Chapter I

INTRODUCTION

1.1 Background of the Study

Sangguniang Kabataan was created through the Local Government Code of


1991 (Republic Act 7160). It is composed of all youth at the age of 15 to 17 years old. In
2002 the age bracket for SK membership was changed through R.A 9164, from 15 to 21
years old.

President Ferdinand Marcos established the Kabataang Barangay in 1975


during Martial Law to give the youth a chance to be involved in community affairs to
provide the Government means to inform youth of the Government Development
Efforts. As the year pass, when President Corazon Aquino was already in her position
the proposal of Katipunan ng Kabataan and Sangguniang Kabataan in her time were
being created into the 1991 Local Government Code (LGC). When this Katipunan ng
Kabataan and Sangguniang Kabataan already created it formally abolish the Kabataang
Barangay. The SK started in time that it is created into the LGC that until now it is an
active organization for the youth. President Corazon Aquino have already established the
Precedential Council for Youth Affairs (PCYA) instead of National Youth Commission
(NYC), which was successful in coordinating with the youth federations to develop
future nation leaders, but lacked the powers envisioned for the NYC because PCYA
merely coordinated with youth groups.
The Sangguniang Kabataan is the lowest system of Governing Body for the
Youth. It was established so the youth will have the opportunity to become a Leader of
our Country. It includes all Filipinos Citizens, aged 15 to 18 years residing in each
Barangay in each registered in the Official Barangay list. A set of Youth Leaders elected
of the Katipunan ng Kabataan members to represent them and deliver youth focused
services in the Barangay. It is composed of 8 persons (1 Chairperson and 7 Councillors)
they are required programs before they can assume office. They are also allowed to sign
a government contract which in turn, deems them more responsible for how they use
their funds.

Barangay Quiniput is a rural community according to the Philippine Standard


Geographic Code (PSGC) the population is 3,329, the total population of youth is 467 or
14.03%. Means of livelihood are Farming, Fishing, Piggery, Sari-Sari Stores, Vendors of
different delicacies and Fish pond. The community consists of Chavacanos, Visayan,
Ilonggos and Muslims. Quiniput have an Elementary School, and a Memorial Hospital.

Baranggay Curuan District is an urban community according to the Philippine


Standard Geographic Code (PSGC) the population is 8,796 the total population of youth
members is 800 or 9.09% this is according to the barangay officials in baranggay
Curuan. Curuan has an elementary school and a high school and, with a higher Education
Institution the Western Mindanao State University. Means of livelihood are Agriculture,
Fish Culture, Sari-Sari Store, Bakery and Eateries.

Barangay Buenavista is an urban community that has a population of 6,485 this


is according to the Philippine Standard Geographic Code (PSGC). The total youth
population is 2,269.75 or 35% this is according to the barangay officials of buenavista.
Buenavista has Annex High School. The community consists of Chavacanos, Muslims
and Visayan. Means of livelihood are Sari-Sari store, Eateries, Farming and Bakery.

Sangguniang Kabataan also has programs and projects that have been
implemented for the development of the youth in their respective Political territories like
Sports and Peace and Order. The main focus of this study is to determine the satisfaction
of the youth to the Programs that is being implemented by the Sangguniang Kabataan
Officials on their respective Barangay.

1.2 Statement of the Problem

The main aim of this study is to determine if there is an improvement of the


programs that have been implemented in the following Barangays: A. Quiniput B.
Curuan C. Buenavista. Specifically, the researchers would like to determine which
among the three Barangays had more projects implemented in terms of:

• Medical Assistance
• Sports
• Peace and order
• Spiritual aspect
• Lifelong Projects
• Environmental Concern and Cleanliness
1.3 Significance of the Study

The study is significant to the following:

For the Community: Can be an improvement and a way to access new programs. It can
provide ways of development for the future Sangguniang Kabataan to create a better
program for each Barangay to collaborate with others to be able to have a united society
with good and useful programs that the youth and citizens can benefit. Can be a baseline
for the SK for them to suggest more actionable projects that the Barangays need.

For the Students: It can give them information or knowledge about the Sangguniang
Kabataan and for them to be aware of the status of the projects implemented in their
respective barangay and also to seek participation.

For the Youth: This study will help the youth know their level of participation in the
different kinds of activities. This study may serve as guidelines for the youth to be
informed whether the Sangguniang Kabataaan is really doing their responsibilities. It is
also important for the youth to know what are the projects, functions, and power of the
Sangguniang Kabataan in the community for them to be aware.
For the Local Government Unit (LGU): The result of this study can be an additional
reference for the Government Office in case they would come up a survey inclined on
SK projects in mentioned barangays.

1.4 Scope and Delimitation

This study is a Qualitative research focusing on the programs implemented on


the following Barangay’s Quiniput, Curuan and Buenavista. And the researchers intend
to find out which among the three barangays had more projects implemented in terms of
Medical Assistance, Sports, Peace and Order, Spiritual Aspects, Lifelong Projects and
Environmental Concerns and Cleanliness.

This study also seeks to see the improvement of the programs that is being
implemented in the said barangays in which the researchers compare the data that were
gathered last year and this year. In the data that will be gathered in this year, will be used
as a basis to compare if there is an improvement on the programs that were implemented
by the three barangays. The data is only inclusive of 2018-2019.

Furthermore, the study delimits itself to the three Barangays namely Quiniput,
Curuan and Buenavista. This study will focus on the said barangays and will not seek
more. The respondents are only within 15-30 years old which is under the youth that
have the rights to vote for their chosen Sangguniang Kabataan Officials.
Chapter II

REVIEW OF RELATED LITERATURE

2.1 Related Literature

It was revealed in the study of Grace, C. and Noel, T. (2016), which the
Sangguniang Kabataan in the Municipality of Naval, Biliran, Philippines, develops their
projects in terms of: cleanliness, beautification, cultural activities, information campaign,
projects, sports equipment, indoor games equipment, barangay literacy, day care center,
youth/SK center, infrastructure projects, youth sport development, fund raising, and
talent/skills recognition. The result of their programs has moderately implemented
projects, slightly implemented programs and other youth related activities, and
moderately implemented the sources of budget allocation to carry out the programs,
projects, and activities to the development of the youth.

One study condunducted by Mahinay, Ray Butch (2013), in his study attempts
to identify the Perceptions on Good Governance and Performance of Sangguniang
Kabataan in barangay Tablon, Cagayan de Oro Cit, from the yputh, adult constituents
barabgay council officials, and SK officials. The study reveals that the different sectors
of SK implemented by the different sectors.
Based on the study of Balanon. et al. (2007), the study was looking into the
effectiveness of the sangguniang kabataan in developing programs that address the needs
of children and youth accross the country. In this study led them to conclude the
potentials pf the SK Programs are not being mazimized, resulting in projects and
programs largely limited to sports and infrastructure, and environmental protection.

According to Calbert. et al. (2014), in their study the programs were created to
build leadership skills and civic engagement opportunities for high school-aged students
by placing two youth representatives on each of the Kenosha country board of
supervisors standing comities. The study reveals that the programs was created are
effective in increasing civic engagement and leadership skills of young people.

Based on the study of Fernandez G. and Shaw R. (2013), the study want to
show the discrepancy between ideals scenarios and actual youth participation in Disaster
Risk Reduction in practice. The study reveals there is more needs to be done in engaging
young people in helping build disaster resilient communities. Also the DRR initiatives
involving young Filipinos in the near future expecting more participation in DRR
Practice.
Chapter II
METHODOLOGY

Research Locale

The study will be conducted in three different Barangays namely Quiniput,


Curuan, and Buenavista. Respondents will be given a questionnaire in their respective houses.
The researchers will gather data from SK members ages 15 to 30. Researchers will make sure
that the respondents can clearly understand the questionnaire given, the researchers will
facilitate the respondents throughout the gathering of data. The study will be conducted during
the second Semester of academic year (2019-2020)

Sampling Design

Probability Qualitative designe, using cluster sampling technique will be used


in choosing the different puroks from each barangay. The researchers will choose at least three
puroks in each barangay using the cluster sampling technique. From each of the chosen puroks
the researchers will choose five respondents using availability technique.
Research Instrument

The instrument that will be used in the research is a research-made


questionnaire. The questionnaires are administered to the youth of three different barangays
aged 15 to 30. The researchers used 5 structured questions to be able to get the respondents
approach on the questions. Researchers will use the previous questionnaire and will improve
the questions that were made last year to see if there was an improvement of programs that the
sangguniang kabaatan implemented.

Data Collection Procedure

The researchers will prepare a letter for the Principal for the approval to
gather data outside the school campus. Then will prepare a scratch of paper in which there is a
specific purok written in the paper that the researcher will randomly pick every purok in each
barangay has the probability to be chosen. Questionnaire will be the basis to gather
information about the Improvement of Sangguniang Kabataan Programs and the respondents
in each barangay will only focus to those who is available. The data that were gathered will be
organize into tables to see which among the three barangays have more Improvement of
Programs have implemented

Table 1 shows the percentage of the respondents who responded YES or NO. in
barangay Quiniput 100% responded YES for the project implemented that is improving. For the
SK Officials that is still actively performing the projects implemented 66.33% agreed and 33.33
responded disagree. In barangay there are 66.67% responded YES that it is improving 40%
responded YES while 53.33% responded NO for the SK Officials that is still actively performing
the projects implemented. Barangay Buenavista there are 80% of the respondents YES for the SK
Council that is improving and there are 20% who responded NO. For the SK Officials that is
actively performing the project implemented 60% responded for YES while there are 40%
responded NO.

Table 2 shows the result obtained from 15 respondents of each barangay. The result
shows that the most being well maintained projects at barangay Quiniput which has 40% of the
respondents agreed is the Medical Assistance. Barangay Curuan the projects that are well
maintained that have the percentage of 40% are the Lifelong Projects and Sports. Lastly barangay
Buenavista has maintain the sports project implemented with the percentage of 73.33%

Table 3 shows the result obtained from different respondents of the three barangays. The
result shows that the most being not well maintained projects in barangay Quiniput is the Lifelong
Projects which have the percentage of 40%. In barangay Curuan the projects that is not well
maintained is the Lifelong Projects which has the percentage of 46.67%. barangay Buenavista the
projects that is not well maintained is also the lifelong projects which has the percentage of
66.67%.

Table 3 shows the programs implemented by the SK Officials that needs an
improvement. In barangay Qiniput the program that needs to improved more are the Medical
Assistance and Environmental Concern and Cleanliness which has the same percentage of
33.33%. Barangay Curuan the projects that needs to be improved more are the Medical
Assistance and Lifelong Projects with the percentage of 53.33%. Lastly barangay Buenavista the
projects that needs to improve more is the Medical Assistance with the percentage of 73.33%.
