EDUCATION
Goal for Education:
To create programs that enhance the student’s learning experience and develop accountability
measure to ensure the effectiveness of current educational practices

A. Issues:

Unavailability of Magna Carta in Schools:


Most of the schools in the province has no Magna Carta of Students’ Rights and Welfare.

Incidence of Bullying in Schools:


According to the consolidated report from the Department of Education, bullying cases in
the Elementary and High School both private and public schools for 2014 rose by 21% or a
total of 6,343 cases, compared to the 5,236 cases on 2013. This translates to 31 daily
bullying cases from a divisor of 201 school days. A survey from the same institution in the
year 2012 also showed that, 50% of students have experienced corporal punishment abuse
in school, 74% were victims of bullying. Furthermore, in August 2010 to May 2012 there
was a total of 112 cases of child abuse and related complaints that were referred to the
Department of Education- Central Office (Violation of DepEd Order No. 40, s. 2012).

B. Indicators:

Due to the lack of policy support, there has been reports on blockage by the school
administration on the lobbying of the Magna Carta of Students’ Rights and Welfare, pushed
by their respective student governments. Without the Magna Carta, incidents on delayed
submission of grades, incompetent methods of teaching, discrimination, and other related
incidents have been recurring inside the campus premises.

C. Objectives:

1. To lobby an ordinance that would establish the Magna Carta of Students’ Rights and
Welfare (STRAW) in all levels of both public and private academic institutions
2. To protect and promote the wellbeing of the students
3. To assign STRAW Ambassadors in each school

Brief Description #YOUthMATTER, an awareness building program for the aspect of


Students’ Rights and Welfare. It will be a conversation session on the
different issues that students encounter. The output of the session
will be used in the drafting of the STRAW Ordinance.

Lack of access to educational resources:


The barangays expressed that the youth experience financial insufficiency in catering to
their basic school needs - i.e fare, daily allowance, school requirements.

B. Indicators:

The Department of Education revealed that in 2017, there have been 3.6 million dropouts
across the country where 83% are ages 16-24. The primary reasons of students dropping
out are the following: Marriage and Family Matters, Lack of personal interest, and High
Cost of Education.

HEALTH

Goal for Health:

To establish a comprehensive and holistic data gathering method on health-related issues


amongst the youth. This is to grasp a better understanding of their challenges and encourage the
youth to be solution-seekers too in addressing this generation’ critical health related issues such
as COVID-19 Pandemic, HIV/AIDS, Substance Abuse, and Mental Health

A. Issue:

Increasing rate of mental health concerns amongst the youth:


10 to 15% of Filipino children aged 5 to 15% suffers from mental health problem.
According to NSO, mental health illnesses are the 3 rd most common forms of morbidity for
Filipinos. Mental health is also not among the priorities as evidence by its exclusion from
health insurance packages and only 5% of the health departments total annual budget is
intended for it. Out of 100 million Filipinos, there are only 700 psychiatrists and 1000
psychiatric nurses.

According to Fretzie Rose Dante, Chapter Executive Manager of Philippine Mental Health
Association, the institution gets 3-5 counseling sessions in a month; age range of clients is
between 16-28 years old. Stressors for students would include school, peers or traumatic
experiences; for the young adults, stressors are work related and relationships that causes
anxiety.

B. Indicators:

Based on the data gathered from the Philippine Mental Health Association, there were
seven (7) cases of mental health problems amongst the youth in 2014, eight (8) cases in
2015, and seventeen (17) cases in 2017. These cases include trauma, depression, suicidal
attempts, anxiety disorder and school concerns. Furthermore, in 2017 there were ten (10)
cases with reported anxiety, family trouble, paranoid schizophrenia, unstable thoughts,
trauma, depression and suicidal ideation and thoughts. In 2018 there were thirteen (13)
cases of suicidal attempts, panic attacks, bipolar, stealing/behavioral problems, trauma,
irritability or aggressiveness and depression.
Moreover, based on results of the National Youth Assessment Study in 2015, 25.7% of the
respondents once thought life is not worth living, 14.2% considered and started committed
suicide, 20% have experienced extreme emotional distress, and 77.7% favors to seek
professional counseling.

C. Objectives:
1. To collaborate with organizations in determining alternative methods in
minimizing mental health-related issues amongst the youth
2. To partner with organizations in conducting capacity building opportunities
for peer counselors and educators

Use of vices amongst the youth, especially minors:


The barangays have youth involved in vices such as smoking and drinking alcoholic
beverages and as well as there is still incidence of youth involved in illegal drugs.

B. Indicators:

The province of Cagayan already has an existing ordinance that protects the welfare of
children which is Provincial Ordinance No. 07-2009 otherwise known as the Cagayan
Children’s Welfare Code. However, the data shown in the issues stated an alarming number
of ordinance violation. It clearly shows that there is a need to strengthen its
implementation, which includes a massive information campaign to support prevention of
minors involved in vices.

C. Objective:

1. To provide accurate information to the youth on the dangers of substance


abuse and to minimize the risks caused by these vices

Lack of livelihood opportunities for the Out of School Youth


The barangays said that there is unavailability of youth livelihood programs. Moreover,
they said there is lack of awareness of existing livelihood programs, and claimed of no
access to capital to start a business, lack of skills training, and lack of interest in existing
programs.

B. Indicators:

The National Youth Assessment Study of 2015 showed that 65.4% of the working youth
have not finished college while 50.9% of the youth respondents did not give importance to
job security.

1. To promote an eco-friendly city through the strict implementation of Republic Act


9003 or the Ecological Solid Waste Management Act

Information campaign on existing laws and best practices on environmental protection and
waste segregation

GLOBAL MOBILITY

Goal for Global Mobility:


To encourage the youth to participate in capacity building opportunities for their personal and
professional development and help create a space for the Cagayano Youth to network with co-
youth and other private and public agencies

A. Issue:

Inability to join conferences due to lack of awareness and resources:


Only few barangays in Cagayan have recognized the challenge of Global Mobility where the
youth are encouraged to join conferences at the regional, national, and international level.

B. Indicators:

Barangays said that the youth are unable to participate in youth activities due to lack of
self-esteem and said that the youth lack of capacity development opportunities. Moreover,
a bigger percentage goes to lack of awareness and interest due to financial incapability.

C. Objectives:

1. To promote available conferences and exchange programs to the youth


2. To send official delegates representing Cagayan in various national and
international conferences
3. To enrich the networking capabilities of the youth

D. Strategy:

Provide cross-border exchange opportunities with financial assistance for the youth

Brief Description

It is imperative that the program be expanded to accommodate other youth


leaders who will officially represent the local government unit in various
regional, national and international engagements. This would greatly
enhance the Office’s networking capacity as well as enrich its exchange of
ideas.
