Competitors need to apply for a TUE in advance from SAIDS. Competitors who are taking medication and are in
doubt as to their clinical status, should seek advice from GolfRSA no later than 30 days before the start of the
Championships.

Drug-Testing may be authorised at any event under the jurisdiction of GolfRSA.
