Testing and Commissioning Procedures Date: 29 April 2021

1.0 Purpose
The purpose of this recommended practice is to describe the commissioning process that will
ensure Fire Protection and Life Safety Systems perform in conformity with the design intent.

2.0 Scope
This recommended practice provides recommended procedures, methods, and
documentation for commissioning of active Fire Protection and Life Safety Systems and their
interconnections with other building systems.

3.0 Acronyms & Definitions

4.0 Validity

5.0 Responsibilities

The purpose for the initial and re-acceptance inspections, testing and commissioning
is to ensure compliance with approved design documents and to ensure installation in
accordance to this procedure, NFPA and HCIS standard.

5.1.1 All newly installed Fire protection Systems and upgraded Fire protection
Systems shall be inspected functionally tested and shall undergo
commissioning prior to the acceptance and re-acceptance.

5.1.2 Business Unit, Area Owner, Operation and Maintenance representatives, Fire
Department, Loss Prevention Section together with the Technical Services
Department and Project Implementation Department with their HCIS
approved Fire Consultant shall be notified to witness the testing and
commissioning of the newly installed and upgraded Fire Alarm and Detection
System.

5.1.3 A separate approved, certified and experienced testing and commissioning


team, which is not part of the installation team of the HCIS approved Fire
Contractor shall lead the Testing and Commissioning.

5.1.4 Operation and Maintenance, which is the facility owner, Project


Implementation Department together with the HCIS, approved consultant
and Loss Prevention Section-ISD shall attend and witness the testing and
commissioning.

6.0 Acceptance Test Requirements and Commissioning Procedure


6.1 Water Storage Tanks for Fire Protection Systems
The purpose for the initial and re-acceptance inspections, testing and commissioning is to
ensure compliance with approved design documents and to ensure installation in
accordance to this procedure, NFPA and HCIS standard.

6.1.1 Visual Inspection


Prior to placing the tank in service, a representative of the tank contractor and a
representative of the MARAFIQ shall conduct a joint inspection of the completed equipment.
Initial Acceptance and Reacceptance Inspection – at the request of the concerned
departments through the concurrence of MARAFIQ ISD, with a representative of the tank
contractor. shall be inspected as per the following inspection Table (6.1.1):

(1) Fiberglass-Reinforced Plastic Tanks — Hydrostatic Test Procedures.


1. After the excavation hole is backfilled to the bottom of the influent and effluent piping, influent
and effluent piping shall be sealed off with watertight caps or plugs.
2. The tank shall be filled with water up to 3 in. (76 mm) into the access openings.
3. The water shall be allowed to stand in the tank for a minimum of 2 hours.
4. The tank shall be examined for leakage or drop in water elevation.
5. If the water level drops, plugs or caps sealing off piping shall be checked to see that they are
tight.
6. If tightening is required, more water shall be added to fill air voids back to the standard testing
level.
7. The tank shall show no visible signs of leakage, and the water level shall stabilize within a 2-hour
test period.

(2). Water Tank Automatic Fill Valve Test Procedures.


1. Locate a drain connection for the tank, and check the area surrounding the discharge point to
ensure that there are no obvious conditions that would prevent water from being discharged safely
or cause direct damage in the immediate vicinity. Where the discharge of water is to an
area subject to potential freezing conditions, the facility representative should be advised of the
potential for icing conditions.
2. Initiate drainage of water from the tank, and monitor the automatic fill valve for actuation.
3. Shut down the drainage of the tank.
4. Close the control valve to the automatic fill line.
5. Continue drainage of the tank allowing a sufficient quantity of water to drain to provide for a
measurable refill time for calculation of a refill rate. Depending on the size of the tank, a drop of 1
ft (0.3 m) to 5 ft (1.5 m) should be sufficient. Measure and record the drop in water level from the
normal operating level.
6. Open the control valve to the automatic fill line.
7. Upon establishment of a full flow rate from the automatic fill valve, record a start time and
establish a water level in the tank. Continue to monitor the refill process by recording the elapsed
time to reach a specific increase in water level. Depending on the size of the tank, a rise of 1 ft (0.3
m) to 5 ft (1.5 m) should be sufficient.
8. Allow the automatic fill valve operation to return the tank to the normal operating level.
