COURSE TITLE: PUBLIC PROCUREMENT; INTEGRITY, E-GOVERNMENT AND


INTERNATIONAL DIMENSIONS
1. TARGET GROUP:
Procurement Managers/Officers, Finance Managers/Officers, Human Resource
Managers/Officers and members of Internal Procurement Committees.

2. COURSE OBJECTIVE:
The main objective of the course is to equip participants with knowledge and skills
on public procurement with focus on contemporary issues of integrity, e-
government and international dimensions.
The e-government procurement explores the concept, objectives, supporting
policies and procedures of e-procurement within the broader e-government context.
The concept of e-government analyses various options in the e-procurement based
on the experience of several countries depending on the different scope and level
of complexity of e-government systems.
Procurement integrity concept covers institutional legal and procedural issues
inherited in procurement of goods and services by public entities and discusses
reform programs to improve transparency, efficiency and accountability.

3. COURSE CONTENT:
(a) Procurement of goods and services by public entities
Public procurement of goods and services in line with Public Procurement Act
 Quotations and tendering process
 Role of Internal Procurement Committee
 Procurement of goods and services
 The role of Office of Public Procurement and Disposal of Assets (PPDA)

(b) International dimensions


 International procurement
 Procurement planning
 Selection of consultants
 International competitive bidding

(c) E-government procurement


 E-government procurement- strategy and planning
 Legal and institutional frameworks
 Specific procurement methods and procedures adopted to the use of e-
procurement system
 Prons and cons of e-procurement
 Technical aspects of e-procurement

(d) Integrity
 Reform programs to improve transparency, integrity and efficiency
 National procurement laws and institutions

Course fees: K250,000 per participant, non-residential (covering tuition fee, lunch
and refreshments).
Participants looking for accommodation at MIM campus need to make
bookings and reasonable rates will be paid.

Dates: 17th – 21st December, 2018

Duration: One week
