Introduction:

Through training an employee can come forward to perform more responsible task in the
future by developing his thinking, knowledge and techniques. Training is the process for
providing required skills to the employee for doing the job effectively, skillfully and
qualitatively. Training is required at every stage of work and for every person at work.
Generally training will be given by an expert or professional in related field or job. To keep
oneself updated with the fast changing technologies, concepts, values, and environment,
training plays a vital role. Training program are also necessary in any organization for
improving the quality of work of the employees at all levels. In Bangladesh, the policy of
training is so organized. Basically "Bangladesh Public Administration Training Centre
(BPATC)" is a responsible training institution. There are three most important course about
civil service, these are Foundation Training Course (FTC), Senior Staff Course (SSC) and
"Advanced Course on Administration and Development(ACAD). Training is a process of
learning a sequence of programmed behavior. It is the applicable of knowledge gives people
an awareness of rules procedures to guide their behavior. It helps in bringing about positive
change in the knowledge, skills, attitude of the employees.

Definition of training:
After recruiting and placing the employers in the right place, the next step is to train and
develop the human resources collected recently. There are different features of training.
Training may be defined as follows:

1. According to Jack Halloran : Training is the process of transmitting and receiving


information related to problem solving.

2. According to Gary desler : Training is the process of teaching new employees the basic
skills they need to perform their jobs.

3. According to Mathis and Jackshon : Training is a learning process whereby people learn
skills, concepts, attitudes and knowledge to aid in the achievement of goals.

4. According to Ricky w.griffin: Training usually refers to the teaching operational or


technical employees how to do the job for which they were hired.

Types of training:

There are a number of different types of training we can use to engage an employee. These
types are usually used in all steps in a training process. The training utilized depends on the
depend on the amount of resources available for training, the type of company, and the
priority the company places on training. Most HR managers use a variety of these types of
training to develop a holistic employee:
Technical and technology training

Technical training is a type of training meant to teach the new employee the technological
aspects of the job. In a consulting business, technical training might be used so the
consultants know how to use the system to input the number of hours that should be charged
to a client.

Quality training: Quality training refers to familiarizing employees with the means of
preventing, detecting, and eliminating nonquality items, usually in an organization that
produces a product.

Skills training: Skill training, the third type of training, includes proficiencies needed to
actually perform the job. Most of the time, skills training is given in house and can include
the use of a mentor.

Soft skill training: Softy skills refer to person ality traits, social graces, communication, and
personal habits that are used to characterize relationships with other people. Soft skill might
include how to answer the phone or how to be friendly and welcoming to customers.

Professional training and legal training: Professional training is a type of training required
to be up to date in one's own professional field.

Team training: The goal of team training is to develop cohesiveness among them to get to
know each other and facilitate relationship building. We can define team training as a process
that empowers teams to achieve business results.

Objective of training:

Objective of training in the public organization of Bangladesh is discussed below:

 Induction of new employees: Training gives induction of new employees about mant
aspects of their jobs.
 Knowledge about new method: If new method of work is introduced in the
organization, the employees are given proper knowledge on know method through
training and development.
 Knowledge on company policy: The new entrants are not supposed to have sufficient
knowledge on company policy. Through training and development some knowledge can
be furnished.
 Knowledge on company customer relations: Every company must maintain good
customer relations. But the new employees may not be well concealed about the relations.
 Attitude changing: In some cases, change of attitude is very important for successful
formulations and implementation of company plans and decisions.
 Career planning and development: For personal growth and career development
employee needs career planning. Training and development program is one of the most
effective counseling methods.
 Loyalty: Usually employees want to be loyal to the management .But some of them do
not know the actual way of loyalty. Training can help them in this regard. Training can
help them in this regard.
 Productivity: Another objective of training is to increase productivity through the use of
skill, efficiency and more commitment of employees. Increased productivity encourages
management to undertake more Training and Development program.

Bangladesh Public Administration Training Centre (BPATC)

Bangladesh Public Administration Training Centre (BPATC) is a training institute for the


public sector. It was founded in 1984, and is situated in Savar, Dhaka District. It has teaching
facilities, quarters for the officers, a big mosque and a lake. It is adjacent to the Savar urban
area and not very far from the Savar market.

A centre committed to excellence and a premier regional hub dedicated to provide effective,
inclusive and self-mandated and bespoke training for civil servants, the Bangladesh Public
Administration Training Centre (BPATC), is the apex public sector training institute in
Bangladesh-meeting the challenges of the 21st century. The centre offers innovative training
courses across subjects, from public administration and governance to leadership, Sustainable
Development Goals (SDGs), office management, gender and development, financial
management, project management, conflict management and negotiation, e-government
management, Total Quality Management (TQM), training of trainers (TOT) and personal
development. It also arranges seminars and workshops on various issues of national and
global concerns. The Centre also arrange international conference and seminar on public
administration and related issues. All courses can be customized to fit specific training needs.

A leader in the field of administration and development is not always an inborn talent but that
can be taught, cultivated and practiced. The aim of the centre is to equip future leaders and
policy makers with the background necessary for a broad understanding of varied social,
economic, political, environmental, scientific and organizational aspects involved in the
planning of national policies and strategies. In addition to focusing 3Es-efficiency, economy
and effectiveness, the centre concentrates on embracing equity, responsiveness,
inclusiveness, accountability, innovation and collaboration.

With the dire necessity of fulfilling the demand for ready human resources of a newly born
independent country and achieving the dream of the father of Nation Bangabandhu Sheikh
Mujibur Rahman’s Sonar Bangla, creating a core of efficient, dynamic, competent, citizen-
focused, proactive and patriotic public servants for rapid and sustained development, BPATC
emerged in 1984 as an autonomous organization amalgamating four institutions:
1. Bangladesh Administrative Staff College (BASC)
2. National Institute of Public Administration (NIPA)
3. Civil Officer’s Training Academy (COTA)
4. Staff Training Institute (STI)

Bangladesh Public Administration Training Centre was established on 1984.[1] The


Government of Bangladesh has been showing keen interest in the development of potential of
the officials at all levels. Government's concern for more intensified and integrated training
for the public servants is reflected in the setting up of the Bangladesh Public Administration
Training Centre (BPATC), Savar, Dhaka by merging former Bangladesh Administrative Staff
College (BASC), National Institute of Public Administration (NIPA), Civil Officers' Training
Academy (COTA) and the Staff Training Institute (STI). Foundation stone of the Centre was
laid in December 1981 and the Centre began functioning from April 28, 1984 as an
autonomous body with a Rector as its Head who is a senior Secretary to the Government. The
Centre consists of 6 divisions viz. (i) Programs and Studies, (ii) Management and Public
Administration, (iii) Development and Economics, (iv) Research and Consultancy, (v)
Development Projects and vi) Management & Development. Each division is headed by a
Member, Directing Staff, who is an officer with the status of a Joint Secretary and Additional
Secretary to the Government. Each division consists of a number of departments, which are
headed by Directors holding the rank of Deputy Secretary to the Government. Under them
there are deputy directors, Senior Research Officers, Research Officers, Assistant Directors
and Evaluation Officers.
The rector (normally the rank of a Senior Secretary) is the head of the training institution,
assisted by the MDS (rank of Senior Joint Secretary/Additional Secretary).The rector also
chairs the governing body of the BPATC School and College, a secondary school located
within the precincts of BPATC.The apex management of BPATC is under the direction of a
high powered governing body headed by a Cabinet Minister. ( www.bpatc.org.bd)

Vission and Mission of BPATC

Vission:

BPATC becomes a Centre of Excellence for developing patriotic competent and professional
civil servants dedicated to public interest.

Mission:

BPATC is committed to achieve the shared vision through-developing competent and


professional human resources by imparting quality training and development
programs;conducting research, publishing books and Journals and extending consultancy
services for continuous improvement of public service delivery system; establishing effective
partnership with reputed institutions of home and abroad for developing  organizational
capacity; andPromoting a culture of continuous learning to foster a knowledge-based civil
service.
 Since inception the centre has turned into a trusted home of training for the officials of
government, autonomous and non-government organizations. Among the courses conducted
by the centre, the Foundation Training Course (FTC) is for the new entrants to the
Bangladesh Civil Service (BCS) while Advance Course on Administrative and Development
(ACAD) is for mid-career Deputy Secretaries and their equivalent, Senior Staff Course (SSC)
is for the Joint Secretaries and equivalent officials from Defence Services and Police, while
Policy Planning and Management Course (PPMC) is for the Additional Secretaries.The
centre also conducts a plethora of short courses to make officers aware of the policies of the
government, to familiarize them with the Rules, Regulation etc. and to appraise them of the
relevant reforms and changes. The centre on occasions caters bespoke training e.g. Special
Foundation Training Course (SFTC) to entertain demands of the valued clients. Indeed, the
centre has four arms as Regional Public Administration Training Centre (RPATC), planned
to be extended up to all eight Divisions of the country soon, mandated to discharge
specialized training courses for support staff and officials at regional level. Understanding
rural people and dynamics of field administration through field visit and attachments, is a
mandatory part of the training of BPATC. In BPATC, the medium of instruction in class
room session is preferably English. The centre encourages participants to develop their oral
English skills and as such, they are expected to speak English with colleagues and faculty
members during staying at BPATC. The participants have to mandatorily abide by the norms,
code-of conducts, dress code, table manners and standards set by the centre.

Role of BPATC
'Administration for Service of People' was the slogan of the last Reform Commission in
Bangladesh. But the present administration is attributed, in many occasions, to tortuous
procedures, dinosaurus size, narrow outlook, inefficiency, red-tapism and many other
negative connotations. A Development oriented administration may help us uplift from this
dismal situation. The entire process of development administration necessitates acquisition of
a set of new skills and internalization of a cluster of new values in tune with the needs of
democratic administration, market economy and globalization. The training institutions may
act as catalysts to the acquisition and internalization. BPATC, as an apex training institution
in Bangladesh, can play an important role in this regard. This study is an effort to assess the
institutional capacity of BPATC to impact training.

Multitudinous  activities  and  continuing changing  orders  have  threatened  the modern 
state  with  the  danger  of dysfunction.  The  reacting  impulse  is rethinking the working
procedure of the government  leviathan  and  the adjustment  of  the  government  with  the
regularly  changing  order.  To  tune  the administrative  apparatus  in  the  light  of these
changing gazes, training is perhaps the  most  useful device  because it  helps to  enhance  the 
knowledge,  skills  and capabilities  of  the  administrators  to accomplish  their  tasks 
efficiently.  It  is an  important  instrument  which helps  to inculcate  right  values  and 
attitudes among  civil  servants  and  keep  them abreast  with  changes  taking  place  in
various  spheres.  As  Robbins  states, ‘‘competent  employees  don’t  remain competent
forever. Skills deteriorate and can  become  obsolete.  That’s  why organizations  spend 
billions  of  dollars each  year  on  formal  training.’’ (Robbins,  2001  p480).  BPATC  is  an
apex  training  institution  in  Bangladesh to impart training to the civil servants. It has a  role 
in developing the  capacity  of public  servants  of  Bangladesh  for  their current  tasks,  for 
undertaking  higher responsibilities  in  future  and for  facing the  new  challenges  of  the

Training Program Of BPATC

Training programmes are broadly classified into two categories: (i) core courses and (ii) short
specialised courses. Core courses usually range from 10 to 26 weeks and are linked to career
development while short specialised courses usually range from 1 to 4 weeks. Focus of the
core courses is development of the conceptual and technical base while short specialised
courses focus on the development of skills of specific clientele groups. Following are the
major courses organized by the Centre.
The Center prepares a comprehensive annual plan for organizing training courses, workshops
and seminars which is revised on a year to year basis to include new courses, seminars and
workshops on the basis of the needs of the clientele and of the rapidly changing environment.

Foundation Training Course (FTC)


FTC is the basic training course on public service management and development. As per
Bangladesh Civil Service Recruitment Rules 1981, Foundation Training Course is
compulsory for all new entrants to the Bangladesh Civil Service. The contents and methods
of this course are designed in such a manner so that the participants can enhance the basic
knowledge of various theories, concepts and issues on administration and development in
general and of rules, regulations, process, procedures in public service delivery in particular.
The duration of this course is 180 days (six months). About 320 (three hundred and twenty)
participants can attend at each course. The course is fully residential.

Senior Staff Course (SSC)

Senior Staff Course (SSC) has been designed forth Joint Secretaries and the equivalent
officers of Defense Services. The main purpose of the course is to develop analytical
capability of the senior officers. In this regard the course curriculum has been designed
for 55days. Within this course there is a 10 days long foreign study tour. About 25-30
participants can attend at each course. The Course is fully residential.

Advanced Course on Administration and Development (ACAD)

Advanced Course on Administration and Development (ACAD) is designed for the Deputy
Secretaries to the government and equivalent officers from Defense Services and Public
Sector Departments to enhance their leadership skills and knowledge to discharge their duties
more effectively. In this regard the course curriculum has been designed for 70 days. Within
this course there is a 10 days long foreign study tour. About 25-30 participants can attend at
each course. The Course is also fully residential.

Policy, Planning and Management Course (PPMC:

Policy, Planning and Management Course (PPMC) is designed for the Additional Secretaries
to the government with the objectives of impart intellectual inputs to widen the vision of the
participants, enable them to contribute more to pro-people policy formulation and
implementation. The aim of the course is also two improve the efficiency level of the
participants to critically look into sectoral policies and other important aspects on pro-poor
development issues through leadership role. The course curriculum has been designed in
coordination with the objective of the course. The duration of this course is 12 days. About
15-20 participants can attend at each course. The Course is fully residential.

Training policy in Bangladesh Civil Service (BCS)

“Trained manpower is essential for any organization-public or private. This is because the
successful management of function in any organization depends on quality and skill
personnel who run it. Training is seen as an important tool to improve quality and skill of the
personnel who run it”

According to A.M.M. Shawkat Ali- Training is a process of teaching and learning a body of
knowledge other related methods of work.

Advanced course on Administration and Development (ACAD)

It is known as a higher course in administration and development. The mid level civil servant
(Deputy Secretaries and their equivalents) takes part in these courses. Advanced course
imposes the method, technique and problem of public administration for the socio-economic
development.

Objectives:

 Explore the role of mid level managers in changing national and global environment
 Formulate customer focused, gender balanced and environment- friendly development
policies, program and strategies
 Understand the size constitutional provisions relating to governance and
administration and financial procedures
 Use information communication technology
 Understand and implement poverty alleviation program
 Training Methodology: Lecture, Practical Exercise, Role play, Panel discussion,
Seminar and workshop

Senior Staff Course (SSC):

The senior staff course is designed and organized for the top level policy makers to the rank
of joint secretary to the government and their equivalent officers from public enterprises.

Duration: Two to half months.

Total trainers: 25-30

Objectives:

 Acquaint the participants with the current concept and issues of national development
in order to develop their ability to sharpen problem solving and decision making skill.

 Orient the participants with the complex issues of national development.

 Provide them opportunity for deeper appreciation of the complex and dynamic socio-
culture and politico-economic environment, self analysis and self appreciation in
which they work.

 Training Methodology: Lectures and discussion, Syndicate/ workshop, Brain


storming, seminar paper presentation, computer application and practice.

Conclusion:

Training is one of the significant instruments. Training policy of BPATC are very important
in Bangladesh Civil Service. The Bangladesh Public Administration Training Centre
(BPATC), is the apex public sector training institute in Bangladesh. BPATC works in open
study in public sector. .This study aims to identify the training modules/curriculum impact
on training effectiveness and its correlation. For this study training modules have been used
as predictors, step wise regressing extracted only four that have positive and significant
impact on training effectiveness, where Bangladesh Studies itself explained 73% of variance.
Descriptive statistics results revealed that all the training models have significant impact on
training effectiveness. Respondents were more concerned to know more about their country,
to understand leadership style and its quality, analytical tools for report writing and critical
reviewing, and to know about financial rules and its application as well as drawing and
disbursement officials.
