Welcome to this self-learning module: News and Media. In


accomplishing this learning material, you have to take first the pre-test, and
you are tasked to study the learning activities and perform the various
practice tasks 1, 2 and 3. After doing so, you may take the post-test to
determine the knowledge and skills you gained from this lesson. To enhance
your competence, you have also to accomplish your assignment found in

News and Media.

Media is most popular way of communication on public affairs. Media


can be classified according to nature of communication. Print media is the
oldest way of communication consisting of news papers and journals and
other written forms. Audio has wide scope as it can reach remotest corners of
a country. Radio is popular media in the early 60s to 90s being the cheapest
form of communication. Nowadays visual source of communication is most
popular with TV and other visual sources of information. Their proper use
depends on the capacity of the people who use it. Knowledge of important
decisions in public domain depends too much on media.
Mass media means technology that is intended to reach a mass
audience. It is the primary means of communication used to reach the vast
majority of the general public. The most common platforms for mass media
are news-papers, magazines, radio, television, and the Internet.

Although media has many advantages it also has its limits. It is up to


us, the users, to decide to use it wisely for the best impact. Below are forms
of media in our society.

Print media

Print media is one of the oldest and basic forms of communication.


It includes newspapers, weeklies, magazines, monthlies, banners &
graphics, posters and other forms of printed material. The contribution
of print media in providing information and transfer of knowledge is
remarkable. Even after the advent of electronic media, the print media
has not lost its charm or relevance. Print media has the advantage of
making a longer impact on the minds of the reader, with more in-depth
reporting and analysis. Magazines and newspapers are the dominant
traditional print media used in advertising. Brochures, flyers and other
collateral pieces also are sometimes referred to as print collateral. While
digital media expansion has affected use of print, it remains a viable way
to advertise.
Primary strengths of print relative to digital include tangibility, an
enduring message and high credibility. Some people prefer to read
media in print as opposed to digital formats.
Broadcast media

Cutting to the chase: Broadcast media is radio and television. Even


amidst the pop culture dominance of the internet, broadcast media still
commands the largest share of the advertising pie nationwide. Put the audio
and visual media to work for you as your company earns larger market
share, stronger branding, and increased sales. If you are looking for
costefficient lead generation, you need to be looking at radio and television
advertising. Not only are radio and television the main media for advertising
today, they are continually developing new ways to reach their audience. One
cable network launched a show that combines interactions on a video game
with the plot of a series show. Radio stations are supplementing on-air
campaigns with digital media to provide on-air and on-screen promotions to
those who stream the station through their computer.

Multiple studies have shown that combining radio and television can
help advertisers reach audiences not achievable with only one medium or the
other.

Internet

Media is considered to be the fourth pillar of democracy, a watchdog


for society. Its main objective is to reach a mass audience by various means
of communications such as newspapers, television, magazines, &
internetbased web portals. The fast-changing world of technology has
impacted the patterns of media consumption across the globe. Internet has
made connectivity easier, thus the flow of information has become
expeditious and efficient. The world seems to be a global village in the age of
internet.

The growth of internet technology has ushered a new wave of


modernization in the media industry. Modern tech-savvy generation does not
apply to the traditional methods of extracting the information from books,
newspapers, and television. But rather they prefer to look online, search
Wikipedia or web news portals. The pattern of media consumption has
changed from ¨one to all¨ to ¨ all to one¨. To give an illustration to what this
mean, let us consider the case of media consumption in the present context
of digital media. For instance, it is convenient for the user nowadays to
choose the information he requires by filtering the contents as internet
provides a host of news providers to each reader or consumer. In contrast,
earlier the consumer had very little choice in terms of content, notably
because there were fewer news channels and newspapers.

Firstly, social media platforms such as Facebook, Instagram, Twitter


and LinkedIn play an important role in connecting friends, professionals and
communities across the globe. Secondly, the scope of news sharing and
consumption has expanded with the growth of online media channels, blogs
and websites. For instance, Quora has emerged as a great medium for
knowledge sharing by means of questions and answers. Thirdly, it serves as
a great medium for social awareness campaigns such as bucket challenge,
black is beautiful, “me too” feminist movement and more. Interestingly,
social media promotes more and more people to voice their opinions with
limited censorship. However, it has its own limitations.

Media plays an important role in shaping the conscience of a society, it


impacts the decision making of general public on various social and political
issues. Apart from having illimitable benefits, it can also be nefariously used
for ulterior personal and political gains. For example, the recent case of acid-
smearing to a nurse occurred because of false information being spread
about medical frontliners being carriers of Covid-19 virus which instigated
anger on individuals. Fake news and media propaganda are one of the
biggest concerns of today’s world as it influences an audience to push an
agenda by presenting facts selectively. This is not only limited to
misinformation, but there is also a looming risk of data theft, frauds and
scams.

In a broader context, we can say that online media has promoted


information and knowledge sharing, likewise it has developed well informed
intelligent societies and communities across the globe. Indeed, it has
tremendous benefits but its negative implications cannot be ignored. Cyber
security laws should become more stringent. And, there is a strong need to
curb propaganda and fake news for which an agency should be set up for
monitoring any such developments. Thirdly, the government and media
institutions should take the responsibility of educating masses as well as
promoting media awareness and literacy.

Repatriated overseas Filipino workers who tested negative for COVID-19 wait it out at the Parañaque

Interior Secretary Eduardo Año on Tuesday ensured that the return of overseas Filipino workers
(OFWs) to their home provinces would be better in the coming days.

Interviewed on Dobol B sa News TV, Año said the national government has already advised
concerned agencies regarding the matter as some local chief executives have aired their sentiments on
the supposed lack of coordination on the return of OFWs.

"Malinaw na 'yan. Kahapon pa tayo nagbigay ng announcement. Alam mo kasi 'yung nangyari na ito
dahil na rin sa clamor ng OFWs na makauwi so nag-utos ang ating Pangulo noong Linggo ng gabi na
sabi niya ‘gusto kong makauwi na 'yung 24,000 OFWs na 'yan'," he said.

"'Yung mga sinasabi ng local chief executives na di sila naabisuhan three days before ng biyahe, totoo
'yun. 'Yung utos ng Pangulo nagsimula lang naman noong Linggo at gusto niya Lunes ay simulan.
'Yung gabing 'yun nanawagan na rin tayo sa League of Provinces of the Philippines na mayroong
kautusan na ganon," he added.

On Monday, Ormoc City Mayor Richard Gomez lamented the supposed lack of proper coordination
on the return of OFWs stranded due to the strict quarantine.

Gomez said local government officials were expecting a proper notice on the return of the OFWs.
Año said he already talked to Gomez Monday evening regarding his sentiments about the return of
individuals in Ormoc, Leyte.

He said Gomez was supposedly referring to the over 100 individuals who returned following the Balik
Probinsiya program of the national government.

"Ang complaint o concern ni Mayor Gomez ay hindi naman 'yung OFWs. Ang naging concern niya ay
'yung naganap last week na dumating sa Leyte na kulang ang panahon para sila ay maabisuhan," Año
said, noting that it was an isolated case.

President Rodrigo Duterte gave a one-week ultimatum for the Department of Labor and Employment,
Overseas Workers Welfare Administration, and Department of Health to send the OFWs back to their
home provinces amid this quarantine.

Labor Secretary Silvestre Bello III said a total of 24,000 OFWs will be sent back to their homes in
three days.

All police commanders have been alerted by the Philippine National Police to assist the OFWs who

PACC to probe ‘overpriced’ PhilHeath Covid-19 test kits

THE Presidential Anti-Corruption Commission (PACC) will be investigating the alleged


overpriced coronavirus disease 2019 (Covid-19) test kits shouldered by the Philippine
Health Insurance Corp. (PhilHealth), its spokesman said on Tuesday.

In a statement, PACC Commissioner Greco Belgica said the investigation was in line with
President Rodrigo Duterte’s directive to investigate irregularities regarding the
government’s response to the Covid-19 pandemic.

“Sa lahat ng nangyayari sa ating bansa ngayon, makasarili at inutil ang tawag sa taong
makakaisip pang magnakaw sa ating mga kababayan. Pati ba naman testing package
dodoblehin mo pa ang presyo para lang kumita (With all that’s happening in our
country now, those who are thinking of pocketing the public money are selfish and
inutile. They’re even doubling the price of testing package just to earn money),” Belgica
said.

Belgica stressed that the huge price difference of the testing package between
Philhealth and the Philippine Red Cross was “very alarming.”

“Hindi ko maintindihan kung bakit ganoon kalaki ang discrepancy. Sa Philippine Red
Cross, P4,000 lang ang testing package pero sa Philhealth, P8,150 per testing package.
Bakit nagkaganon (I don’t understand why there’s a big discrepancy. In Philippine Red
Cross, the testing package is only P4,000 but in PhilHealth, it’s P8,150 per testing
package. Why is it like that)?” he said.
Belgica made the statement after Senate Minority Leader Franklin Drilon, in a hearing
last week, questioned PhilHealth’s P8,150 Covid-19 test package, saying it was a “little
overpriced.”

Drilon warned that the cost may lead to the “depletion” of PhilHealth’s resources and an
estimated P8.3 billion loss due to “overpayment.”

During the same Senate hearing, Health Secretary Francisco Duque 3rd explained that
the cost of PhilHealth’s Covid-19 tests, which range from P2,710 to P8,150, would
depend on how the accredited testing laboratories procured the testing kits.

If the testing was paid for by the health department and the test kit was donated, Duque
said the Covid-19 test would cost P2,710.

He also assured the public that the PhilHealth package would be immediately reviewed.

Meanwhile, Belgica urged the public to report all Covid-19 related corruption and
assured them that such would be acted upon accordingly.
