Academic and professional writing have quite different aims. Academic writing is meant to exhibit
your study and understanding in a specific area or topic of interest, whereas professional writing is
frequently used to persuade or persuade others, which is one of the most crucial distinctions.
Exercise 1

(A) Identify the features of the article critique by highlighting the sentence/s and writing the
feature on the side.The first one is done for you.

The article, “Administrators and Accountability: The Plurality of Value Systems in the Public Domain”, by
UdoPesch seeks to address how accountability ad value systems interact in the decisions made by public
administrators. The research problem being addressed is whether public administrators are free from
accountability for their decisions and what are the different influences that can affect their decisions.

SUMMARY

It is clear from the abstract of the article that his is no simple issue. In fact, the article is fairly confusing
for the first couple of paragraphs. The author starts by saying that explicit ethics codes of reference
systems make it easier to hold individuals accountable for their actions. However a conflict emerges
when an individual’s moral values are different from such accountability policies. What can make
accountability more complicated are the motivations of the administrator and also the individual’s inability
to perceive future consequences of their decisions.

Another influence, outside of individual morals and ethical guidelines, is the existence of
social context. These different domains generally “lay down their own standards of good and bad
behavior” (p. 336). This social surrounding can help an individual determine a good decision from
a bad one, but at the same time complicates the idea of accountability. The organization that a
public administrator is a part of may also complicate accountability and may provide another outlet
for blame if the public sees a decision as immoral. The author also acknowledges the tendency to
blame the highest level of a hierarchy or elected official for questionable decision making on a
lower level. Udo Pesch sees this as “undesirable” and writes that by carrying out the policies the
public administrator is at least somewhat responsible. To support this claim, the author uses the
example of viewing the public administrator as a citizen, and as such they have “an active role in
safeguarding [community] values and interests” (p. 339).

To such a complicated issue the author sums the research up well by saying that there are
times when a public administrator has to violate their own moral codes because there are no
universal moral rules that “allow a civil servant to live up to integrity standards.” (p. 341) a public
administrator can hide behind laws and organizational procedures, but ultimately this is no reason
to disregard accountability and there are ways that these individuals can act morally. Pesch
writes, “It would be more sensible to design accountability arrangements that acknowledge that
civil servants are actively responsible for their actions, and that try to provide them the opportunity
to consciously address the potential difference between authorized rules and communal principles
and values” (p. 341) And, while this is excellently laid out as a theory, the author ultimately admits
that there is no single best design for an accountability agreement on a tangible level.

This is good concept for how the problem of multiple value systems and accountability
should be handled. However, there doesn’t appear to be any concrete guidelines for carrying this
out. In other words this sounds great on paper, but it doesn’t translate as easily to everyday life.
There isn’t research in the traditional sense for this article but the author does include many
examples of work written by those who have written on this subject in the past. Pesch cites people
like Locke, Montesquieu, and Machiavelli. These are good, well-known examples and authors and
I think it adds a great deal of credibility to the piece as a whole.

Overall this article is not very straightforward in the beginning and it’s not until the second page
that you realize where the article is headed. In order to have more people be engaged and read the
whole article, it needs a new, more concise introduction. Once the reader gets to the really good
examples that are relevant to the everyday life of a public administrator, a good portion of the article has
already passed. Overall, it is a good, well-written article with an important message for public
administrators and organizations. The piece, when taken as a whole, is relevant and very convincing in
theory but starts slow and never lays out a concrete way of approaching this complex problem.

2. The author organized the essay in a logical manner, stating what he wished to emphasize in his work.
3. I can say that the paper is written in a nice way to put the author view of ideas and evidences he gave.
4. It is given based on how useful the evidence is and whether the explanations are adequate for the
issue.
5. It made use of references, substitutions, ellipsis, conjunctions, and lexical cohesiveness to help
readers comprehend the topic.
6. It is well-organized, and it identifies what the original author requires in order to write a better book.

I. INTRODUCTION

The pandemic called the Covid-19 is a pandemic that mainly affects the worldbecause of how

easy it is to spread this pandemic. The pandemic has started in Wuhan, China, and has been

migrating to other countries at an alarming rate. Although the pandemic is fatal, it rarely happens.

According to the World Health Organization (2021), 82% of infected patients will have moderate

symptoms, 15% will have severe symptoms, and only 3% will have vital symptoms.

The virus is more likely to make people sick, particularly those who are older, have weaker

immune systems, or have pre-existing medical conditions like diabetes or heart disease. COVID-

19 has had an immediate impact on our daily lives, industries, and global trade and movement.

Early detection of the virus is critical to controlling the virus's spread because it spreads very

quickly from person to person. As a result, most countries have slowed down their product

manufacturing (Vaishya, 2020). The pandemic has affected the educational sector in many ways.

On March8, 2020, declaring the country under a state of a public health emergency. This

declaration was to prevent the further spread of the disease and mitigate its effects on

communities (Simbulan, 2020). The people are under the Enhanced Community Quarantine

(ECQ) were forced to cancel classes and were forced to stay in their homes until August 24, 2021,

where the new normal was first implemented, and the classes begin. The new normal greatly

affected the educational system because it has changed a lot in how people usually undergo

education. The students are not allowed to go to school and instead forced to stay in their

respective homes to follow the pandemic protocols that the government decides.

The year 2020 was predicted to be a driving force behind economic growth (Tendero, 2021).

Many people, including the STEM graduates, have all been affected by this significant pandemic

crisis. Many people cannot look for jobs in this pandemic and it is also hard for the STEM

graduates. Many places have closed down due to the pandemic, and it forced many people to quit
their jobs and find a new one; this resulted in a lack of jobs, and it made jobs harder to find. STEM

graduates have been affected by this pandemic because many people have no jobs to find, and the

lack of money to enter college, they are forced to stay at home. When unemployed, it is critical to

take steps to resolve issues, such as looking for opportunities to help manage finances and

looking for work. Because there are a limited number of places hiring right now, the chances of

finding another job are slim. This reason is not to say that these graduates should sit back and wait

for things to improve on their own. They should start managing their finances and dealing with their

II. STATEMENT OF THE PROBLEM

The purpose or aim of this research is to learn more about why MCCNHS Senior

High School graduates during the pandemic are having difficulty finding jobs. This study will

be conducted on MCCNHS STEM students for the school year2019 – 2020.

Specifically, this study aims or seeks to answer the following:

2. What industries do these MCCNHS graduates send their applications to

 Make a spending plan: Creating a budget will help in gaining more control

over the financial situation.

 Managing payments: By informing the credit card company, mortgage

lender, and other financial institutions about the situation, they may reduce

the payments. Financial institutions can also extend the payment deadline.

 Maintaining education by: Taking credit classes or enrolling in a

personal enrichment online course could help advance the chosen

career.

 Updating the resume: Begin applying for new jobs; updating the

resume (and soliciting feedback from others) can help you land a

Exercise 4

Problem to be addressed: Overcrowding inside a classroom in Jagubiao High School

General Purpose: Infectious diseases such as respiratory infections, meningococcal disease, rheumatic
fever, and tuberculosis are more prone to spread in crowded living settings due to the close closeness of
a group of individuals. Better layout of the house and surrounding living environment, as well as having
access to functioning health hardware like hot water, showers, and laundry facilities, can help to alleviate
crowding. Crowding in the house can be a common, transient, and advantageous event. A party, a
ceremony, or a sports carnival are examples of large cultural events that draw enormous crowds.

Specific Purpose: The goal of this project is to build enough schools to accommodate large numbers of
students and to have more facilities for the teachers and students use.

Target Output: To have enough space for students and to increase the total population that the school
can accommodate.
