1.0 PURPOSE:
The purpose of this instruction is to establish requirements and responsibilities of Saudi Aramco organizations for:
controlling travel to and from remote locations; specifying proper equipment for remote area travel and operations; and
defining responsibilities for implementing search and rescue operations for missing personnel or medical evacuations of
injured/ill persons from remote areas.
2.2 Every Saudi Aramco organization with remote area operations, including those organizations listed in Paragraph
7.0, is responsible for developing a formal Remote Area Travel Program to control travel and provide for the safety
of their employees, contractors, and other persons who may be passengers or visitors, in such remote areas.
2.3 Each such Remote Area Travel Program shall include a detailed response plan which is to be initiated when an
employee or contractor is overdue (by a pre-determined time period). This plan must identify persons responsible
for coordinating ‘Primary’ search and rescue procedures. The response plan shall include internal department
search procedures, notification requirements within the missing person's proponent department, and guidance for
determining when a ‘Secondary’ response is needed.
2.4 Every Saudi Aramco organization with a Remote Area Travel Program is required to submit a copy to the Fire
Protection Department for reference in the DCC if a ‘Secondary’ response is activated.
4.0 DEFINITIONS:
4.1 Remote Area - those areas of operation which by distance or topography are isolated from any existing facility
capable of providing a timely response to an emergency situation, such as:
4.1.1 Seldom used tracks or dirt roads, such as pipeline corridors, skid roads to drilling rig locations, or tracks to
exploration camps.
4.1.2 Air travel over land far from inhabited areas, developed roads or landing strips, or over open water.
4.1.4 Off-road travel, even if it is near to paved roads, towns, or industrial facilities.
4.2 Search and Rescue Response Commander (SRRC) - the Executive Director of Industrial Services Organization,
or his assigned alternate. The SRRC will assume control of all search and rescue activities on the activation of
‘Secondary’ response procedures.
4.3 Search and Rescue Response Vice Commander (SRRVC) - the Vice President of Saudi Aramco Medical
Services Organization (SAMSO), or his designee. In any absence of the Search and Rescue Response Commander,
the Vice President of SAMSO or his assigned alternate shall assume the responsibilities of the SRRC.
4.4 Dhahran Disaster Control Center (DCC) - the location from which the SRRC and designated personnel will
coordinate a ‘Secondary’ response. The DCC is located on the second floor of the Dhahran Fire Station No. 1,
Bldg. 318.
4.5 ‘Primary’ Response - search and rescue actions initiated by the individual (proponent) department when notified
of stranded or missing personnel and/or medical emergencies in remote areas. Initial coordination with Emergency
Medical Services for medical evacuations is included in ‘Primary’ response.
4.6 ‘Secondary’ Response - a coordinated corporate level response to any emergency situation which involves search,
rescue and/or medical evacuation operations in remote areas which exceed the available resources of ‘Primary’
response organizations.

The logging system is used for identifying when vehicles, vessels, or aircraft are overdue and the
information recorded may assist search and rescue operations.
5.1.2 Adequate initial and refresher training for those undertaking remote area travel must be given to personnel
as referenced in Section 13. Participation in this training shall be recorded in the individual’s personnel
file and, at minimum, cover the following:
Additionally, off-road driving training shall be given to personnel driving vehicles off paved highways or
roads (also refer to GI 6.030, “Traffic and Vehicle Safety”). ‘Basic Survival’ training shall be provided
for remote area drivers with the completion of this training recorded in the individual's personnel file.
5.1.3 For vehicular land-based travel, a listing of the appropriate emergency procedures, supplies and equipment
should be carried for the journey. This should include the following:
5.1.4 For air or sea travel, the aircraft or vessel shall comply with the applicable international and local
regulations for procedures, supplies and equipment necessary for remote area travel.
5.1.5 Proponent organizations with remote area travel should take every effort to provide all equipment and
supplies as necessary and/or as required for survival and emergency situations which may be encountered.
This effort should include frequent periodic inspections of the vehicles, aircraft, or vessels to ensure
compliance and mechanical soundness.
6.1.1 The proponent division head, or his designee, shall advise the proponent department manager that
‘Primary’ response procedures have been initiated.
6.1.2 If required, the proponent manager, or his designee, shall request a search aircraft or marine vessel, The
proponent manager, or his designee, shall advise the SRRC that ‘Primary’ response procedures have been
initiated, and of any related actions already taken/ requested.
6.1.3 The proponent manager, or his designee, shall continually update the SRRC on the situation until either
the ‘Primary’ response procedures have been successful, or the proponent manager, or his designee,
determines that additional resources are required and a ‘Secondary’ response is requested.
6.2 ‘PRIMARY’ RESPONSE - MEDICAL EVACUATION: When the proponent division head, or his designee, ,
has been notified that an individual in a remote area is injured, or seriously ill, and may require aircraft medical
evacuation (MEDEVAC), he will immediately activate the departmental medical evacuation procedures and
contact Dhahran Emergency Medical Services (EMS) in accordance with GI 1321.015 “Request For Air Medical
Evacuation”.
6.2.1 The proponent division head, or his designee, shall advise the proponent department manager that
‘Primary’ response procedures for MEDEVAC have been initiated.
6.2.2 Based on information provided by persons at the scene, EMS will evaluate the medical condition of the
injured or ill person and determine whether or not medical evacuation is required. EMS will be solely
responsible for coordinating with Aviation and others to make the appropriate ‘Primary’ MEDEVAC
response.
6.2.3 EMS shall advise the SRRC if the ‘Primary’ MEDEVAC response efforts are not adequate, and request a
‘Secondary’ response.
7.1 When the SRRC is advised that ‘Primary’ search and rescue or MEDEVAC efforts are insufficient to address the
situation, and a ‘Secondary’ response is requested, he shall contact the Dhahran Security Control Center instructing
it to activate the DCC and notify the designated Fire Protection Department personnel to report to the DCC and
make it fully functional.
The SRRC shall also instruct the Security Control Center to notify all or some (as the situation requires) of the
following organizations, through their 24-hour dispatcher or emergency numbers, that a ‘Secondary’ Response has
been initiated and request the designated search and rescue representatives, or the assigned first substitutes, , to
proceed to the DCC:
7.1.1 Saudi Aramco Medical Services Organization (SAMSO) - The SAMSO Vice President, or his designee
- - usually the Chief of Dhahran Emergency Medical Services (EMS), or his assigned alternate, will
coordinate all emergency medical resources or care issues conducted in conjunction with any search and
rescue or MEDEVAC operations.
7.1.2 Saudi Aramco Affairs - coordinates ‘Secondary’ response activities with the appropriate Government
agencies, and/or other external organizations, in coordination with the SRRC, and will maintain an up-to-
date list of contact names and phone numbers that can be called for immediate assistance.
7.1.3 Industrial Security Department - when requested by the SRRC, provides the required notifications to
Fire Protection Department staff to activate the DCC for a ‘Secondary’ response, assists in contacting any
necessary support organizations or individuals, and provides other resources as needed. Industrial
Security, in coordination with the proponent department, shall assist in search and rescue operations
utilizing available vehicles and/or offshore vessels.
7.1.4 Aviation Department - makes appropriate aircraft and personnel available, coordinates airborne search
and/or rescue activities, and provides the most current available schedules and locations for Seismic,
Drilling, and Surveying Services field personnel, as routinely furnished by these departments. Aviation
also coordinates with outside aviation resources in the event assistance is required, as determined by the
SRRC, and in coordination with Saudi Aramco Affairs.
7.1.5 Marine Department - makes appropriate vessels and personnel available, and coordinates sea search
and/or rescue activities.
7.1.6 Transportation Department - provides and coordinates ground support vehicles and personnel as
necessary.
7.1.7 Roads & Heavy Equipment Department - provides and coordinates heavy equipment support and
personnel as necessary.
7.1.8 Computer and Communications Services - coordinates communications planning and assistance as
required for search and/or rescue operations.
7.1.9 Exploration Operations Department - provides the SRRC and Aviation with up-to-date maps of the
search and/or rescue area(s) and provides information on seismic team locations and how they may be
contacted to provide support for the mission, if needed.
7.1.10 Project Support & Controls Department (Surveying Services) - provides the SRRC and Aviation with
information on field survey crew locations and how they may be contacted to provide support for the
mission, if needed.
7.1.11 Drilling & Workover Services Operations - provides the SRRC and Aviation with information on the
locations of various remote area drilling and support crews and how they may be contacted to provide
support for the mission, if needed.
7.1.12 Fire Protection Department (FPD) - maintains the DCC and its communications equipment, along with
the maps and other resources related to the search and rescue mission as furnished by the appropriate
departments. FPD is responsible for providing access to the DCC at all times, publishing and maintaining
an updated DCC Operations and Maintenance Procedure, and ensuring that on-call staff are available for
technical support in the operation of the DCC equipment during any response situation.
7.1.13 Proponent Department - provides a representative, if required, to supply details or other pertinent
information known to the department concerning the missing, stranded or injured/ill person(s).
7.2 If the ‘Secondary’ response situation has changed or been reevaluated and declared a ‘Disaster’, Dhahran Security
Control Center shall follow and comply with the disaster contingency plan in accordance with GI 70.500.
8.0 RESPONSIBILITIES:
8.1 Proponent Organization – The proponent organization is responsible for providing its personnel with Remote
Area Operations and Primary Response Procedure, along with all the equipment necessary for remote area travel,
position determination, communications, and survival. The manager of each proponent organization operating in a
‘remote area’ will ensure that the necessary personnel and equipment are available to conduct ‘Primary’ search
and/or rescue operations. Each such organization shall develop specific departmental plans for emergency
response, notification, control and training, which address search and rescue procedures for all remote area
operations, as required in Section 6.0.
8.1.1 Medical Emergencies – If the proponent manager, or his designee, determines that the emergency is a
medical nature, he will contact Dhahran Emergency Medical Services (EMS) directly. EMS will
determine the appropriate course of action to be taken, and will be responsible for contacting the SRRC
should this be necessary.
8.1.2 Search and Rescue – The proponent manager will advise the SRRC any time his department’s ‘Primary’
search and rescue procedures have been initiated, and provide him with pertinent information. If the
proponent’s search and rescue mission is successful, the manager will immediately notify the SRRC
accordingly. If the search and rescue mission is not successful within a reasonable time frame, the
proponent manager, or his designee, will contact the SRRC, advise him that the mission is beyond the
capability of the proponent’s resources, and request a ‘Secondary’ response.
8.2 Organizations involved in ‘Primary’ or ‘Secondary’ response – shall have adequate, detailed, up-to-date search
and rescue response procedures in place and ensure that the Call Out List is updated with the most current
information.
8.2.1 Saudi Aramco Medical Services Organization – will supply the available personnel, equipment and/or
advice to provide emergency medical treatment in designated Saudi Aramco operating sites. Emergency
Medical Services (EMS) will be solely responsible for emergency medical advice and coordinating with
Aviation/Transportation for medical evacuation when required. However, if the required resources cannot
be made available on a timely basis, EMS will request a ‘Secondary’ response from the SRRC.
8.2.2 Search and Rescue Response Commander (SRRC) - When a ‘Secondary’ response is requested, the
SRRC will determine what further steps are needed to resolve the emergency, including activation of the

DCC and notification of personnel in support departments. In the absence of the SRRC, the Search and
Rescue Response Vice Commander (SRRVC) will assume the responsibilities of the SRRC.
8.2.3 Aviation Department - will make available the required aircraft and personnel to conduct or support
search and rescue operations within the scope of their operational capacity. In addition, Aviation will
provide the SRRC with the most current available schedules and locations for Seismic, Drilling, and
Surveying Services field personnel, which are to be routinely maintained and updated and furnished to
Aviation by the appropriate departments. Aviation will also supply aircraft and personnel for MEDEVAC
operations as directed by Emergency Medical Services.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the
Aviation Manager, or his designated representative, will alert his key personnel to the situation, determine
and mobilize the assets required to support the mission, and proceed either to the DCC or as directed by
the SRRC.
8.2.4 Marine Department - will make available the required marine vessels and personnel to conduct or
support search and rescue operations for all remote domestic marine Saudi Aramco offshore operating
areas.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the
Marine Manager, or his designated representative, will alert his key personnel to the situation, determine
and mobilize the assets required to support the mission, and proceed either to the DCC or as directed by
the SRRC.
8.2.5 Transportation Department - will ensure that vehicles suitable for remote area/deep desert travel, and
suitably equipped for emergency response, are available to support search and rescue and/or MEDEVAC
operations. Measures will be taken to ensure that responding personnel are proficient in remote
area/desert driving techniques, radio operation, and ‘GPS’ usage.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the
Transportation Manager, or his designated representative, will alert his key personnel to the situation,
determine and mobilize the assets required to support the mission, and proceed either to the DCC or as
directed by the SRRC.
8.2.6 Roads & Heavy Equipment Department - will ensure that heavy equipment suitably equipped for
emergency response, is available to support search and rescue and/or MEDEVAC operations. Measures
will be taken to ensure that responding personnel are proficient in radio operation and ‘GPS’ usage.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the Roads
& Heavy Equipment Manager, or his designated representative, will alert his key personnel to the
situation, determine and mobilize the assets required to support the mission, and proceed either to the
DCC or as directed by the SRRC.
8.2.7 Computer and Communications Services - will provide the necessary communications equipment,
support and coordination to establish effective emergency communication throughout the Kingdom of
Saudi Arabia, and to ensure operational reliability of DCC communications equipment during any
response situation, as requested by the SRRC.
8.2.8 Exploration Operations Department - will provide two sets of large scale (1:250,000) maps of Saudi
Arabia, suitably indexed, showing details of topographical features, for permanent storage at the DCC and
at Aviation. In addition, the Exploration Operations Department will provide a topographical map of
Saudi Arabia, of suitable scale, for mounting on a wall in the DCC. This map should show, at minimum:
international airports, paved and unpaved airstrips, towns, highways and roads.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the
Department Manager, or his designated representative will attend the DCC and bring up-to-date maps of
the search/rescue area(s) that show sufficient detail for the SRRC to properly conduct the search/rescue
mission.
In addition to similar information that is furnished on a weekly basis to Aviation, the Exploration
Operations representative should also bring to the DCC an updated status on the location of remote area
seismic crews and survey teams that are deployed and how they may be contacted, to possibly provide
support for the mission, if necessary.
8.2.9 Project Support & Controls Department (Surveying Services) - will routinely provide Aviation with
updated details of the locations of remote area survey teams that are deployed and how they may be
contacted to provide additional support for the mission, if necessary. Surveying Services will also bring
this updated information to the DCC, if/when so requested by the SRRC.
8.2.10 Drilling & Workover Services Operations - will provide the SRRC and Aviation with information on
the locations of various remote area drilling and support crews and how they may be contacted to provide
support for the mission, if needed.
In the event that a ‘Secondary’ response is activated, and when requested to do so by the SRRC, the
Department Manager, or his designated representative will attend the DCC and will provide an updated
status on the location and status of remote area field crews that are deployed and how they may be
contacted, to possibly provide support for the mission, if necessary.
8.2.11 Saudi Aramco Affairs - will coordinate and maintain mutual assistance agreements with the appropriate
Government and other external agencies to provide search and rescue response for remote area operations
not readily accessible with available Saudi Aramco resources. In search and rescue situations, Saudi
Aramco Affairs will notify Civil Defense and concerned Government agencies within one hour of the
SRRC's request, and will then assist the SRRC in coordinating response activities with the appropriate
Government agencies, or other external organizations.
8.2.12 Fire Protection Department (FPD) - is responsible for maintaining the DCC and its communications
equipment. FPD is responsible for activating its internal operating procedures to provide access and
manning for the DCC at all times during a search and rescue response situation. In addition, FPD will
maintain, in a filing cabinet in the DCC, the indexed maps of Saudi Arabia provided by the Exploration
Operations Department (see Section 8.9) and copies of all appropriate emergency and Search and Rescue
Procedures and/or G.I.'s.
8.2.13 Industrial Security Department - The Dhahran Security Control Center, as instructed by the SRRC, will
notify FPD to activate the DCC for a ‘Secondary’ response, contact the requested support organizations,
and notify the Dhahran Area Industrial Security Operations Manager and the affected Industrial Security
Manager. The Dhahran Security Control Center will coordinate with the affected area Industrial Security
Center. Security shall also provide any required resources and assistance requested by the SRRC.
9.2 Proponent departments shall ensure that contractor Remote Area Travel Programs comply with this instruction and
all other applicable, including contractor provision of designated medical facilities and medical transportation for
their personnel, as required by contract.
9.3 Search and/or rescue operations for personnel not employed or sponsored by Saudi Aramco must be authorized by
the General Manager of Government Affairs, or by one of the Saudi Aramco Affairs Managers in the respective
areas.
10.2 All incident reporting, investigation and documentation shall comply with the applicable requirements of General
Instruction 6.001, ‘Notification Requirements for Incidents (Including Fires)’ and General Instruction 6.003,
‘Guide for Committees Investigating Major Incidents and Engineering Review of Other Incidents’.
11.2 “Primary” search and rescue drills shall be scheduled and conducted twice annually, in addition to scheduled
“Secondary” drills, by every Saudi Aramco organization with a Remote Area Travel Program to ensure existing
procedures and resources are sufficient to meet the intent of this instruction.
12.2 The Call-Out Contact List shall be distributed by the Industrial Services Organization on a monthly basis
