CHANGES TO PRE-ARRIVAL NOTIFICATION AND NOTIFICATION OF


ARRIVAL

1. This circular supersedes Port Marine Circular No. 19 of 2019 and No. 09 of 2016 and
informs all relevant persons of changes to the Pre-Arrival Notification (PAN) and Notification
of Arrival (NOA).

2. The PAN and NOA will, from 09 Jul 2021, require the master of every ship, craft or
unit calling at the Port of Singapore, to declare that he or she knows of, and understands the
requirements of the Singapore authorities for the COVID-19 pandemic, in particular, the safe
management requirements stated in the relevant Port Marine Circulars issued by the Port
Master and/or the Maritime and Port Authority of Singapore. The master must also declare
that he or she has clearly told the crew of his/her ship, craft or unit of the requirements of the
Singapore authorities, and will ensure that he/she and his/her crew comply with the
requirements.

3. Pursuant to Section 44(1), (2) of the Maritime and Port Authority of Singapore Act (Cap.
170A), and Regulations 3 and 63A of the Maritime and Port Authority of Singapore (Port)
Regulations, the Port Master hereby directs owners, masters or agents of vessels to furnish
the required information using the revised PAN or NOA. ANNEX A lists the types of vessels
to which the revised PAN applies, and the revised PAN form is in Appendix 1. ANNEX B lists
the vessels to which the revised NOA applies, and the revised NOA is in Appendix 2.

ANNEX A

PRE-ARRIVAL NOTIFICATION (PAN)

The revised PAN must be submitted by the owner, agent or master of the
following vessels:

a) Passenger ships, including high-speed passenger craft;

b) Cargo ships, including high-speed craft, of 500 GT and above; and

c) Mobile offshore units, including mobile offshore drilling units.

2 The revised PAN form is attached in Appendix 1 for reference,


and will be available for download from the website (LINK) from 06 Jul 2021. Owners,
agents or masters are to submit the revised PAN form for all vessel arrivals on or after
09 Jul 2021.

3 The completed PAN must be submitted to the Port Security Unit via email at
[email protected] at least 24 hours before the vessel’s arrival in Singapore. The
vessel’s agent based in Singapore may submit the PAN through MPA’s
digitalPORT@SGTM (https://digitalport.mpa.gov.sg) from 27 Jul 2021.

4 Where the PAN has been submitted for a vessel, a separate NOA need not be
submitted.

ANNEX B

Notification of Arrival for Vessels Less Than 500 GT

The owner, agent, master or person-in charge of a vessel of less than 500 GT
shall notify the Port Master at least 12 hours prior to the arrival of the vessel at
Singapore.

2 The NOA report shall be addressed to the Port Master and provide the
information in the reporting format as shown in Appendix 2. It shall be transmitted by
any of the following means:

a) Upload via digitalPORT@SGTM (https://digitalport.mpa.gov.sg) from 05 Jul


2021; or

b) Send via email ([email protected]); or

c) Send via Telefax (+65 6224-5776).

3 The NOA for a vessel returning from a location in the Singapore Strait, may be
transmitted via VHF radio immediately on departure of the vessel from the location.
The NOA shall be transmitted on VHF Channel 10 for a vessel in the VTIS East sector,
on VHF Channel 14 for a vessel in the VTIS Central sector, and VHF Channel 73 for
a vessel in the VTIS West sector of the Singapore Strait.

4 A NOA need not be reported if a PAN has already been submitted for that
vessel.
