Abstract

When the Manila Bay Sands occurred to the news due to its white sand rehabilitation, it’s

been a very controversial topic among the citizens here in the Philippines. There were lots of

assumptions regarding the topic. Therefore, the researchers find it interesting to tackle about.

The study is measured using a theory that has 3 major levels. The first consist of the

informational description of the study. The second level implies its symbolic meaning that is

under the economic, environmental, socio-cultural and political sector. And the last level

referred to the dull meaning, being formed right through the perceptions that we give to

interpret with the topic. The outcome shows that the development of Manila Bay Sands

provides evidence under the 4 major sectors of tourism development.

Development in Manila Bay Sands”

“Ecology is not an option” – Nicolas Hulot

Tourism development mainly focuses to the situation of getting quality grown in the

tourism sectors denomination of the tourism developments, strong plan and policies and its

marketing throughout the globality. Thus, the tourism development includes accessible way

in order to reach the destination, proper accommodations such as hotels, means of

transportation, amenities, etc. So that tourist can have a full satisfaction in the particular

destination.

On the other hand, the GDP, Revenue and per capital income increments by the

tourism are also one of the symptoms of the development. As from the tourism, the country

might get the more benefits and also can provide the equal facilities to the guest may be

called the development.

According to WTO (N/D), The United Nations World Tourism Organization

defines sustainable tourism as a tourism that meets the needs of present tourists and host

regions while protecting and enhancing opportunity for the future. Rather than being a type

of product, it is an ethos that underpins all tourism activities. As such, it is integral to all

aspects of tourism development and management rather than being an add-on component.

The objective of sustainable tourism is to retain the economic and social advantages

of tourism development while reducing or mitigating any undesirable impacts on the natural,

historic, cultural or social environment. This is achieved by balancing the needs of tourists

with those of the destination.

Tourism development consists many elements including, but not limited to:

developing and managing private-public partnerships, assessing the competitors to gain

competitive advantage, ensuring responsible and sustainable development, viewing tourism

as an interconnected system and a demand-driven sector, assessing private sector investment

and international cooperation, tourism clustering and involvement by the Government.

As attested by Sofronov, B. (2018), The purpose of this paper is to see how

the travel and tourism industry is changing and its development in the world. Travel and

tourism industry is one of the world’s greatest industrial sectors. It drives economic growth,

creates jobs, improves social development and promotes peace. Tourism never stops growing

day by day it is continuously growing that is why it is one of the world’s greatest industrial

sectors.

Before the Manila Bay White Sands, the bay went through a lot. Way back in

year 2010, the same environmental groups found that 75.5% of wastes in the bay were plastic

discards. Of this, 27.7% were plastic bags. If you think that throwing dynamite is only the

reason to destroy marines, you are completely wrong. Because plastics that had dumped in

bodies of water like Manila Bay can wreak havoc in marine ecosystems. Plastic bags and

cans can choke marine animals or damage coral reefs. Also, Ingested micro plastics can

poison fish and sea turtles. When these marine animals end up on the dinner plate, plastics

also find their way into humans.

Manila Bay Sands, Philippine authorities’ latest efforts to clean up Manila Bay, one

of the country’s most polluted bodies of water, has come under fire after they dumped

truckloads of white sand over the shoreline at the end of August. At least 6 government

agencies have been tasked by the Supreme Court to restore Manila Bay under a Writ of

Continuing Mandamus. These are the following:  Department of Environment and Natural

Resources (DENR), Department of Public Works and Highways (DPWH), Department of the

Interior and Local Government (DILG), Philippine Coast Guard (PCG), Metro Manila

Development Authority (MMDA), and the Department of Health (DOH).

Manila Mayor Francisco “Isko” Moreno celebrated what he called a long-delayed

rehabilitation move, but the artificial sand — crushed dolomite boulders from a quarry in

Cebu province in the central Philippines — drew a backlash from environmental groups and

public officials. This statement merely focuses about the rehabilitation of Manila Bay being

postponed due to the delayed arrival of the artificial sand.

Manila bay is one of the intriguing news that received lots of feedbacks from our

fellowmen in the country. Due to its improvement by putting white sand, some complained

and kept asking what about the health issues regarding the amidst of the Covid-19 Pandemic.

Manila bay is a bay of the South China Sea extending into the Southwestern Luzon.

Manila Bay was the western terminus of the Manila–Acapulco “galleon trade” between 1593

and 1815.

As stated by Al-Badi et al. (2017), Tourism, often describes as the movement of

people away from home to other places of interest, it's one of the largest and fastest growing

industries in the world, Travel and Tourism Council.

Tourism is been a part of this industry. Mostly, people who love to travel and

discover things and places alone; considered as tourism. Is tourism the fastest and largest

growing industries, why? It is, because yearly travellers go to a place and to another to sight

the beauty of the places and to take a rest or vacation.

According to Chavez (2020), Manila Bay, one of the country’s most polluted bodies

of water has drawn fire after the Philippine authorities’ dumped truckloads of white sand

over the shoreline at the end of August that affected their newest efforts to redevelop Manila

Bay.

The bay that we just saw currently is the newly developed bay that became

controversial to the Filipinos. It is not really clean before, it was full of garbage and plastics

before, not until Manila Mayor Isko Moreno takes over the place. He made the Manila vibe

back the way it used to be. But the thing is, our recent situation which is Covid-19, it is not

really necessary to focus on something such as renovations but what we should focus on is

the health of each individual.

This study aims to know the perceptions of Grade 12 home economics students on the

sustainable tourism development of the Manila Bay Sands. This section will show why

tourism is so important to the different organizations involved in tourism development. Each

organization has different objectives and these can be classified as follows: Economic,

environmental, socio-cultural and political. Tourism is the world's largest industry and one

of the objectives of tourism development is economic gain. This is not a narrow matter of

private sector providers of tourism services making a profit. It’ll be guided by the specific

following questions:

 What is the perception of Grade 12 TVL students about the sustainable tourism

 In your opinion, what is your suggestion about the development of Manila Bay

In this concept, the researchers will input the profile of the participants. We can also

see the problems that are needed to be elaborated that will serve as a guide to the process that

is needed by the researchers.

On the other hand, the methods and steps that are needed in the study can be found in

the process. The method that the researchers will use is an interview, wherein they will

choose at least 10 participants. Their participants are Grade 12 Students under the Technical

Vocational Livelihood Strand - Home Economics of Holy Angel University.

Through interviews that will be held to the selected participants, the researchers will

conduct and will know the results.

Grade 12 Home Economics Students of Holy Angel University are the respondents of

the study. We chose Home Economics students because they are taking this subject and they

know studies regarding about tourism. This research is all about the perception of the

respondents on the sustainable tourism development of Manila Bay Sands. The researchers

aim to state and give enough information about sustainable tourism development. This study

will be conducted at Holy Angel University.

The people will have a hard time on the pandemic especially with the protocols not

being followed in Manila Bay Sands, yet most of them went there just to see the white sand.

The general objective of the study is to determine the perception of the grade 12 home

economic students on the sustainable tourism development of manila bay sands. The

“Perception of Grade 12 Home Economics Students on the Sustainable Tourism

Development of Manila Bay Sands” will benefit the following:

To the students, this study will provide the Grade 12 Home Economics Students

with some knowledge whether the application of white sand in manila bay is necessary

amidst the pandemic. The outcome of this research design can help the students realize the

impact of the project to the economy and socio-cultural changes.

To the parents, this study will help the parents be informed to the happenings in our

surroundings.

To the teachers/professor, it will help the teachers or professors to have more ideas

about this topic.

To the school, this study may help the school to know and let the students learn about

sustainable tourism development.

Methodology

Participants

According to PMD (n.d.), Qualitative research can help researchers to access the

thoughts and feelings of research participants, which can enable development of an

understanding of the meaning that people ascribe to their experiences. The researchers had

arrived to the idea to a sample size of 10 participants and will use snowball sampling. The

researchers chose Grade 12 Technical Vocational Livelihood – Home Economics Students of

Holy Angel University. There are 5 participants that are needed to be interviewed upon

conducting the research study the researchers will be doing a structured interview to the

selected participants. The researchers chose Grade 12 TVL-HE students because they were

more aware and they have the lessons that the study offers. They can be able to understand

our research easily because it is related to the strand.

Research Design

The researchers will use a basic interpretative qualitative study. This method is used

when a researcher is interested in identifying how individuals give meaning to a situation or

phenomenon. Therefore, this method will come up to a descriptive result of the perspective to

the sustainable tourism development of the Manila Bay Sands.

Descriptive research is a methodology that is not exclusive to market researchers but

one that can apply to a variety of research methods used in healthcare, psychology, and

education. At its core, descriptive research seeks to describe the characteristics or behavior of

an audience. (Gutcheck, 2020).

Research Instruments

The researchers utilized a structured type of individual interview. The researchers

prepared a set of questions that are going to be answered by the participants that will serve as

a guide in the study. This instrument will be used to ensure that the interview will remain on

track. The interview consist questions that were based on the statement of the problem of the

research study. The questions are divided into three essential parts. The first 5 questions

focus on the profile of the participants – Grade 12 TVL – HE Students of Holy Angel

University. The next question, is about the study’s topic which is the; Sustainable Tourism

Development in Manila Bay Sand. And lastly, the participants will be ask about their

perception about the sustainable tourism development in Manila Bay Sands.

Procedure

To ensure that there were no ethical codes violated, the researchers assure that they

followed the guide in conducting a study. The related literatures and studies were

paraphrased and summarized by the researchers to avoid plagiarism. All references that were

used are cited properly. The data collection process was moral. The participants that were

chosen are not forced to participate upon the interview. The participants were not pressured

by the researchers and were given a letter regarding the data collection process. The letter

informs the participants on what was done to the data that the researchers provided. The

names of the participants are not stated public to ensure their anonymity and safety. The

online interview is also protected for safety privacy measures. And lastly, the participants

were able to answer at their own choice.

Data Analysis

The researchers will make use of Thematic Analysis Method. This type of data

analysis is a qualitative research method that can be widely used across a range of

epistemologies and research questions. It is a method for identifying, analyzing, organizing,

describing, and reporting themes found within a data set (Braun & Clarke, 2006).

The study disseminated the interpretations, perception and suggestions of the Grade

12 TVL-HE Students about the sustainable tourism development of Manila Bay Sands. It

covers up the participant’s interpretation, perception, thoughts and suggestions regarding the

topic.

Interpretation of the Sustainable Tourism Development of Manila Bay Sands: Positive

Interpretations and Negative Interpretations

Most of the participants indicated positive interpretations about the sustainable tourism

development of Manila bay sands. Regardless of amidst of pandemic, they find the Manila

say sands rehabilitation relevant because it gives attraction to people. While some

participants, didn’t find it adequate at this kind of situation.

liners have been unnecessarily exposed to the virus due to lack of protective equipment and
facilities.”
“It is to help the community by developing our attractions.”
“It is beautiful. It’s also a tourist spot where tourist will enjoy the beach and the views.

Thoughts to the effectiveness of the development of Manila bay sands during pandemic:

Practical and Malfunction

Majority of the participants find that it is way better to assure the safety of each one of us

especially at this time of the pandemic. 4 out of 5 participants are in favor of the practical

way upon dealing to the development of manila bay sand rehabilitation.

The participants narrated their thoughts this way:

“No, people nowadays think of their safety more than pleasure. They won't see the changes

of manila bay because they have to stay at home for everyone's safety.”

“No, because it leads our country to more debt it was not necessary at this point, the

government should’ve focused on the crisis were facing instead.”

“Life has go on, just because this pandemic has brought the country down, it doesn’t mean

we have to disregard or stop all other aspects of our existence.”

“No, because we are quarantined and we are practice precautionary instructions.”

“No, because it is maybe beautiful but it can’t help those who got infected from the virus. It

is maybe a tourist spot but we can’t even come near to it because of interacting to others.”

Suggestions to the Development of Manila Bay Sands: Phenomenal Situation and

Most participants chose the ways to cope up to our situation rather than the phenomenal

situation which is the Covid-19 Pandemic. They focused more on the restoration of our

situation right before the pandemic happened.

The participants give detailed suggestions in this way:

“I suggest that instead of wasting money for the rehabilitation, the authorities should've

focused to our current situation.”

“They should just do other projects for Manila bay that doesn’t affect other places in our

country which is where they took the sand from.”

“Since we are already tackling this virus outbreak the way we can, we should also embark

on other endeavors that will help and make our country whole again.”

“None, I think it's a waste of money. Typhoon Ulysses washed away the dolomite into the

sea, there's nothing to develop anymore.”

“I suggest that don’t waste some money for what our country looks like we must first help

the persons who needed it the most.”

Other Solution in the Development of Manila Bay Sands: Protocols and Replacement

The participants are in favor of the mangrove replacement instead of putting white sands.

They chose the thing that they think is beneficial for all of us. Few chose some disciplinary

action that they can make in Manila Bay Sands.

The participants given solution or plan of action are as follows:

“People should also cooperate with the rules and they have to obey for the better

surroundings.”

“Instead of white beach or the dolomite, they should put mangroves it can be beneficial, it

can prevent big wave surges and it is eco-friendly.”

“For me, dumping of dolomite sand on a reclaimed part of manila is not the best way of

spending government money. The fund should have been directed to more viable, like

projects that can restore manila bay to a state that is fit for recreation.”

“I think mangrove is better than dolomite.”

“They don’t need the dolomite sands they just need to protect and make it clean.”

Planting mangroves: Protection and Ethical

Most of the participants are highly in favor of protecting the Manila bay, resulting that most

answers are stating that planting mangroves is a good protection both natural resources

especially when a calamity strikes Manila. Some of the participants consider it ethical if

people prevent from destroying the nature with their own hands.

5. Most participants are highly in favor of protecting the Manila bay.

Conclusion

There are two major conclusions upon conducting this study, the sustainable tourism

development of Manila bay sands and amidst of pandemic. First, the finalize data states that

it is good to have good surroundings and making better attracts a lot of individuals, therefore

it sustains the main reason of this study. Second is amidst of pandemic, due to the unexpected

happening that we’ve all encountered things have been to all of us. It’s a shame that because

of the Covid-19 pandemic we can’t be able to see beautiful places that fascinates us because

of its breathtaking view.

According to Robredo (2020), Beautifying the Manila Bay was planned before the pandemic

and she said that for her it is okay if they think of beautifying the bay but the conflict that the

government that gave a huge impact was the timing. The funds could’ve been realigned to

the current needs of the society.

Recommendations

To the future researchers, this is a very nice topic to tackle. The researchers did well in this

study but you can dig a bit more regarding this topic. This topic will surely help you to be

mindful on how to save both money and the environment but it is also giving us the lesson

that we should not take our nature for granted as it helps us in times of calamities.

viable, like projects that can restore manila bay to a state that is fit for recreation.”
