In March 2019, we participated at the IWA Show in Germany and I had ADVERTISING MANAGER

The Thai Smiles Welcome You Again!


The Kingdom of Thailand, formerly known as Siam, is
justifiably known as “The Land of Smiles”, because you
won’t find a happier, friendlier or more hospitable race of
people on Earth.

During September 2018, Thailand hosted the 42nd IPSC


General Assembly and the Far East Asia IPSC Handgun
Championship Level IV in Pattaya. This once again
proved the IPSC community that the “Thai Hospitality” and
the organization of the match were up to the usual high
standards. The organizing team was the same that will
organize the IPSC Handgun World Shoot 2020, leading
by the Match Director and Thailand Regional Director
Voravith Chavananand (Mao), Range Master Robby
Atmadja (IND), Deputy Range Master and NROI President
Jatuphol Prachayaporn (Lek) and Stats Director and Match
Secretary Jetsada Phae-Araya (Tony) as well as the great

From the moment you arrive at the massive and modern


Suvarnabhumi International Airport at Bangkok, you’ll
certainly notice a distinct sense of peace and tranquility,
and a willingness to ensure that visitors are treated like
distinguished guests. The pace of life in the country
is generally slow, yet somehow, it’s still spirited and
energetic.

However, despite the characteristic serenity and


tranquility, note that Thailand is the only nation in
Asia that was never colonized. Thais are a proud and
courageous people, and they desire peace, provided
you come in peace!

Thailand is a founding member of ASEAN, it boasts the


second largest economy in South East Asia, and it’s
considered to be a major regional power.

The country is constitutional monarchy, and it was ruled
for over 70 years by his Excellency King Bhumibol
Adulyadej, the ninth monarch (styled as Rama IX), who
was totally revered by his people. On his death in 2016,
he was succeeded by his son Vajiralongkorn.

For tourists, Thailand has so much to offer. Pristine


beaches and islands, ornate temples, magnificent
local and international cuisines, a pleasant climate, an
impressive array of flora and fauna, a vibrant night life,
and world renown foot massages!. Flea markets pepper
the streets, with a sea of smiling vendors eagerly hawking
an eclectic array of the latest fashion items, timepieces,
ornaments, electronics and other merchandise. It’s
impossible to resist taking home one or two mementos.

For sports shooting competitors, IPSC Thailand does


not disappoint. They are a powerhouse in Asia, and they
are extremely proud at having been formally recognised
and certified as a national sports agency by the Sports
Authority of Thailand. This is a major achievement.

IPSC Thailand’s first major Level IV continental match
was the inaugural IPSC Far East Asia Handgun
Championship held in 2007. However, that competition
was conducted at their former range.

A very busy, almost month-long range of activities


and events were successfully completed: a First Aid
Seminar, two MISSIA Seminars, the IROA Level II
Seminar, Pre-Match, IPSC General Assembly, Match
Registration, Opening Ceremony, Main-Match, and
Closing Ceremony.

The match was held at their massive new, world class,


36 bay shooting range at Pattaya, just a leisurely
30-minute drive from the major hotels at Pattaya Beach.

The General Assembly took place at the Horizon


Meeting Room at MYTT Beach Hotel, on September 16
starting from 9 a.m. and going all day until late night.

Regions in attendance and also many new Regions
such as Kuwait, South Korea, and Laos.

The Opening Ceremony was hosted by the Royal


Varuna Yatch Club (founded in 1957). It took place on
the beach front lawn where competitors paraded in and
lined up by Regions. Weather was very nice and the

Master International Shooting Safety Instructors Association
During the last day of the seminar, IPSC officials had a
meeting with the President of RFETO (NSSF), Spain’s
IPSC Regional Director Sir Miguel Frances Pumarada
and the President of the Catalana Federation Sir Joan
Rodriguez Milan and their professional team. The
result was a fantastic exchange of ideas and plans for
growing the sport in the region.

After the dust had settled, we welcomed 20 new


certified MISSIA Instructors in Spain, who are ready to
conduct high-level IPSC Introductory courses. Eduardo
de Cobos was officially confirmed by Regional Director
Sir Miguel Frances Pumarada as MISSIA Director for
Spain.

New ideas were discussed for the Region of Spain on


how to attract more officially registered IPSC shooters
to increase the amount of IPSC members worldwide.
We also strengthened the ties between NSSF and
IPSC, which are already very good in the Region. We
discovered the new IPSC Shooting complex in Costa
Brava which has a large indoor shooting range, 300m
open ranges and excellent facilities.

In addition, very important and productive meetings


were conducted with the Guardia Civil Head in Gerona.

Finally, all the participants that obtained the MISSIA


accreditation, will also get official recognition by
Gerona University, the Certificat of University and 3
ECTS European Education Credits.

In conclusion, the seminar helped IPSC cement


relationships and build new ones! It was a very prolific
and positive experience for everyone involved.

Thanks to all the participants for your efforts and


officials for the warm welcome to Spain, we will
definitely coming back!

IPSC PHILIPPINES
Deep IPSC Roots and History

The Philippines, an archipelagic country of 7000+ islands in


Southeast Asia, may be small compared to its’ neighboring
countries, but is a powerhouse when it comes to IPSC
Shooting. The Philippine Islands became a Spanish colony
during the 16th century; they were ceded to the US in
1898 following the Spanish-American War. In 1935 the
Philippines became a self-governing commonwealth. With
a population of more than 105 million, the country is by due
right a vibrant and thriving IPSC hotbed.

On any given weekend, an IPSC match is surely underway


somewhere in the country. Level III matches are held at least
once a month on average, with anywhere from 400-500
avid competitors joining. So popular is practical shooting
as a sport that even boxing legend Manny Pacquiao can be
found in the shooting range when he isn’t throwing punches.

Founded by a group of shooting enthusiasts led by Jack


Ponce-Enrile in the early 1980s, the Philippine Practical
Shooting Association was recognized as a member region
of IPSC in 1985. In it's long history, IPSC Philippines has
had it’s highs and lows but has always managed to keep
the sport strong and dynamic and the membership growing
and participating.

REGIONAL RAMBLINGS

In 1999, IPSC Philippines made history by successfully


hosting the IPSC World Shoot XII in Cebu, the first
World Championship to be held in the Australasia
zone. This established Philippines as an IPSC shooting
destination, and opened the door for other Australasia
regions to soon do the same…Bali, Indonesia in 2008
and Thailand in 2020.

Today, IPSC Philippines remains as one of the leading


regions in IPSC in terms of membership, sanctioned
matches and has the largest cadre of IROA certified
range officials in the world. It prides itself as being the
“Kuya” (big brother) in the Australasia region and is
always there to support the development of IPSC in the
Australasia zone.

In November 2019, IPSC Philippines will once again


be the host region of the IPSC Australasia Handgun
Championship. Challenging and technically demand-
ing courses of fire, a festive competition atmosphere
like no other, along with the trademark Filipino warmth
and hospitality are just some of the experiences that
await the IPSC shooter. Please visit us and find out

With over 1,500 exhibitors from all over the world, IWA
OutdoorClassic Show presents exhibitors and products
from hunting and shooting sports, as well as a wide range
of outdoor equipment and firearms for self-defence.
IPSC represented by its Executive Committee made an
appearance from 8 - 11 March 2019 in the exhibition
centre Nuremberg (Germany).

The IPSC delegation headed by the President Mr.


Vitaly Kryuchin presented practical shooting as sport,
successfully held a number of meetings with partners
and sponsors, met with athletes and officials from IPSC
Regions and attended a number of official events and
presentations of the new products for shooting sport.

As part of the IWA exhibition, the IPSC had its own booth
in Hall 3 of the MESSE expo centre, where participants
and visitors got detailed information about IPSC, the sport
of practical shooting as well as learned how to become
a member of a Region and received a memorable
souvenir with IPSC and MISSIA logos. The IPSC booth

at IWA Show was organized with the generous support


of the Bund Deutscher Sportschützen (BDS) and IPSC
General Secretary Mr. Friedrich Gepperth.

During the IWA show the official MISSIA logo was


presented for the first time. Visitors learned about
upcoming MISSIA seminars and got detailed information
about the goals and plans for the development of
the Master International Shooting Safety Instructors
Association from the IPSC President himself and
members of the IPSC delegation.

The MISSIA logo is an abbreviation of the association


name: M-Master I-International S-Shooting S-Safety
I-Instructors A-Association (MISSIA). The star inscribed
in the letter A is a symbol, which is inherited from the
partner organization - IPSC. The main colour in the
MISSIA logo is bright green, selected because it is
well visible at the shooting range and allows you to
immediately identify the instructor from the group of
participants.

During the official part of the exhibition, Mr. Kryuchin


attended the presentation of new products of the Czech
firearms manufacturer Česká Zbrojovka (CZ), which in
2019 plans to release about 50 new products for hunting,
sport and self-defense, and announced together with

multiple practical shooting world champion Eric Grauffel
the launch of the EG-CZ new shooting academy with
very ambitious goals.

Moreover, the IPSC delegation held productive meetings


with companies such as Beretta, 5.11, RUAG, KAHLES,
Umarex and many others to discuss current projects
aimed at developing the sport of practical shooting,
as well as examined a number of product innovations
that companies are preparing to release in the next few
years.

On March 9, the IPSC Regional Directors’ dinner was


held. During the meeting, Region representatives from
around the world exchanged their views on the current
IPSC development, discussed regional issues and
shared their views with IPSC President about upcoming
major matches and events. It was announced that a
new Region - IPSC Pakistan - successfully joined the
Confederation. Mr. Kryuchin personally thanked all the
representatives of the IPSC Regions for their daily work
aimed at the development of sport in the regions and
stressed that without their support the development of
IPSC and practical shooting is simply impossible.

This year IPSC established an exclusive pilot partner


program to attract global leaders to join IPSC in
its worldwide sport development. It is a brand new
opportunity for IPSC partners to support the sport and
to use it as a vector of their activity to the public. These
partners will assist IPSC in global development of youth
programs, as well as athletes and teams support future
projects. IPSC will keep sponsorship programs as usual
for Level 4 and 5 matches.

Mr. Kryuchin finally mentioned that IPSC is paying


extra attention to upcoming matches, and preparing its
participation in international sport events to strengthen
presence in the international sports arena. “We are
working on preparing for the SportAccord’s convention,
which will take place in Australia from 5 to 11 of May
2019. We are also preparing for European and World
Shoot this year; it was not easy to prepare the Rifle
World Shoot, but nevertheless everybody is working
very hard to get ready and to prepare for this Rifle World
Championship in Sweden”.

How did you first hear about IPSC?
I first heard about IPSC when I became a member of the
Philippine Practical Shooting Association.

For how long have you been shooting?


I’ve been shooting for 4 years. I started when I was eleven.
However, I started with IPSC airsoft practical shooting when
I was nine years old.

What division do you shoot and why?


I shoot in the Standard Division because I find it challenging.
The Standard Division has a good number of shooters and
my parents and I had to put all our efforts to climb up until I
got to the first page of the overall results. Also, most of the
best active veteran Philippine shooters were in the Standard
division like Jethro Dionisio, Edward Rivera and Joseph
Bernabe among others which helped me set my goals as a
competitive shooter.

What is the coolest about IPSC shooting?
You make friends, young and old, from all over the world
with whom you share the same interest. It is also cool
because of the adrenaline rush which comes from this
dynamic sport where in you have to balance accuracy,
power and speed and cool because you become a
responsible gun owner.

What inspired you to begin shooting?


My parents and I would join airsoft MilSim games on
weekends. I had my own rifle and pistol. I then came
to know about the sport of practical shooting when a
PPSA/IPSC sanctioned match was held in our area in
Subic Bay. I joined the airsoft practical shooting match
for the first time and enjoyed it. The range officers were
very accommodating. During the awards ceremony,
I wondered how it would be like to be on that stage
receiving an award like our top shooters. After two years,
my parents felt I was ready for the real gun so they bought
me my first gun in a gun show. There I saw some of our
top shooters and they were very encouraging. Just this
year, that dream came true as I went up that very same
stage, and won overall champion in standard division in
a level 3 match.

What do your friends and family think about you shooting IPSC?
My family is very happy that our efforts are fruitful. I
come from a simple family and I am very grateful that
my parents do everything to support me even though it
can get very expensive. Both my parents are hands-on.
My dad’s my personal coach and my mom does all the
computations. My younger twin brothers also shoot with
me in small matches.

What are the biggest challenges you have when shooting IPSC?
The biggest challenge when shooting IPSC would be
the financial aspect. I would like to practice and travel to
shoot as much as I could, but it can get very expensive
due to limited sponsorship opportunities especially on
ammo and travel expenses in our country. I hope there
would be more sponsorship opportunities in our country
and also academic scholarships so that more young
shooters will be encouraged to join our sport.

What other sports or activities do you enjoy besides IPSC shooting?


I enjoy traveling, meeting new people and great food.

How many years have you been shooting?


I have been an active IPSC shooter for 15 years.

What do you like best about IPSC shooting?


Every match and every practice session is different. It is a very
dynamic sport and you can’t always achieve maximum score, but it
is always possible to go faster and shoot better.

I also enjoy meeting new people with the same passion as mine
and acquring new friendships all around the world.

How often do you practice at the range?


I try to practice 5 to 10 times per week, depending on the season and

Who do you consider your inspiration or mentor?


In shotgun I have had the good fortune to meet two
very great shooters from whom I have learned a lot:
Raine Peltokoski and Petri Runtti.

What advice do you have for up and coming shooters?


You should first start practicing with good shooters.
When your skills have developed enough, you can
then use those skills and knowledge to design a
suitable practice routine for yourself or get a coach
who knows you.

Everyone is different and different people have


different styles: make sure you find something you
are comfortable with and learn from experienced
competitors, they are always willing and happy to
help you.

What is your match fiream and ammo?


I shoot Beretta 1301 comp and use different brands of
ammo, depending on availability.

Any special exercises?


Nothing special; I try to run a diverse and combined
workout. Different guns need different practice and
3gunners get an easy and versatile practice. Besides
going to the gym, I like cross-country skiing, cycling and
a wide variety of physical exercises.

How do you prepare mentally for a match?


First, I try to be sure that my skills and gears are in the best
possible conditions, then I can concentrate on making a
performance that matches my current skill. I do not really
think about the results, more on the experience and in
enjoying the shooting. For me, winning is not the most
important thing; I just want to give the best performance
in the competition.

When and where did you first discover IPSC shooting?
I discovered IPSC back in 1989 thanks to friends who
showed me videos of the top shooters of those years (Rob
Leatham, Brian Enos, Jerry Barnhart, among others).

Which divisions do you shoot, and why?


I currently shoot Classic Division but in the past I’ve
competed in all Divisions with excellent results including: 3
times European Championship Overall, 2 times European
Senior Champion (Classic) and 10 times Italian Champion
(3 Open; 3 Classic; 2 Production; 2 Modifield). I really
like to try all Divisions because it keeps me motivated,
challenges me to beat new opponents, use new firearms
and develop new strategies.

Which make and model firearm do you use?


I use an STI Range Master in cal. 9x21. I decided to
shoot in “Minor” because I think that 2 more rounds are
an advantage over who shoots in Major (8 rounds). This
doesn’t mean that you win the races by shooting in Minor,

I just say it’s an advantage in my opinion, especially in
certain types of matches.

What inspired you to begin shooting?


I’m a policeman so I began shooting at the police
academy. Later I started IPSC shooting because I
wanted to master shooting techniques in all possible
situations. After a short time, it became a real sport’s
passion. I remain convinced that Practical Shooting is
a very useful discipline for cops; for this reason I would
recommend to all my colleagues.

Do you have any tips for the Young Guns?


I would advise all young shooters to find a good instructor
who trains the techniques you are passionate about and
also can teach you a good balance between body and
mind. IPSC is not only a physical sport but also a test of
mental endurance and discipline.

Who and/or what inspired you to begin IPSC shooting?


Because of my work with JR Holsters Company, I
have always been talking with our customers about
target shooting... I then got curious about it and little
by little I got into the sport and now I challenge myself
to practice and compete as much as possible.

How long have you been shooting?


I started shooting pistols in 2009 and shotgun I
started back in September 2017.

Which division do you shoot, and why?


I have tried Production, Standard, Revolver and
Classic but I prefer Open Division because it is easy
for me and I enjoy it. For shotgun, I started Standard
Division but I changed to Modified in order to make
the Lady Modified Team, totally love it!

What do you like about the social aspects of IPSC shooting?
Competing definitely contributes to promote personal
well-being among people of all ages, backgrounds and
abilities. Shooting reduces social isolation and helps
to socialize on the range and the sport is about far
more than simply pulling a trigger because it involves
learning and developing skills and applying them.

What do your friends and family think about you shooting IPSC?
As I a kid, I did not have the chance to shoot nor even
thought I could shoot. Long time ago I started working

A busy year ahead for IROA
2019 will be another busy year starting with the World
Rifle Shoot in Sweden followed by the European
Handgun Championship in Serbia, the Latin American
Championship in Argentina and the Australasia
Championship in the Philippines. The always growing
match calendar and the more engagement we get from
Regions has become a challenging and exciting reality
that IROA is working very hard on fulfilling.

Call ups for these matches was posted by the middle


of February and as usual we got a fantastic response
from our fierce and always ready to go IROA Officials.

In addition, I believe it is very important to review the


new Rules which have taken effect as of January 1st,
2019. Since many Regions have started to use the
electronic scoring sheet, please make sure to get
yourself familiarized with this new system to ensure
your points are properly recorded.

How many years have you been officiating? huge pleasure.


I started 10 years ago when I first attended an NROI
seminar in 2009 and after working on many local
matches I decided to qualify and became an IROA in
2012.

What do you like best about officiating?


IPSC has given me many joys throughout the year and
I believe officiating gives me the chance to give back to
the sport. In addition, I get to travel and work matches
with colleagues I really love and respect.

What was your most memorable match? Why?


I had the opportunity to officiate on the 2013 European
Handgun Championship in Portugal; I was part of the
organization, stage design and building in addition to
working the match as deputy Range Master. A match
this big presented many challenges and this gave
tremendous knowledge and experience, as well as a

stapler, magnifying glass, hammer, squib load rod,
a multitool, measuring tape, adjustable wrench and
a folding saw.

What advice do you have for aspiring officials?


You must know the rules, be friendly and don´t forget,
always be smiling! Understand that competitors
attend matches to win but also one must never forget
that safety is the most important part of our sport and
we, as Range Officers, must always put safety first.

If you make a call that seems unfair to the competitor,


be respectful on explaining the decision and make
sure everything you do follows the rules.

Finally, you will always have your IROA brothers


and sisters who always will be there if you have any
questions or if you simply want to lear and share
experiences.
