LESSON 1: ICT AS PLATFORM FOR CHANGE

Overview

During the late ages spreading news was too slow, people need to buy newspaper or
watched televisions just to be updated with the current happenings. Communication with
our relatives around the world were limited due to our distance with them, we need to write
letters and wait for almost a month just for them to receive it and another month for us to
receive their response. But thanks to the technology development all of these problems
were solved. We can use media to spread news in just a blink of an eye, we became updated!
We can help others by sharing our knowledge through social media; we can talk to our
relatives around the world without waiting for months. But we should always remember to
use all the social media platforms properly avoid abusing it.

Objectives

At the end of this lesson, you are expected to:

1. Analyze how target or intended users and audiences are expected to respond to the
proposed ICT project for social change on the basis of content, value, and user experience.
2. Integrate rich multimedia content in design and development to best enhance the user
experience and deliver content of an ICT Project for Social Change.
3. Develop a working prototype of an ICT Project for Social Change.
4. Independently discuss how ICT tools and platforms have changed the way people
communicate, and how social changes has been brought about by the use of ICTs.
5. Distinguish social power of social media from digital citizenship and Filipino people.
6. Share the essence of valuing online platforms, online safety including, ethics and
etiquette.

Information and Communication Technology (ICT) - refers to all communication


technologies, including the internet, wireless networks, cell phones, computers, software,
middleware, video-conferencing, social networking, and other media applications and
services.

Advocacy- is a process of supporting and enabling people to express their views and
concerns.

Social Media - online platforms used to spread news or for communication.


Platform - is any hardware or software used to host an application or service.

Social Reform - refers to any attempt that seeks to correct any injustices in a society

Change.org - a petition website operated by for-profit Change.org, PBC, a Delaware


General Corporation Law organized benefit corporation and certified B corporation which
has over 400 million users and hosts sponsored campaigns for organizations.

Discussion
1. ICT as Medium for Advocacy and Developmental Communication
Throughout recent history, the Philippines have been one of a few nations that
demonstrate unity for a call to action or social change. These campaigns for social change
would have not been successful if it were not for ICT.

ICT acts as a tool, medium and force for advocacy and developmental
communication.
What is Advocacy?
The act or process of supporting a cause or proposal
This is the process of supporting and enabling people to: express their views and
concerns, access information and services, depend and promote their rights and
responsibilities.

Advocacy in democracy is about getting what you want out of the government.

What is Developmental Communication?


an approach to communication which provides communities with information they
can use in bettering their lives.

Change.org
is a petition website operated by for-profit Change.org
Is dubbed as the “World’s platform for change” where anyone from
Online community can create a petition and ask others to sign it.
It gives access to more people by allowing the online community to
affix their digital signatures on a petition
Its mission is to help people from around the world to create the change they want to
see.
Sample petitions raised were: Economical problems, Criminal Injustice, Abuse of human
rights, lack of education, environmental concerns and world hunger.

ICT – a medium for ADVOCACY

EDSA Dos and the use of text messaging to mobilize people .


Million people march against pork barrel via Facebook.

Disaster relief operations and mobilization via internet and text brigades.

2. The Social Power of Social Media

Social media are computer-mediated technologies that allow the creating and sharing of
information, ideas, career interests and other forms of expression via virtual communities
and networks. The variety of stand-alone and built-in social media services currently
available introduces the challenges of defining. With the millions of apps, websites and other
platforms for people to communicate through media that are all over the Internet these
days, this is truly the age of social media.
THE THREE FACES OF SOCIAL MEDIA

1. The Good – used for communication where distance no longer matter.


2. The Bad – allowed people to hide behind screens and avatars and it has
taken over our lives rather than us being in control.
3. The Ugly – it has become a common cause to broken relationships, self-
centeredness and egocentricity. It is also for frauds and child abuse.

Global Digital Divide


Describes the unequal distribution of information and communication
technology across nations, commonly described as the “Gap between
information haves and have not”

Role of ICT in the Recent History

EDSA (PEOPLE POWER REVOLUTION) - The people power revolution lasted


from 1083 to 1986. During a radio broadcast of Radio Veritas, Cardinal Sin encouraged the
Filipinos to help end the regime of then President Ferdinand Marcos. A major protest took
place along the EDSA from February 22 to 25, 1986 involving two million Filipinos from
different sectors. These included civilians, political parties, the military and religious groups.

EDSA DOS - This is also known as the 2001 EDSA Revolution, happened during
January 17 to 21, 2001. It was fueled after 11 prosecutors of the President Joseph Estrada
walked out of the impeachment trial. As a result, the crowd in EDSA grew over the course of
a few days through text brigades.

Million People March - This is a series pf protest that mainly took place in Luneta
Park from august 22 to 26, 2013. There were also several demonstrations that happened
around key cities in the Philippines and some location overseas. The organizers and
promoters of the Million People March used Facebook and Change.org as their, mediums.

Yolanda People Finder - Recent storms in Philippines history gave birth to the
People finder database powered by Google. During typhoon Yolanda, the people finder was
a vital tool for people across the globe to track the situation of their relatives. This proved to
be successful and is now adapted by more organizations to help people track relatives during
calamities.

Direction: Select one current issue that is happening in the Philippines. Using an
Oslo paper create a Poster about how you can help promote your advocacy
regarding that issue and what is the role of ICT in solving that issue.
