PROSPECTUS
TWO YEAR LL.M. COURSE

(SEMESTER SYSTEM)

1- INTRODUCTION:

The ICSS College is a premier institution, which imparts Legal Education in the district of Bhadrak. The origin
of the college dates back to the year 2015. It is recognised by the Govt. of Odisha, affiliated to
F.M.University, Balasore & affiliated to Bar Council of India, New Delhi.

Mrs Gouri Bala Kar is the founder & Dr. Debendra Kumar Mishra is the Principal of the College.

The college is running at it’s own building at Gabasahi, Behind S.P. residence, Bhadrak just 1.5 K.M. from
Bhadrak New Bus stand & widely connected with Road & Rail services with major cities of the country.

The primary object of this Institution is not only to impart legal education but also create avenues for
spread of legal knowledge among citizens & also to create legal awareness among the weak and vulnerable
sections of the society. Teaching style of this Institution is not a business & each student is treated as
budding legal scientist. All efforts of this Institution is to make its students reach the height of professional
excellence. Now Students from various parts of country are coming for higher study.

2- OUR VISION:

The vision of the college is not only to produce students with legal draftsmanship & legal expertise
& fit for bench & bar but also to inculcate amongst them a sprit for helping those are in need of
justice. Some broad objectives of the college are
1. To inculcate amongst the students the cultural, ethical & legal values in order to promote
the rule of Law in society.
2. To educate the students with basic principals of Law with critical evaluation thereof.
3. To make the students aware with the new areas of Law by organising seminars, moot courts
& symposium.

3- ELIGIBILITY:
a) The candidates who have passed the examination of Bachelor of Law (both 3years & 5 years)
are eligible to apply for admission into the LL.M. Course. Total seats available in the 1st year
LL.M. Class is 32(Thirty Two). Candidate seeking admission into LL.M. course of the college
Ought to have secured second class in their respective qualifying examination. Selection of the
candidate for admission will be made purely on merit basis. Weightage is given to candidates
who have represented the State or University, or both in sports & games provided they
furnish the original certificates issued by the concerned authority to the effect.

4- APPLICATION FOR ADMISSION, RE-ADMISSION & COMMENCEMENT OF CLASSES:

Students seeking admission into the LL.M. Classes can obtain application form along with
prospectus can be obtained from the office of ICSS College on payment of Rs.450/- in person.
Application cum Prospectus may also be downloaded from the college website
(www.icssbhadrak.org). The duly filled in application form along with required documents is
required to be deposited at the college office in person or can be sent in the college address
(Principal, ICSS College, Behind S.P. residence, Gabasahi, Bhadrak - 756100, Odisha). However the
college shall not be held liable for any postal delay.

Application duly filled in & complete in all respects for admission should reach is within 15 days from the
date of Publication of LL.B. Examination of FAKIR MOHAN UNIVERSITY. The College will not accept any
responsibility for loss or delay in transit.

The Last date of re-admission into 2nd year LL.M. classes for the session is within six weeks from the
date of reopening of the college after the summer vacation, on payment of usual charges between 8.00
A.M. & 12.00 Noon. On every working day or as will be notified in college notice board, & next one week
with fine.

2nd year LL.M. class would commence after reopening of the college after summer vacation & the exact date
& time of the commence after the completion of admission is over.

5- SUPPLY OF ADMISSION FORM:

The following documents will be supplied on receipt of the requisite fees.


a) An application form for admission.
b) A copy of the prospectus
c) The money receipt

6-PROCEDURE FOR SUBMISSION OF APPLICATION FOR ADMISSION:


Application may be sent post or submitted at the college counter. Before submitting the
application form the candidate has to write, “submitted by me” on application form and on all the
Xerox enclosures & put his / her signature with date. All enclosures must be appended to the
application form No. enclosure will be entertained after the submission of the application form
(a) Application forms duly filled in & complete in every respect along with the declaration on
the body of the forms should be filled in & signed by the applicant. This is to be very strictly
followed.
(b) A set of attested copies of the following documents should be attached to the application
form .
1) Intimation letter of college signed by Principal.
2) Original College leaving & conduct certificate of the college last attended.
3) Original Certificate/Provisional certificate & mark sheet of the qualifying examination.
4) Original Matriculation /H.S.C. Pass certificate.
5) Migration certificate (For migrated students only)
6) Original F.M. University registration card (If registered already).
7) Four self attested passport size photograph.

8) In case of duplicate CLC an affidavit showing that the original CLC is not used in any other
educational institution.
9) Caste or Other Backward Class certificate (in case of SC/ST/OBC/SEBC candidates).
10) Person With Disability certificate (In case of handicapped students issued by CDMO).

CASTE CERTIFICATE FROM ANY OF THE FOLLOWING PERSONS:

Collector, Adl.District Magistrate, Sub-Collector, Gazetted Local Revenue officer not below the rank
of Deputy Collector, Tahasildar of the Area, M.P. / M.L.A.

FOR ORTHOPEDICALLY/ PHYSICALLY HANDICAPPED:

CERTIFICATE: Identity Card issued by the welfare Deptt. Of the State Govt.
Note: All the Orthopedically / Physically handicapped applicants are to be examined by the Central
Medical Board to be constituted by the F.M.University.
For Sports: Director Sports Authority, Odisha, or any authority of the other States.

ENTITLEMENT OF CANDIDATES: (SPORTS)

(a) Those who have represented the country.


(b) Those who have represented All India Teams.
(c) Those who have represented All India University Teams.
(d) Those who have represented the Odisha State Team in senior groups duly approved the
State Level Bodies & in any National Competition.

7-INCOMPLETE APPLICATION FORM:

An application incomplete in any respect or an application received after the prescribed date &
time will be summarily rejected.

8-SELECTION FOR ADMISSION AND PROCEDURE FOR ADMISSION:

a) In no circumstance admission can be claimed as a matter of right.


All admissions are provisional.
b) Merit & good conduct of the applicant are taken in to consideration for selection.

9- RESERVATION OF SEATS:

Seats are reserved for the Scheduled Caste/ Scheduled Tribe candidates Sports persons,
Orthopedically & Physically Handicapped students as specified by the Government Of Odisha.

Scheduled Caste/ Scheduled Tribe/ Orthopedically Handicapped /Women / Sports should mark
S.C. / S.T./O.H./W/Sports respectively at the top of the application form as the case may be.

If no candidate from the SC/ST or other categories available the reserve seats will be allotted to the
general categories candidates.

10- DESPATCH OF INDEX AND INTIMATION LETTERS:

a) The Index Letter shall be sent to the applicant by ordinary post. Necessary Postage stamps
must be affix by the applicant on the self address envelope.
b) Intimation Letter to the selected applications for admission will be sent in due course by
”Under Certificate Of Posting” & due notification to that effect will also be made on the
Notice Board of the College for the information of the candidates. Necessary Postage stamps be

affixed by the applicant on the Intimation Letter. The College authorities are not liable due to
postal delay if the Intimation Letter will not reach in time.

11- SELECTION OF CANDIDATES FOR ADMISSION:


a) Suppression of the facts or giving incorrect information by the applicant if detected shall
render the selection invalid. All selected candidates shall be provisionally admitted
subject to verification & cross checking of marks submitted by them by the college
authorities.
b) The decision of the Principal & co-ordinator regarding matters pertaining to admission
Shall be final & binding.
c) Candidate from other Universities shall have produce Migration Certificate in original along
with the fallowing fees for University registration at the time of admission.

d) No extension of time shall be allowed to a selected candidate on any ground.


e) Students continuing & prosecuting any other course shall not be permitted to take
admission. The studentship certificates shall not be considered for admission.

12- THE FOLLOWING DUES ARE PAYABLE AT THE TIME OF THE ADMISSION IN THE COLLEGE:

1st Year Course Fee - ₹ 32,500/- (Session 2020-21 at the time of Admission)
2nd Year Course Fee - ₹ 31,500/- (15TH July 2021 at the time of 2nd year re Admission)

OR
₹ 30,000/- (Session 2020-21 At the time of admission)
₹ 25,000/- ( After the two months of admission)

13-DRESS CODE:

For Boys:- White Shirt, Black trouser, Black Tie, Black Coat , Black shoes & socks.
For Girls :- White Kurta, Black Salwar, Black Duppatta, Black Coat , Black shoes & socks.

14- CAMPUS DISCIPLINE:

a) A student of this college must behave & conduct himself/herself in a disciplined manner both
inside & outside the college premises. He/She must abide all the rules & regulations prescribed
form time to time by the College Authorities & shall not conduct himself/herself in any manner
prejudicial to honour & dignity of the Institution.
b) The campus of the college is strictly a no smoking, any tobacco & non-alcoholic zone. Any
deviation from this will be seriously viewed which shall attract strong action from authorities.
Ragging &Sexual Harassment are also strictly prohibited. Strong disciplinary proceeding shall be

initiated against the student violating these, which may result in severe punishment including
suspension & expulsion from the Institution.

c) The decision of the principal with regard to the matter not covered in this prospectus or with
regard to any dispute arising out of interpretation of any clause/clauses of the prospectus shall be
final and binding. The Principal reserves the right to cancel the admission of any student and hand
over him/her to the Law & order authorities if need be so, in the event such becomes indiscipline
or indulges in unlawful activities in the college or commits student unrest in the college.

15- NO HOSTEL FACILITIES:


No Hostel facilities for both Boys & Girls. But suitable Private Mess & Lodge are available to
accommodate the students at a very economic rate.

16-CORRESPONDENCE REGARDING ADMISSION:

All correspondence connection with the admission to the college should be addressed to the
Principal by designation only.
17- APPLICATION WITHOUT MONEY RECEIPT SHALL NOT BE CONSIDERED: Canvassing in any
manner or any form will be treated as disqualification.

N.B.-Students admitted online are required to bring all the original certificates within 15 days from the date of

The Migration has to be submitted before 1st semester form fill up days.
