Slash & Burn Budget? We Can’t Afford to Cut These Programs.

Special Supplemental Nutrition Program for Women, Infants & Children (WIC)
…provides healthy food for pregnant women & infants. Nutritional & educational
interventions during pregnancy, nursing & the first 5 years of life have been shown to
provide 5x the benefit in terms of lifelong health, educational attainment &
productivity.

Food & Drug Administration…tests drugs before reaching the market and ensures safety of our food
supply &regulates food labeling for consumers to make informed decisions.

Low Income Home Energy Assistance Program (HEAP)- Contingency


Fund…provides utility vouchers for low income families in crisis during winter or
summer months to save the lives of children & seniors.

Pell Grants…allows low income people to access undergraduate education.

Energy Efficiency and Renewable Energy


…funds home energy efficiency for low income families to reduce their utility
bills while reducing our negative societal impact on the environment (and their
negative health impacts, which disproportionately affect low income people).

Small Business Administration


…educates & prepares small business owners to apply
for & manage loans. SBA provides the counseling &
education to spur smart economic growth, and supports business
redevelopment after disasters. Locally, they facilitate volunteer mentoring through SCORE.

FEMA…there has been an increase in weather emergencies & natural disasters in recent years and the
federal government is best equipped to organize & respond to our citizens in need.

National Park Service…protects our natural resources by providing places where the
public can enjoy the natural world. They have documented more volunteer hours
(97,417,260) than acres of land protected (84,000,000). NPS has leveraged its $2.75
billion annual budget with $84 billion in private investment in historic preservation
(cumulative 1916-2008).

Environmental Protection Agency…protects human health by ensuring clean water, air, and preventing
or cleaning up pollution, in part through high impact regulatory programs like Energy Star & LEAD. Using
science & technology, this agency identifies the causes & possible solutions to environmental threats to
human health.

Employment & Training Administration…provides critical job training to adults to fill the
large need for a skilled workforce. The ETA programs listed target potential workers most
marginalized by employers: ex-offenders, seniors, youth, and dislocated workers. Data
quality & evaluation are critical elements of government accountability & transparency.

National Science Foundation…funds basic scientific research for the purpose
of advancing “the national health, prosperity, and welfare; to secure the
national defense” by investing in promising horizons of inquiry.

Federal Enforcement of Occupational Safety & Health Administration


…enforces OSHA compliance for federal employees. Decrease in funding for
enforcement will lead to increase in cost for federal worker’s compensation.
This cut is not cost effective.

Community Health Centers…provide health care to low


income people who are homeless or in public housing,
designed for greater access & impact for individuals with
multiple barriers to traditional health care systems.
Cleveland’s local Federally Qualified Health Center is Care Alliance.

ALL Service “Corps”: Corporation for National & Community Service (CNCS),
National Health Service Corps, & Peace Corps
…enables patriotic U.S. citizens to serve their country (while receiving stipends
barely above poverty level) in areas of critical need. CNCS (AmeriCorps) has
bipartisan support and runs public-private partnerships that have leveraged $800
million in private matching funds.

Education: Title 1, Even Start, High School Graduation Initiative, 21st Century Community Learning
Centers, TRIO, Tech Prep State Grants, Teacher Quality Partnerships
…is our legacy to our children and the promise for the future of our country. Most of these programs
target at-risk children, especially during critical transition times. “End the soft bigotry of low
expectations in our schools.” –George W. Bush, 8/2000

Corporation for Public Broadcasting…promotes the growth and development of


public media in communities throughout America at a cost of about $1.35 per
American per year. Local public television and radio stations (WVIZ, WCPN, WKYC)
collectively reach more than 98% of the U.S. population with free programming.

Social Security Administration & Medicaid/Medicare…need to be restructured, not cut. The recently
passed Health Care Reform bill will provide significant long term government savings through intelligent
health investments.

Tenant Based Rental Assistance...provides vouchers for low income individuals and families to stay off
the streets and rent existing housing that meets Section 8 Housing Quality Standards.

Office of Lead and Healthy Homes


…provides grants to low income home owners mandated to make home repairs after
child residents test positive for lead poisoning, which often occurs in older homes
and increases the risk for learning disabilities and behavioral disorders.

Global Health & Child Survival…saves children’s lives around the globe.
