Industry Overview: A gasoline terminal is a storage and transfer facility that receives gasoline from refineries primarily by pipeline. The facility then
delivers gasoline to commercial or retail accounts primarily by tank truck and has an average daily throughput of more than 20,000 gallons of gasoline.
Emission points include loading equipment, storage tanks, and control equipment.
Pollutants of concern: TSP, PM-10, PM-2.5, CO, VOC, SO2, NOx, HAPs, TAPs
Note: Refer to Specific Conditions and Limitations in the permit for additional inspection checkpoints

A. VE Observation
1. Check for stack visible emissions. Perform Method 9 if necessary.
B. Loading Rack
1. Confirm loading rack configuration (e.g. no. of gasoline loading arms)
2. Confirm maximum gasoline loading rate.
3. Check for presence of leaks from loading rack and tankers (sight, sound,
smell).
4. Check leak certification sticker and record for tankers loading gasoline.
C. Vapor Collection Equipment
1. Check condition of vapor collection hoses and piping.
2. Check pressure in vapor collection lines during tanker loading if a pressure
gauge is available.
3. Confirm displaced vapors are vented only to the vapor collection system.
D. Storage Tanks
1. Confirm contents for all storage tanks.
2. Check exterior condition of storage tanks from ground level (Do not access
top of tanks).
E. Control Device
1. Confirm concurrent operation of control equipment and gasoline loading.
2. Is control equipment interlocked with gasoline loading?
3. Check VCU Stack Exit Temperature – if applicable
4. Check VRU Pressure – if applicable
5. Check CEM - if applicable.

6. Check Vacuum Assist pressure - if applicable.
7. Verify stack parameters comply with modeled limits – if applicable.
8. Verify there are no other processes/equipment on site not listed on the
permit.
F. Records Review
1. Check throughput recordkeeping procedures – Ask for year-to-date
throughput number. Compare to throughput limits from permit.
2. Check loading rack leak inspection and repair records.
3. Check vapor collection equipment leak inspection and repair records.
4. Check records for VCU Stack Exit Temperatures, VRU Pressure records,
Vacuum Assist Pressure and CEM data – if applicable.
5. Check records of operation hours of Control Devices (VRU, VCU, VA) - if
applicable.
6. Required Monthly Monitoring: Check to see that the facility is keeping the
following records:
Tanks:
• Average Monthly storage temperature
• Type of liquid stored
• Throughput quantities
• Record of inspections and results
• Fixed Roof only: Maximum true vapor pressure for all petroleum liquids
• Floating Roof only: Maximum true vapor pressure for all petroleum
liquids with a true vapor pressure greater than 1.0 pound per square inch.
• Visual inspections through roof hatches (once/month)
• Have any tanks been taken down for inspections/repair?
Rack:
• Visual inspections of rack and control systems (daily and weekly).
• Inspection using meter (measuring VOC) or explosimeter (monthly). Ask
to see device and check calibration date.
• Records of all inspections and corrective actions. Leaks should be
repaired within 15 days.
• Tank Truck Tightness certifications - continuous
