MEMORANDUM
In line with the Department’s effort to prepare the DILG’s Transition Plan for the
implementation of the Supreme Court Ruling on Mandanas-Garcia Petition, all LG Bureaus,
Services, Regional, Provincial and HUC Offices are enjoined to revisit the Department and their
respective functions, roles and services.
In the review of your offices’ functions, roles and services, please be guided by the
following:
3. What will be the functions/ roles of your office/ unit based on your answers in items 1
and 2, in order for the Department to be more relevant and effective?
4. Given the implications of the SC ruling, how will you adjust or operationalize your
redefined roles/ services/ programs/ projects (i.e. those to be retained, scaled-up and
introduced)?
We should be:
a. Focused, we will no longer implement projects that are way beyond our
competence and mandate
b. Strategic, with expanded and diverse capacity building and stringent
performance measurement
c. Mandate-driven, supervision should be carefully thought out so as not to clash
with the newfound or expanded autonomy of LGUs
d. Anticipatory, look beyond the current situation to prepare for uncertain times
and evolving developments in local governance
5. How do you organize your office/unit to effectively perform your redefined functions/
roles?
Please submit the requested data using the prescribed template not later than
February 5, 2021 through [email protected] cc: [email protected]. Said materials
will be used as reference in the succeeding activities of the Working Groups on Functions and
Plans and Organizational Effectiveness. You may use as reference the results of the initial external

Roles
