**Philippines Rationalized na ang planning system natin, which means limited to two mandated

plans nalang ang required of the LGU, that is CDP and CLUP.

**There are five steps involved in the formulation of CDP+ which are the following:
1. Organizing and mobilizing the planning team
2. Revisit existing plans and review of vision
3. Prepare ecological profile and structured list of PPAs
4. Prepare LDIP
5. Prepare Implementation Instruments

For the first step, (Form 1A) this is the EO, please check if it has conformed with the members
required. May Planning Team, may Support Group, and may Technical Working Group for each
development Sectors. Ideally, dapat kinonvene natin lahat ng members ng development sectors
and drafted the Ecological Profile based on the data gathered however ang nagging reference
nalang natin dito is the old CDP. Important lang during the assessment maestablish natin na we
went through the correct process. Important Yan.

Also under the same step, (Form 1B) Harmonized Workplan, we have to use the prescribed
template. May ginawa na tayong action plan but lets utilize the sample template para wala ng
question.

Next, make an inventory of the LGU Existing Plans. Please check if you have the 22 mandated
and 11 sectoral/thematic plans. If outdated, just update. If wala, prepare kayo. Refer to 01-4
CDP Step 2 PPT Slide no. 3.

Para di mawala, always refer dun sa Table of Contents ng CDP.

Now, the next step is the drafting of the Ecological Profile. May Table of Contents din ang EP.
Use the sample we gave you. Fill out nalng ang gaps. Ang EP ay ang current reality ng LGU nyo.
Kunwari ito na ung data pinrovide sa inyo ng diff. development sectors. Sa EP nyo imainstream
ang CDRA. Gamiting nyo ang CDRA from your CLUP. Pwede nyo iinsert si CDRA kahit saang
development sector, its your call.

Actually hindi ko alam bat ngmamadali matapos ang CDP samantala ang Maguindanao nga
inabot sila ng isang taon para lng macomplete ang EP nila but anyways.

Next is the VRG or Vision Reality Gap. Check your vision first, make sure may inward and
outward looking and very important may RISK LENS ibig sabihin may nakalagay na resilent or
adaptive or safe or its equivalent, ok na. Itong VRG nagawa na natin to during the rollout but it
was limited kasi for workshop only so dapat covered lahat ng development sectors.
Comprehensive sya in each element which means makacomeup kayo ng success indicators di lng
sa 5 development sectors but its subsectors. Pwede rin iflash nyo nalng ung 5 development
sectors and subsectors sa screen para maguide lng ang team.
Dyan sa VRG, may table dyan na Element Descriptor at Success Indicator, sa EP nyo kukunin ang
Current Reality nyo.

Ex. Social Sector – No. of household with access to potable water


Success Indicator – 100% of Household with access to potable water….(Quantified value/
superlative degree).

** Now, if pwede gamitin ang Current Reality Rating Scale which is 0-10 but if you are going to
use this consensus dapat.

0 : D pa nasimulan
1- 4 : Below 50%
5 : 50 %
6-9: Above 50%
10: Fully accomplished

After makuha ang gap, proceed to Problem Solving Finding Matrix. This tool has three columns,
OBSERVED CONDITION, EXPLANATION, IMPACT, AND POLICY OPTION.

Observed Condition – What do the figures mean? Ano ang ibig sabihin ng GAP?
Explanation – Bakit Mayron parin Gap?
Impact – What will happen if di naresolve?
Policy Option – What Intervention is needed to resolve the gap?

From the Intervention/Policy Option, magformulate na kayo ng GOALS, and STRATEGIES to


achieve the goals. Utilize the GOAL, STRATEGIES AND ACTION template.

STRATEGIES are series of actions that the LGU will do to achieve the goal.
Sa ACTION Column nyo ilalagay ang mga PPAs corresponding duon sa series of action ninyo.

And then don’t forget to make use of the Shortlist and Longlist.

Tapos sa PPAs, included na duon CAPDEV, legislative requirements and the like.

Then Segregate na ang Action into Project, Non-Project and Legislation.

Example:
Non-Project – Seminars, meetings, IEC, CAPDEV
Project – Infra, CAPDEV
Legislation – Ordinance, Reso

From here, makacomeup na kayo ng structured list of PPAs

Then Next step, ung project lang gagamitin natin. Ito na ang formulation ng LDIP.
Next is iprioritize na natin and irarank ang PPAs using GAM. Ang pagkaalala ko sa GAM ang
mgrarank nun is si societal sector but then again okay lng kung ang team basta during defense si
societal sector.

After ranking, alam na na tin kung ano ang top1, top2 project and so on and so forth, lagyan na
natin ng budget, timeframe at icocross match natin sya until the last project.

BTW, may stream 1, stream 2, and Stream 3 pala. Sa Stream 1, irarank yung project. Stream 2,
Ate gem usually LFC ang may alam nito. Sir MPDC pakita mo nalng template kay Maam Gem or
kay Accountant usually alam na nila pano iexplain ksi technical masyado. Then sa Stream 3
kung naidentify na ilan ang kailangang budget for 3 years, imamatch natin sa cross estimate ng
project. Dito sa Stream 3 natin ititrim down ung project in case mg excess sya sa budget.
Pwedeng mangutang si LGU, gawa ng reso and endorsement si Mayor. Basta ang LDIP to be
approved by the LDC to be adopted by the Sanggunian.

And then also another step is the CAPDEV. Gamiting lng natin ang template. CAP DEV which
means capacity development of an organization based on the five capacity pillars. Gamitin din
natin ang template na pinrovide sa atin during the rollout.

Then lastly, Monitoring and Evaluation. Anoa no mga strategies na kailangan niyong iimplement
to monitor the project. Example, conduct of onsite visit.
