Training Program: Janitorial Training Program: Guidance for Cleaning and Disinfecting Metro
Rail Transit (MRT) During Covid-19 Pandemic

I. Assessing Training Needs


A. Organizational Analysis
The Department of Transportation (DOTr) gave notice to the Metro Rail
Transit Line and Light Rail Transit to execute the proper cleaning and disinfecting
on every MRT and LRT train before the commuters utilized it and proceed to
operations. This training program is intended for the janitors of the service
provider of MRT to absorb new guidelines on cleaning and disinfecting public
spaces during the Covid-19 Pandemic. Due to the increased number of Covid-19
infections, the janitorial training program is necessary to practice daily and safety
habits to reduce the risk of exposure to the virus. By conducting this training
program, the DOTr, and MRT and LRT Line focus on training each employee on
cleaning and disinfecting measures following the Department of Health (DOH)
and Inter-Agency Task Force (IATF) Covid-19 Plan Guidance for Janitorial and
Custodial Services. Conducting this training program will ensure that all
employees have been trained to utilize and have a piece of information and an
adequate supply of all-purpose cleaners and disinfectants, utilization of good
ventilation, and an appropriate cleaning routine. This training program's critical
points were to prevent a large number of infections, save money in terms of
janitors' infections and/or charges for careless disinfection and promote a positive
image in an effective health and safety program of MRT and LRT line.

C. Person Analysis
The Janitorial Program was intended for the existing employees of the
MRT's and LRT’s service provider. This janitorial training session is to foster
discussion in janitorial settings. The manager should encourage the employees
to speak up about their concerns to identify the potential problems effectively to
get them to participate in the said Training and to know the importance of health
and safety during the Covid-10 pandemic. Self-assessment will be conducted to
determine the possible janitors that will participate in the training program. The
assessment should estimate the janitors who have basic cleaning skills such as
buffing, chemical use, cleaning, safety, and sanitation, interpersonal skills,
teamwork, and service to participate in the training program. The training
program's benefits are to protect co-workers from the stress of filling in for people
who are off the job, save money in terms of time and cost for repair or
replacement of any damaged equipment, loss skills of valuable employees, and
to increased workers' compensation. Also, increased worker morale, helping the
company stand out as a caring employer, improving client and investor relations
by demonstrating an excellent safety record, and avoiding bad publicity from
incidents are other benefits of the training program. 

D. Demographic Analysis
The Janitorial Training program was intended and opened for men and
women employees belonging to the age group of 30 to 40 years old, which is the
group age that is not prone to the Covid- 19. The training program does not apply
to employees with certain underlying medical conditions, such as heart
conditions, pregnant women, overweight, smokers, and Type 2 diabetes, to
reduce the infection in the janitorial settings. 

II. Establishing Training Objectives


Taking into consideration the COVID-19 (coronavirus disease 2019) outbreak, the
Department of Transportation (DOT) has issued sanitation and hygiene advisories to basically
intensify the cleaning of public areas with high human traffic through implementing strong
disinfection. Every single outline has the need to follow strict health protocols in accordance to
the memorandum released by the Department of Health (DOH). This is in light of preventing
the dreadful virus to spread despite passengers are continuing their daily activities such as
commuting as their main source of transportation.

It is important to notate several objectives declaring how MRT and LRT stations must
better be kept cleaned by janitors in charge during this particular point in time. Janitorial
Training Program (Guidance for Cleaning and Disinfecting Light Rail Transit During Covid-19
Pandemic) is definitely a plan of action, hence contains a sole purpose to maintain a spotless
and mostly decontaminated surroundings inside the establishment following the foremost
intention of keeping every commuter safe as well as free from covid-19 virus.
At MRT and LRT stations, public surface areas will be cleaned with disinfectants. Train
interiors shall be polished and disinfected daily for areas such as the grab poles, overhead
handles, seats and windows. Restrooms must be placed with soaps and alcohol for customers
to use and should be sanitized every 15 minutes. These include the regular wearing of face
masks, face shields, gloves and coverall gowns by the janitors and personnel in maintaining an
authoritarian convention to further combat the growing population of covid-19.

III. Developing and Testing of Training Materials: Employee Training Methods


A. On-Site Methods
MRT and LRT are one of the main transportation of commuters here in
Metro Manila. So, we plan to pay more attention to the cleanliness of each
wagon and station for the beauty, safety and improvement of the stations.

That is why we are proposing job rotation in on-site method for Janitorial
Services. Employees may be divided into four groups. In order for the
organization of employees to be smooth, job rotation is needed to avoid whining
and job boredom. Everything must be scheduled in all areas or parts of the
LRT/MRT. Examples are stairway, walkway, comfort room and wagon. This can
only be done by managers or supervisors.

This table is an example of job rotation every week.

But to avoid chaos, good monitoring is needed. Supervisors are
responsible for any misunderstandings that occur. The purpose of this job
rotation is for an employee to also learn all parts of the Janitorial job. A worker
will not remain on the comfort room or staircase only for the entire term of
employment.

B. Off-Site Methods

1. Seminar
As part of the Janitorial Training Program, the employees must earned a
Cleaning & Infection Control in General Facilities certificate through the seminar.
As stated in the IATF Guidelines resolution no. 88, mass gatherings are still
prohibited and highly discouraged during Covid-19 pandemic. However, essential
work gatherings activities may continue and incompliance with the guidelines the
seminar is limited to 30% of employees only. Strict social distancing is
maintained during the entirely of the event, subject to the following; At least 2
meters distance between and among those attending, mandatory wearing of face
mask, face shield, and other protective equipment by attendees. To effectively
lessen the transmission of covid-19 and limit the exposure of employees, the
seminar is limit to 4hrs only that will be held on April 10 th, 2021.

2. Audiovisual Instruction
Taking into consideration about the IATF guidelines about mass gathering
only 30% of the employees are able to attend the seminar. While the other
employees that are not able to attend the 4hrs face to face seminar will be
provided by an audio-visual material. And to assured that the employees have
finished the said training materials, there will be an exam at the end of every
videos and presentations.

3. Behavior Modeling Training


As part of the training program, employees is exposed into role models
that is performing appropriate and inappropriate practices in Cleaning and
Disinfecting Light Rail Transit. To limit the exposure of the employees the
company use the tool videotape. Through these employees can replicate and
practice the positive work behaviors.

4. Simulation Techniques
As part of the Janitorial Training Program, employees must undergo the
mock training provided below before endorsing them to the actual job
environment:
 Applicants will be placed inside a room that resembles the insides of an
MRT cart.
 There will be available disinfectant and cleaning tools that the employees
can make use of.
 Employees will be given 30 minutes to clean the whole room.
 The evaluator shall observe the employees’ knowledge in using the
disinfectant tools provided.
 The evaluator should take note of the employees’ behavior during the
mock training; did he/she read the instruction before using the disinfectant
tools? Was he/she efficient while in training? Did he/she follow the new
guidelines on cleaning public spaces during COVID-19 pandemic?

5. Web-Based Training
The new guidelines given during COVID-19 are required to be followed by
every Filipinos, with this, we are going to conduct a Webinar available on a
platform that is most convenient to our employees, which are Facebook and
Zoom. The mentioned webinar will be on April 5 th, 2021 at 3 PM, the following are
the scheduled program:

6. Programmed Instruction
The company understand that some people will not be able to attend the
aforementioned webinar due to personal reasons, with this, we are going to
provide self-paced training modules that will be sent to the employees’ email
address provided on their CVs. The training materials should be taken 3 days
after the preceding release of the materials, included inside are the same
information that will be discussed during the webinar, however, to recognize that
the employees have finished and understand the said training materials, there
would be an exam at the end of every section of the module.

7. Computer-Assisted Instruction
To be able to further analyze the employees’ knowledge (those who
attended the webinar) about the training that he/she has gone through, there will
be a set of exam that will be sent on their respective email right after the
program. The link will be available for 24 hours and will be expire after the
mentioned timeframe. The exam is consisting of 50-items that has 2 parts, which
the half contains the new guidelines of the IATF while the latter will be about the
actual tasks that needed to be performed. Employees will be given a chance to
retake the exam once if the previous result did not meet the criteria.

IV. Implementation of the Training Program

cleaners of the company into six (6) teams to accommodate the passengers and
employee’s safety during the COVID 19 Pandemic to be able to ensure the protection
and to avoid the spread of the virus in the train.

V. Evaluation of the Training Program

Training Evaluation Approach: There are several approaches used to measure the
effectiveness of a training program. In the Janitorial Training Program focusing the
Guidance for Cleaning and Disinfecting Light Rail Transit During COVID-19 Pandemic,
Kirkpatrick's Four Levels of Evaluation approach will be applied (See Table below.) In
this model, each successive level was built on information provided by the earlier level.
The evaluation consisted the following four different questionnaires to measure learning
and general effectiveness of the training program.
