1 Introduction:

Further to the failure of the previous method statement, a demonstration test had
been performed in common agreement with HOO site team resulting to the below
described method statement.

2 Scope

This method statement consists of cold cutting, handling & transportation to the
storage area of the upper four shells scraps of the tank # 7.

5 Introduction

- Tank Diameter: 79.248 metres


- Tank Height: 17.085 metres
- Capacity: 500 000 US Bbl
- Construction Type: Welded Steel sections with Single deck Floating
Roof.

The tank #7 is being located in HOO storage tank farm in Ras Lanuf. It was
constructed in 1968 in line with API 650 Ed 3. It was extensively damaged during
the fire incident in 2008. Since that date the area below the floating roof remains
full of water/sludge/solids.

6 Area classification

As per the drawing Ref.: 14011E01_TF and the hazards classification


Layout, the working area is considered as un-classified area, but the bottom
part of the floating roof area is classified as Zone 1 (European System).

The CENELEC/IEC system, which is normally applied in Harouge Oil


Operation (General engineering specification GES L.31: area classification),
in Europe and many other parts of the world covers only hazards generated
by gases, vapours and mists. The CENELEC/IEC system of area classification
subdivides the hazardous areas into three zones. The zones are defined by
the IEC standard IEC 79-10 as follows:

- Zone 0: In which an explosive is continuously present or present for


long periods.
- Zone 1: In which an explosive gas-air mixture is likely to occur in
normal operation.
- Zone 2: In which an explosive gas-air mixture is not likely to occur,
and if it occurs it will only exist for a short period.

Note: Any area not covered by the above definitions is an un-classified area
(sometimes referred to as a non-hazardous or safe area).

7 Demolition overview

Based on BS 6178, the safest and faster method of demolition which could
minimize the need for work at heights is using hydraulic demolition
machine. The selected machine “scissor excavator” Ref.: 330D UHD with its
appropriate shear jaws “VTZ40” is limited to 25mm as maximum plate
thickness cutting capacity with 21m as maximum boom height.
The first demolition stage will be limited to the (4) upper shell courses. The
progressive demolition activities will be from top down.
-Thickness of 7th Shell course plates: 9.52mm
-Thickness of 6th shell course plates: 9.52
-Thickness of 5th shell course plates: 15
-Thickness of 4th shell course plates: 21

8 Work preparation

- The excavator hydraulic shear machine shall be mechanically inspected at


daily basis.
- All accessories, openings, valves, mixers are protected with steel structure
shields from any small scrap pieces or unplanned falls resulting from the
cutting operations.
- TANK 7# Area shall be limited using temporary fencing. Existing roads
crossing Tank 7# area shall be closed, from both sides, using temporary
barriers with traffic signs.
- During cutting works, only excavator operator and safety supervisor are
allowed to get in the tank 7# area equipped with portable gas detectors and
hand radios. Safety supervisor should be in a safe place located at 25m
minimum far from the excavator
- All risk and hazardous conditions and situations are to be detailed and
mitigated in the risk assessment (see Annex 1)

9 Cold cutting sequences of the (4) upper shell

courses

The progressive demolition activities of the (4) upper shell courses will be
from top down using the demolition machine.

9.1. Step “1”:

The hydraulic demolition machine shall be positioned in front of the cutting


line at a 6m far from the tank shells. Wind girder shall be cut in advanced
stage at a width distance of almost 2m. Same operation will be followed for
the handrail part.

Going back on top and start cutting top down for almost 1m vertically from
each side.

9.2. Step “2”:

In the same manner of cutting: 1m right and 1m left then the scissor bent
the piece of the steel to the outside of the tank until finishing with all the
four upper shell courses in vertical.

The operator shall keep as much as possible a straight vertical cutting line
till reaching the circumferential welding line down side the course No.4.

9.3. Step “3”:

Bending down of the vertical cut part by pulling it outside using excavator
till laying it on the ground.

During this operation, the hydraulic demolition machine operator will only
guide the cut piece of the steel and divert it to the suitable and final landing
position keeping a safe distance from all openings, valves, mixers, etc.

9.4. Step “4”:

Once the cut piece of steel landed and stable on the ground and still
attached to the tank from the top at the course No. 4 bottom level, the
operator will proceed to cut horizontally piece by piece from each side (bite)
until the final cut which will be hold with the scissor by twisting it and move
it with the flexibility of the 360° shear jaws which will be controlling its
laying down totally and smoothly on the ground.

9.5. Step “5”:

Now, the whole piece is laying on the ground away from the tank shells, the
operator will proceed with the demolition machine shear jaws to cut it in
transportable pieces.

Note: the above five (5) steps will be repeated with the same sequences for the
whole operations of cutting the four shells.

11 Transportation:

- For better housekeeping and to leave free working space for the
excavator manoeuvring, the lifting and transportation team and
equipments will be mobilized to remove all the existing scrap on the
ground around the tank. This is will be done when needed and after
being sure that the excavator is away in a safe area from the lifting
operation area, engine switch it off and excavator’s operator away
from the working area.
- The lifting and transportation team will be limited to the following:
o Site manager,
o Safety supervisor,
o Banksman (foreman),
o Crane operator,
o Forklift operator,
o Truck trailer driver,
o Three labours
- Before the lifting operations, the site manager (SM) and the
banksman will make sure that all lifting equipments and machinery
are inspected and in good working conditions.
The safety supervisor has to verify all the certificates, PTW and the
risk assessment related to the operation.

- A toolbox meeting should be held prior the commencement of the job
describing all the hazards and risks that can be met during the job.

- During the lifting and transportation operation, a good communication


means should be maintained either by hand signals or radio
communication between all the team.
- The use of the adequate lifting gears such as clips, slings, chains,
shackles, tag line, etc will be maintained during all the operation.
- Alternation in using the forklift or the crane, one in a time, will be
managed and controlled as needed by the site manager.
- The banksman (foreman) will be working once at a time with the
crane or the forklift.
- When loading the truck trailer, the site manager will make sure that
no exceed load or exceed in width dimensions be loaded to the truck.
- When transporting the plates to the storage area, the banksman/site
manager will make sure that the loaded plates are secured with belts
on the trailer.
- The safety supervisor should check the route from the tank #7 area to
the storage area and make sure that it’s free of any obstacles and
that the truck driver knows and familiar with trajectory.
- When offloading the trailer, all the above precautions and
measurements will take place.
