Subject: Proposal to conduct a research project on Dhaka metro rail which can be the solution

to traffic congestion and accidents.

Introduction
A metro rail is a type of high-speed and capacity public transport generally found in urban
areas. It is also known as rapid transit for its faster and efficient transportation. In 2008,
Bangladesh government laid out a comprehensive transport plan naming ‘Strategic Transport
Planning’ (STP) for greater Dhaka city and its adjoining areas. Out of many other plans and
projects from STP, the government is looking forward to implementing the Dhaka metro rail
project as a comparatively better option for faster transportation which will not only save
time but also save energy of people.

The focus of my research will be to figure out how this project will affect the country’s
financial debts and relive the citizens from regular traffic congestion and life threating
accidents. In Bangladesh, already there are ongoing big projects like the Padma bridge,
Nuclear Power Plant, Paira sea-port and Rampal project. The country is already in debt
because of these projects. In spite of the debts, will this project be a worthy risk to make and
the perfect solution we all have been hoping for? My aim is to find answers to such questions
through my research work and serve the people with acquired right information by which
they would be able to justify the project’s significance.
Research Questions
In my research, I plan to investigate the consequences that may have on this country and its
citizens due to this project. My research will address the following research questions:
 What is a metro rail or rapid transit?
 When and how was the project plan made?
 Why the government chose this project plan rather than any other plan projects as a
solution to traffic congestion and accidents?
 Who will be supporting for this project’s funding and construction?
 What will this project stake the country and its people?
 What are the adjoining Dhaka areas this project will cover?
 How will this project solve traffic congestion and accidents and make our daily
transportation efficient and comfortable?
 What kind of picture can be predetermined from this project in the long run?
 Will the project be worthy of a risk to take after the financial debt burdens we are
already in due to the ongoing other projects?

Hypothesis
Dhaka metro rail project is a financially risky project along with other ongoing big projects
like Rampal project, nuclear power plant project, Padma bridge etc. though strategic
transportation planning suggests this as a solution to traffic congestion and accidents. From
my research, I expect to figure out the bright possible outcomes we may get from this project.
Since other attempts like building flyovers, construction and maintenance of roads, making
over-bridges, footpaths did not serve the purpose well, we cannot just bear the sufferings,
tragedy and deaths as granted waiting for right time. It is expected that, if both positive and
negative sides of this project are specifically analyzed then it would be easier for us all to
determine and understand what can be the outcomes for us from this project in future.
Research Methodology
For my primary research, I will conduct a survey for a representative sampling of the general
public in Dhaka, and interview different people like students, service holders, businessmen
and patients on their daily transportation conditions. I will design a questionnaire with both
close-ended and open-ended questions to collect information which will help me to find out
the answers to my research questions.
For my secondary research, I plan to look different newspapers and publications. In addition,
I will browse the internet and look for the survey and data which were gathered before
finalizing the project and also look for experts view on this project.

Organization
My research paper will be divided into several sections, out of which the notables are the
Acknowledgement, Introduction, Background, Data Presentations and Analysis, Summary of
Findings, and References. Within the sections, my organization will be based on my research
questions.

Timetable
I hope to complete my primary research by the (end of/early) ……………….. and my
secondary research by the (end of/early) ……………….. I shall complete writing the final
draft of my Research Paper by ……………….., and submit it by the specified deadline
towards the end of this semester.
