EDUCATION
Goal for Education:
To create programs that enhance the student’s learning experience and develop accountability
measure to ensure the effectiveness of current educational practices
A. Issues:

Due to the lack of policy support, there has been reports on blockage by the school
administration on the lobbying of the Magna Carta of Students’ Rights and Welfare, pushed
by their respective student governments. Without the Magna Carta, incidents on delayed
submission of grades, incompetent methods of teaching, discrimination, and other related
incidents have been recurring inside the campus premises.
C. Objectives:
1. To lobby an ordinance that would establish the Magna Carta of Students’ Rights and
Welfare (STRAW) in all levels of both public and private academic institutions
2. To protect and promote the wellbeing of the students
3. To assign STRAW Ambassadors in each school

Brief Description The Students’ Summit is a gathering of students where they will be
able to meet students from other institutions. The activity shall
consist of a series of talks and workshops, and the final draft of the
STRAW Ordinance shall be presented to the studentry.

The Department of Education revealed that in 2017, there have been 3.6 million dropouts
across the country where 83% are ages 16-24. The primary reasons of students dropping
out are the following: Marriage and Family Matters, Lack of personal interest, and High
Cost of Education.
C. Objectives:
1. To conduct a needs assessment survey to identify the needs of the students in terms
of educational resources
2. To provide an avenue for the students to access available educational resources
3. To establish drop off center for educational materials donations

Brief Description An establishment that shall be the learning hub where the students can
study and expand their network by meeting other students from different
schools. The Hub will be the drop off center of educational materials at
the same time for the Cagayano Youth. These educational materials would
include books, references, research paper, etc.

HEALTH
A. Issue:
According to Fretzie Rose Dante, Chapter Executive Manager of Philippine Mental Health
Association, the institution gets 3-5 counseling sessions in a month; age range of clients is
between 16-28 years old. Stressors for students would include school, peers or traumatic
experiences; for the young adults, stressors are work related and relationships that causes
anxiety.
B. Indicators:
Based on the data gathered from the Philippine Mental Health Association, there were
seven (7) cases of mental health problems amongst the youth in 2014, eight (8) cases in
2015, and seventeen (17) cases in 2017. These cases include trauma, depression, suicidal
attempts, anxiety disorder and school concerns. Furthermore, in 2017 there were ten (10)
cases with reported anxiety, family trouble, paranoid schizophrenia, unstable thoughts,
trauma, depression and suicidal ideation and thoughts. In 2018 there were thirteen (13)
cases of suicidal attempts, panic attacks, bipolar, stealing/behavioral problems, trauma,
irritability or aggressiveness and depression.
Moreover, based on results of the National Youth Assessment Study in 2015, 25.7% of the
respondents once thought life is not worth living, 14.2% considered and started committed
suicide, 20% have experienced extreme emotional distress, and 77.7% favors to seek
professional counseling.
C. Objectives:
1. To collaborate with organizations in determining alternative methods in
minimizing mental health-related issues amongst the youth
2. To partner with organizations in conducting capacity building opportunities
for peer counselors and educators

Brief Description This activity will equip peer counselors, educators and barangay health
workers in handling Psychological First Aid and Counseling.

The province of Cagayan already has an existing ordinance that protects the welfare of
children which is Provincial Ordinance No. 07-2009 otherwise known as the Cagayan
Children’s Welfare Code. However, the data shown in the issues stated an alarming number
of ordinance violation. It clearly shows that there is a need to strengthen its
implementation, which includes a massive information campaign to support prevention of
minors involved in vices.

police visibility, and said that the youth lack involvement in peace and security initiatives.

Incidence of child-related cases and assurance of proper handling these cases:
The youth are active and explorative by nature but due to deficit knowledge on legal
parameters, the youth are easy victims of crimes such as human-trafficking.

Name of Activity Cagayan Street Law: A Rights Literacy Program
Brief Description The Cagayan Street Law is an education AND INFORMATION drive
program that teaches the youth in basic rights and remedies under our
system of justice. This hopes to enhance the rights-literacy and
knowledge of the youth. Topics range from juvenile justice, civil rights,
rights under custodial investigation among many others.

can raise concerns and recommend possible solutions regarding the

Lack of gender sensitivity and equality:
According to the Human Rights Watch, only 15% of Filipinos reside in areas
protected by ordinance against discrimination on the basis of sexual orientation
and gender identity.

There are not enough activities centered on LGBTQ, and that there is lack of
governmental supports for LGBTQ.

Goal for Economic Empowerment:
To develop, provide and promote skills training and entrepreneurial opportunities for the youth

The National Youth Assessment Study of 2015 showed that 65.4% of the working youth
have not finished college while 50.9% of the youth respondents did not give importance to
job security.

1. Capacitate the Out of School Youth with basic entrepreneurship skills and
financial literacy
2. To provide opportunities for Out of School Youth to start their own business

Goal for Governance:
To establish programs that will propel the holistic development of youth leaders in the province
and create a space for the youth to actively participate in local governance

Lack of trainings on fundamental leadership and good governance:
Based on the need survey results some of SK Chairpersons do not have strong leadership
experience prior to joining SK.
B. Indicators:
The SK Reform Law requires all SKs to craft a Comprehensive Barangay Youth
Development Plan within three (3) months upon assumption of office. In Cagayan few
barangays have complied.
C. Objectives:
a. To develop the leadership potential of SK Chairpersons and LYDC members and equip
them with basic leadership and management skills
b. To recognize and instill the value of good governance in public office
c. To create an atmosphere of collaboration and networking amongst SK Chairmen and

creative writing to in-school and out-of-school youth. This is also
needed to produce pieces that will relate to the contemporary
multicultural society.

Brief Description Section 30 of Republic Act No. 10742, the Sanggunian Kabataan Reform
Act of 2015 mandates the observance of Linggo ng Kabataan in very
barangay, municipality, city and province on the week where the 12thof
August falls to coincide with the International Youth Day (IYD)
