CHAPTER 1

Introduction

In our modern world doing impossible things is now become possible.

With the help of technology, our lives become more convenient and doing things

can be done so fast. Most of the people now is using technology for the fastest

and easiest way of living. Computers seems to have played an important role in

today’s generation. It is very much important nowadays especially to those busy

persons working in a company or in the office. Also it is very helpful to the

students for their assignments, projects and more. To relate all of these to our

study, the proponents wants to help a school to have and to improve their

process of enrollment. Simply by proposing a Computerized Enrollment System

that is more effective and much better than using the old system. Enrollment

system is one of the most important and evident, not only in a university, but also in

lower levels of education. An accurate and efficient enrollment records helps to

ensure a good impression of the institution on possible enrollees encouraging them

to matriculate in the institution. The purpose of an enrollment process is to provide

a means for staffs and the faculty to write down data that are essential to

enrollment. As the enrollees increase every year, the enrollment procedures

become harder and harder to deal. The amount of information that needs to be jot

down also increases. This only serves to slower process and confusion among the

staffs and faculty.

Background of the Study

Metro Manila College (MMC), formerly known as Novaliches Academy, is a

private educational institution founded by Dr. Mamerto Serrano Miranda & her

wife Dr. Ligaya Medina Miranda in 1947. MMC offers a comprehensive K-12

basic education program as well as higher education programs in the fields

of education, criminology and commerce. Its senior high school (SHS) program,

on the other hand, has three available tracks---Academic, Technical-Vocational-

Livelihood (TVL) and Sports. Other offerings include Technical Education and

Skills Development Authority (TESDA) training in housekeeping and front

office services and Licensure Exam for Teachers (LET) review classes.

Since its establishment, MMC has been committed to providing quality, holistic

education and training for aspiring educators The school has already produced

passers in the Board Licensure Examination for Professional Teachers (BLEPT).

Housed inside the campus is the historic Katipunan tree. The area where the said

duhat tree stands is believed to be the site where the Katipuneros would meet

and be treated for their wounds. Metro Manila College is also the home of the

non-profit organization Gawad Metronian Educational Foundation, Inc. (GMEFI)

which was established by the Miranda siblings in honor of the school’s founders.

GMEFI mainly provides educational assistance to deserving students. MMC is

recognized by the Department of Education (DepEd) and it is also a member of

the Philippine Association of Colleges and Universities (PACU). Novaliches

Academy began its operation in the building of General and Mrs. Guillermo B.

Francisco with only fourteen (14) high school students enrolled during SY 1947-

1948. On December 3, 1949, the incorporation papers were signed. These were

filed with Securities and Exchange Commission (SEC) on January 17, 1950 with

Registration No. 4859. The original members of the Board of Directors were

Mamerto S. Miranda, Judge Manases G. Reyes, Jose B. Onate, Antonio de las

Alas, Jr. and Ligaya M. Miranda. The school acquired Government Recognition

No. 392 for the Academic Secondary Course in 1950. The first batch of

graduates consisted of five (5) students. In 1951, the school was able to

construct its own building in the heart of Novaliches to provide better facilities to

its growing student population. Vocational courses, namely: Typewriting,

Stenography, Dressmaking, Hair Culture and Beauty Culture were added on July

19, 1965, Recognition No. 8, s. 1965 was granted to the school by then Secretary

of Education.

On July 30, 1977 the name of the school was changed from Novaliches Academy

to Metro Manila College. It was in the same year that the Elementary Department

and College Department were established, thereby making MMC the pioneer

school to offer college degree courses in Novaliches. From then on, different

collegiate courses were granted Government Recognition, namely: Bachelor of

Science in Business Administration (BSBA) with Government Recognition No. C-

006, s. 1980 (formerly Bachelor of Science in Commerce) (BSC), Bachelor of

Science in Criminology (BSCrim) with Government Recognition No. C-005, s.

1980, Bachelor in Elementary Education (BEED) with Government Recognition

No. 078 s. 1985, and Bachelor in Secondary Education (BSED) with

Government Recognition No. C-007 s. 1980.

During this time, the Board allocated 3.5 hectares in Novaliches as the future site

of Metro Manila University, popularly referred to as the “University Site”, three (3)

hectares of which have been fully developed and additional twenty three (23)

hectares in Norzagaray, Bulacan was allocated for future expansion. Thus, on

March 4, 1979, the unveiling of the marker and the laying of the cornerstone for

the future university was held at the University Site in Barangay Kaligayahan,

Novaliches, Quezon City. Buildings were then constructed one after the other.

The structures were complemented by the vast and thick foliage of trees that

were lined up in an oval-shaped botanical garden. Inside its compound, a

centennial old “Katipunan Tree” is found. Led by the Philippine Historical Institute

(PHI), now, National Historical Commission of the Philippines (NHCP), it was

marked as a historical site in 1980.

In the expansion site allotted at Norzagaray, Bulacan, Dr. Mamerto S. Miranda

opened an elementary and high school in 1993, especially intended to provide

free education to Indigenous Peoples (IPs) specifically the Dumagats in the area.

Due to the untimely demise of the Founder-President, the Board decided to close

the school effective SY 1996-97. However on December 16, 2014 the current

MMC Board members created a Foundation in his honor known as Gawad

Metronian Educational Foundation, Inc., making the IPs as one of its

beneficiaries.

Under General Order No. 114, dated October 18, 1979, the Metro Manila College

was granted authority by the Ministry of National Defense as a Unit of

Metropolitan Citizen Military Training Command effective 1 October 1979

pursuant to General Order No. 633, General Headquarters Armed Forces of the

Philippines dated 19 September 1979. MMC is now the center for Citizens

Military Training of several schools in the nearby communities.

In 1981, the Graduate Studies Department was opened, offering the following

courses: Master of Arts in Education (MAED) Major in Administration and

Supervision with Government Recognition No. 047 s

1984; Master of Arts in Teaching (MAT) with majors in English and Mathematics

with Government Recognition No. 062, s.1986; and Master of Science in

Criminology with Government Recognition No. 040 s. 1986 (MS Criminology).

Encouraged by the increasing acceptance of the institution and its educational

programs by the community, and in line with the government’s program of

elevating the college to a full-fledged University, the Board of Directors decided to

offer Doctor’s degree program. Thus, in 1995, the Commission on Higher

Education (CHED) granted Government Recognition No. C-025, s. 1995 to the

Graduate Studies leading to the Degree of Doctor of Philosophy in

Developmental Education (Ph.D.-Dev. Ed). In the same year, the Founder and

First President of the institution passed away on August 13, 1995. The

Presidency was turned over to his wife Dr. Ligaya M. Miranda then concurrent

Dean of the Graduate Studies.

January 17, 2000 marked the end of the fifty-year life span of the Corporation.

The Board applied for an extension of another fifty (50) years from the Securities

and Exchange Commission. New set of officers were elected by the Board.

On June 6, 2005, with the relinquishment of the position of Dr. Ligaya M. Miranda

as President to Dr. Erlinda M. Dalag as 3rd President of Metro Manila College,

she and the rest of the Board of Directors were determined to work on accrediting

the programs of the school. Thus, on February 11, 2008, MMC applied for

accreditation of its BSBA, BEED, BSEd undergraduate programs as well as the

Graduate Studies programs in MAEd, MBA, and Ph.D. under the Association of

Christian Schools, Colleges and Universities -Accrediting Association, Inc.

(ACSCU-AAI). The pre-survey were conducted on February 16-22, 2009 and was

granted candidate status on April 2009-April 2011. The re-survey visit was

conducted on February 21-27, 2011 for the degrees previously mentioned as well

as the pre-survey visit for the degree of Bachelor of Science in Criminology. On

May 11, 2011, MMC was granted Level I Status for the 5 programs and

Candidate Status for the Criminology program. Plaques and certificates were

awarded during the annual ACSCU-AAI Convention held at Manila Grand Opera

Hotel on May 11-13, 2011.

Technical Education and Skills Development Authority (TESDA-NCR) granted the

following training programs to MMC on November 3, 2009:

- Bookkeeping (NC II) - Housekeeping (NCII)

- Food and Beverage Services (NC II) - Bartending (NCII)

- Front Office Services (NCII) - Household Services (NCII)

On May 18, 2015, Department of Education (NCR) issued Government Permit

(NCR) No. SHS-0131 s. 2015 as pursuant to the provision of R.A. 9155

(Governance of Basic Education Act) and R.A. 10533 (Enhanced Basic

Education Act of 2013), granting MMC the authority to operate the Senior High

School Program effective School Year 2016-2017 with the following

Tracks/Strands.

Because of the untiring support, loyalty and dedication of its faculty and

personnel, MMC gained prestige by producing licensed teachers and

criminologists, business leaders in the industry, committed police officers, and

well-known educators.

With the vision of becoming a University, the MMC Board of Directors and

Officers of the Administration under the leadership of Dr. Eleanor M. Agapito, 4th

President of MMC, Metro Manila College has been awarded Level II Accredited

Status from the Association of Christian Schools Colleges and Universities

Accrediting Agency, Inc, (ACSCU-AAI) certified by the Federation of Accrediting

Agencies of the Philippines (FAAP) on May 22, 2014 for the following four (4)

programs with Three-Year Re-Accreditation Status:

• Master in Business Administration (MBA)

• Master of Arts in Education (MAEd)

• Doctor of Philosophy Major in Developmental Education (Ph.D.) and

• Bachelor of Science in Criminology (BSCrim) on May 19, 2016

While another three (3) programs were given by the same accrediting agency

Level II five (5) year re-accreditation status:

• Bachelor of Science in Business Administration (BSBA)

• Bachelor of Elementary Education (BEEd)

• Bachelor of Secondary Education (BSEd)

Metro Manila College in its 72 years of public service shall pursue the Founder’s

advocacy of serving the youth of the community with its ultimate goal of

upgrading, and continuously providing quality academic standard in line with its

motto, “OUR MISSION, YOUR FUTURE”.

Statement of the Problem

This is the following problem that Metro Manila College Enrollment encountered.

1. How to make the existing system more efficient?

2. How to make the enrollment easier and faster transaction?

3. How to provide a user friendly environment where user can be serviced

better?

4. How the system will comply with the enrollment rules set out by the school

The registration, adding subjects, grades system and its process its self?

5. How the system is designed only for the library center of general public

Statement of the Objectives

The Metro Manila College is currently doesn't have any enrollment system,

they doing manually by filling out papers and they provide form for their students.

The proponent is proposing an Enrollment System. The System can provide a

systematic registration, checking of subject and schedule, grading system, and

payment process. This system will provide an easier way to register and choose

what course that they will take for College and it will also provide a system for

them to see their subject, schedule and the payment process.

The system will also provide an access for their student record likes grades

and requirement that they lack.

General

The main purpose of this project is to give access to and manages the

enrollment process. This system will also provide electronic means of storage

and help librarians keep track of library information and to store properly the

records of the students. To build a system that can receive input and generate

automatically output in easy way and short time. A well-chosen system will

increase your enrollment efficiency, save valuable administration time, lead to a

better enrollment experience for students.

Specific Objectives

1. To create an online registration for enrollees of Metro Manila College


 For easy registration and convenient for their time.

2. To develop an accurate and easier way of registration for students

of Metro Manila College.

 To be more detail and to lessen difficultness of registration and avoid

any error or problems.

3. To generate reports needed for enrollment.

 The system will provide a report or any information that you need to

comply and to follow the you need to do.

4. To provide a user friendly enrollment website in managing enrollment

of old students, new student and transferees.

 It will help them to manage their data or requirements and easily

enroll and also to check their status.

5. To create a module for back-up and restoring data.

 This will help in case of unwanted deletion or corruption data it will

help to retrieve all data has been insert to the system.

6. To improve the enrollment procedures that will decrease working time.


Also to speed & monitoring of student records and transaction that will
help the registrar to update records immediately and for the easy retrieval
of the student records.

 It will help to improve their service to their student and give them an

easy access to their record or data.

7. To manage and maintain the students record for future retrieval and
reference and to monitor the security of the system and confidentiality of
the student’s records.

Scope

The proposed enrollment system was computerized and possible for its
online application; it covered the major processes in the enrollment system of
Metro Manila College Students Information, Billing of fees, Account vouchers,
report generations, student information forms, assessment slip, student list, and
other forms and reports essential to the systems. It also includes the processing
of student’s personal records and the mode of payment that the student would
choose.

1. The system will have a database that contains the student’s personal data
and other information needed for enrollment.

2. Log in name and password is provided as security of the system so that


only the authorized personnel can access the system.

3. Administrators have total access to the system, confirming the students
who are currently registering and/or enrolling, generating records,
sectioning the students in every year level.

4. The system will provide reports such as list of students, payment and
others. Automation of the computation of tuition fee, discount and
balances.

5. The system gives further information about the enrollment process as to


know how many students are enrolled in every year level.

Delimitations

The computerized system was not connected by a means to the current


web page that the school is using. The Computerized Enrollment System would
only be used for enrollment purposes only. The Computerized Enrollment System
is intended for the school only. The system not covers all the data for the alumni
student of the school, it will store only the data that the management world enter
in the implementing year. This only for authorized personnel.

1. This study does not display faculty information, class schedule of students
and it is not applicable for online. Only authorized personnel can access
the system.

2. For unregistered students, The new students or transferees have a limited


access over the online enrolment system, they could only view the
following: courses offered available schedule, subject, and slots; projected
amount of the tuition fee.

3. When students logs in his/her account, there would be tabs or menus that
would contain options that the student might want to do in the system.

This feature is to be able to apply your data in one place also

records that received one of the students who had applied on this system.
Provides information so much easier than ever before, you need follow the
instruction and you should don’t panic, make sure you the details should correct
and precise.

Grading System

This feature is not difficult at all because it is easy to see and


comply of grades with regarding any problems or errors. Within the grading
system it simplifies the output and changing of grades strictly prohibited.

Security

Point to which a computer system is protecting data corruption,


destruction, interception, loss, or unauthorized access. Software Development is
the development of a software product in a planned and structured process.

Research System Enhancement

This will help for enhancing of the researcher’s knowledge and skills in
software development and to be aware of the needs in the problems of the
community. In this system has the capacity to provide complete records of the

student during the school years spent by the student in the school. It will also
provide a much easier process on retrieving all the records. The system will also
make a security for the files of the students because the system will use an
administrator account to access all the files of the students.

CHAPTER 2

REVIEW OF RELATED STUDIES AND LITERATURE

Local Studies

Based on the researcher, a web-based enrollment system for Veritas Parochial


School (VPS) in Web Based enrollment system, Manila was developed to help its
students enroll in a more efficient way without the hassles of waiting long hours in
filling out forms, which sometimes become redundant, or to stand in line and pay
at the cashier. It is with the Web-based Enrollment System for VPS that this new
style of enrollment may be achieved. This new type of system offers its students
new options for enrolling at VPS. By logging on to VPS website, one can register
and enroll subjects for a school year. With these, all the students are required to
fill out certain forms that do not take more than a few minutes to accomplish. The
system stores its records in the school database for future references.
Confirmation of the transaction made by the students need to be verified, the
payment of tuition fees must be made in the schools registrar. The students may
also browse the web site of VPS and he can check his current account. He can
also refer to the list of the school current tuition fee rates (Pascual & Riceo, 2008)
.
According to Lopez (2005), a registration system helps and provides efficient and
reliable services to the students, enrollment personnel and administration.
Moreover, this system improved the process of enrollment in terms of searching,
retrieving and subject schedules.
While in a study conducted by Cayabyab (2007), many problems and difficulties
were identified in the existing system of Dagupan City National High School
(DCNHS). These major concerns are affecting the efficient enrollment system of
students. Security of the students records were found to be at high risk. The
current system may fail to protect some important documents. It has also
untimely and inefficient report generation. A computerized system for DCNHS
shall result to a significant increase in the number of enrollees Network-Based
Enrollment system Conde (2007) in his study entitled “Network-bases Enrollment
System of Paete National High School cited that the manual process of
enrollment and manual handling of information and reports of the students is very
laborious one. The proponents developed a network based system enrollment
system to the said school to solve the huge amount of task.
Garcia (2002) created the “LSPC Enrollment System”, the study can be a great
help to persons concerned during the enrollment period, the registrar, instructor
of the students as they retrieval necessary information when needed and lessen
the burden manually browsing over enrollment slip for record purposes

Saayo et.al (2008) developed the system “Network based automated Enrollment
and grading system for Morong National High School. Due to increasing
population of the institution, and the school currently implementing the manual
system, every student spends a lot of time during enrollment period, such as
paying their tuition fees and processing the school requirements.

Valina et.al (2009), in this work entitled “Network-based student Permanent


Record keeping and Enrollment System of Balian National High School”. This
System was made to lessen the time and effort exerted by both student and
school employees. It is also made to give accurate reports and keep records of
every students every students and for easy and fast way of enrollment.
Soria (2006), constructed a system entitled “Network-based Computerized
inventory System for the supply office o the LSPC main campus. With the
advancement of technology, devices and machines were improve , developed
and inverted to cope up with the need of new world. There are different systems
designed for reliable, efficient and very useful to the user.
Cabang et al(2003) developed the ‘computerized Students Record Monitoring
System of Siniloan National High School”, Computerized Student data will be
exceedingly helped to the user through continuous management of the School. It
could help the registrar for a less effort services in the institutions especially in
updating, printing and deleting student’s record.
Velasco (2002) Study entitled “Maulawin National High School Student
Information System” .cited that maintaining students, records manually is a very
difficult task and time consuming. In that case, computerization system that can
help and handle 17 this data needed to speed up the process of student’s record
keeping and to promote and reliability.
Cura et al. (2004), Designed system entitled “computerized inventory system of
office of the supply in LSPU” is capable of handling voluminous data about the
flow of item insurance and reply to the flow of items’ issuance and return in
supply office Torres et al. (2002), conducted a study that resolves around the
importance computerization of student information. This study was conducted
with the hope that it would help minimize time and effort in processing student’s
information in Maulawin National High School. The basic feature of this study is
after the storage and access of retrieving and updating the data.
Alcaira (1999), stated that the using of computer are continue to grow, the need
for a more timely information and data processing comes on demand keeping the
record of any manual operations need the application, because handling it
manually will only be conflicting. Aravia et al. (2002), show the growing
importance of computers in the society. The significance of the study revolves the
automation of student permanent record keeping. Garnace (1999), developed
application software for the computerized information system of a commercial
piggery using the concept of the database and implemented it in database.

Automation Enrollment System Gumitao (2001), system is designed to provide


reports of the list of enrollment per school year, periodical grade of students, and
list of new, old and transferees Revalla (2005) created an Automation Enrollment
System for the computer Science Department of the Laguna College business
and Arts. The study was conceived because of the need to update the current
registration system of LCBA, which is done manually. Her study, was based on

the special problem of Mr. Bonifacio E. Bacani, Jr. about “Student Record
information System”.
Kampitan (2000) developed an Enrollment System of Liceo De Victoria that is
designed to keep the students records. This is used to provide an effective and
faster of providing information of the student and also the accounting purposes’
Liceo De Victoria Enrollment was developed and implement using relational
database and designed in clipper 5.3.
Earlier, Encila (1999) Introduced the Enrollment System for the computer Science
Department of LCBA and traders, designed of enrollment System is
advantageous to the school because it speed up the process and with only a
minimum amount of power and resources. Cacao (2002), designed the “Morning
Star Montessori School incorporated form 137implemented in Fox Base.
Solomon (2002), developed Enrollment and Record keeping System, to know
how to read sign the data that is used to be kept the record files of students and
also that, it could be mange more efficiently in computer with his project.
Quiver (2001), developed a program using database III which capable of
retrieving, access in manipulating of data in easy way. A computerized system to

Having an effective and efficient enrollment system is a plus to a school
whereas the faculty and staff would be benefit together with the students. In the
case of Metro Manila College, the school uses a manual system for the
enrollment so we decided to propose a computerized enrollment system. We see
MMC as a perfect school for this proposed system considering the bigger
population of the school and its location. With the help of the computerized
enrollment system it will improve the enrollment process of the school as well as
the faculty and staff. As we went to the said school, we check the system that
their using and think for the alternative solution for their enrollment problem.

Analysis
Metro Manila College as a private school needs to improve their
enrollment by having a computerized enrollment system rather than using the old
fashioned way or the manual system. Since they are only using pen and paper
for the enrollment, it is very difficult for them to keep the pile of papers for the
record of their students. The enrollees might also encounter difficulties with their
records. So, Computers is very much important for this proposed system in order
for the school to have a better enrollment system.

Design
This enrollment system that we proposed is perfect for the school. We
ensure that the design of the said system is suitable and easy to recognize. By
putting in a simple but detailed way of design, anyone in the school wouldn’t have
a very hard time in using the system. It will be also useful to the staff and every
detail in the design of the system is appropriate to location of the school. The
researcher used Microsoft Visual Studio in making the interface of the program.
