1. INTRODUCTION
The Pandemic Tabletop exercise is a discussion based sessions where all team
members of the emergency response particularly discuss each roles during the
emergency pandemic situation. The discussion also includes possible scenarios at the
ARCSF Project. This tabletop drill where organized to avoid mass gatherings of all
workers and Project personnel due to tightened covid-19 precautionary measures on
site.

2. OBJECTIVES
 To be enabling the response team to train as a team and develop a good
emergency communication.
 To facilitate a possible scenarios applicable on site.
 Evaluating effectiveness of each member.

3. SCOPE
This Pandemic Tabletop exercise was conducted at Advance Research Computing
Support Facilities Project MDC Dhahran. The Nesma HSE Department in coordination
with SAPMT Safety Adviser conducted an announced Tabletop Drill at ARCSF Nesma
Safety Office (Advance research computing Support Facilities Project) at around
08:30am on February 27, 2021.

4. RESPONSIBILITIES DURING TABLE TOP EXERCISE


Facilitator to ensure that the unified ERP is followed including Pandemic and Medical
Scenarios and reporting. Assigned Nesma Supervisor will be act as Exercise Facilitator
and responsible for scenarios discussion.

Male Nurse to ensure that proper initial response to covid patient and isolation required
was implemented and the reporting procedure from Project up to Local Medical
Authorities.
Members to ensure that instructions given and Covid precautionary measures was
implemented at site and all topics including scenarios has to deliver at all site personnel.

5. AGENDA
 Reviewing the current Pandemic & Medical Emergency Response
 Duties and Responsibilities of each Member
 Develop exercise objectives.
 Identify possible situational obstacles
 Delivery of scenarios and emergency procedure at site to include in daily toolbox.

A. Description of the Scenario:
(Provide a detailed description of units/equipment involved, as well as possible effects on them, on personnel, on
other units/equipment, outside the fence, etc.)
During the daily temperature monitoring of all workers in the morning. The male nurse found one employee record
shows a symptom’s of high body temperature with mild cold and a bit cough. The Male Nurse immediately sends
the suspected worker to As Salama Hospital for Covid test and required isolation. Then he notifies the Safety
supervisor and Project manager. Right after the incident happened, the safety supervisor immediately trace the
closed contacts of the patient and reported to SAPMT thru contact tracing forms and give the necessary isolation
and precautions as required. The disinfection of the Bus was immediately performed right after the incident and
Notify the Camp for Camp Covid precautionary measures.

B. Possible Causes:

 No safe distancing and frequent roaming outside the camp and in the markets
 Not following precautionary measures such as proper wearing of mask and hand washing
 Not taking care of any healthy life style

C. Expected Size, Areas Affected, and Duration:

 4 workers placed in isolation as closed contacts
 2 Workers quarantined for 7 days
 1 personnel from 2 workers is key personnel in construction site

D. Effect on Operations:
(List all possible effects on involved operations [including up & downstream] that may be affected.)
 Construction operation slow down due to two key personnel placed under quarantine with additional 6
workers less in the daily production plus the Covid patient.

and information that may need to be known by responders [restricted access; types, quantities, and locations of
hazardous materials stored in the affected area; etc.].)

9. DRILL OBSERVATIONS

Positive Observations
 All Table top drill participants followed a social distancing and wearing protective
mask during exercise.
 All team members are aware on their roles and responsibility.
 All team members are familiar with the pandemic scenarios.
Negative Observation
 All Project and Site personnel don’t have a direct participation during the
discussion of topics and scenarios.
