Framework & Procedure Working at Night

1. Introduction
This procedure aims to establish the essential requirements and minimum standards of safety whilst
working at night & or extended hours. This procedure will be used in the development of specific
work method statements and associated job safety analysis for work scopes required during
working at night and or extended hours. It is also intended to operate according to (Project name)
emergency procedures, principles, standards and practices, and to comply with all company policies
and applicable government laws and regulations.

The (Project name) Working at Night Procedure is a formal written system devised to control work it
supports the commitment we have made in the Clients Commitment & Policy on Health, Security,
Safety, Environment and Social Performance of particular relevance are Clients commitments to;

• Pursue the goal of no harm to people;


• Protect the environment;
• Respect our neighbours and contribute to the societies in which we operate

2. Scope
This procedure covers all night work and or extended hours work to be carried out on the project
irrespectively of work areas. This procedure must be read in conjunction with the most recent
revision of the following procedures;

• (Project name) Work Permit Procedure


• (Project name) Journey Management Procedure
• (Project name) Night Time Driving Procedure

The document applies to the activities of all Hydro-C employees working for or on-behalf of (Project
name) Exceptions to applying this framework shall be in accordance with Procedure ‘Deviating from
HSSE Controlling Documents’.

3. Objectives
• Ensure the safety of personnel, property and environment.
• Identification of Hazards, controls & reduction of Risk to be As Low as Reasonably Practicable
(ALARP).
• Provide clear, concise, necessary trainings and effective understanding of Night Work and or
extended work hours.
• Ensure the workforce are fully aware of the conditions under which the work can proceed
• Appropriate authorization of designated work.
• Establish effective command and control over the work site with responsible supervisors aware of
all work to be done/under execution.
• Maintain documented records in case of investigations, claims or other legal & regulatory body
requirements.
• Periodic review of the this working at night procedure & the controls it contains for the purpose of
continuous improvement
4. Routine Night Work / Extended Hours
Examples of routine night work include;

• Control room night shift
• Emergency services night shift
• Provision of catering in the evenings
• Routine minor maintenance activities
• Drilling rig activities
• Security guard activities

Such activities will be controlled by this document with the following provisions;

• No high risk activity may be designated as routine.


• A single authorisation to perform night work will be given by the Field Manager or Asset HSE
Manager prior to start up.
• Authorisation requires an approved Job Hazard Analysis (JHA) and work method statement.
Reauthorisations will only be required if the work changes significantly.
• All working hours; including those of contractors must conform to both Iraqi National Law’s or
Shell’s maximum working hour provisions; whichever is the less.

5. Non-Routine Night Work / Extended Hours


Examples of non-routine night work include;
• Asset managed construction and or commissioning activities
• Night driving
• Major process plant maintenance activities
• Any work involving hydrocarbons
• Road repairs
• Lifting & hoisting activities

Such activities will be controlled by this document with the following provisions;

• All high risk activity must be designated as non-routine.


• Initial authorisation & re-authorizations to perform night work will be made on a 14 day or 28 day
basis as per requirements of PTW procedure
• All working hours; including those of contractors must conform to the Shell’s maximum working
hour provisions.

5.1. Authorization
All non-routine night work and extended work hours must be authorized in writing via an email from
either the Field Manager or the Asset HSE Manager. The request for night work should be done 24
hours’ prior work commencing. This will be controlled through the Permit to Work Process &
Procedure.
This authorization must include:

• Number of supervisors
• Number / name list of workforce
• Number of safety representatives
• Name of designated first aiders

• Description of activities to be performed

This authorization must be communicated to the appropriate line manager, department & security
team other relevant members of the Project team and should only be given when it is not possible
to eliminate the need for night work by perform the task during normal working hours.

5.2. General Considerations


All work tasks will be assessed individually and not conducted under a general method statement, risk
analysis or permit. Such work tasks may include, but not be limited to;

• Life Critical Activities


• Lifting Operations
• Excavations
• Concrete poring
• Working at height
• Confined space
• Steel fixing
• Hot work
• Painting Blasting Work
• Life Saving Rules
5.3. Job Hazard Analysis
Working at night / extended hours of work has the potential to increase the risk of escalation or
potential to harm staff. It therefore requires a formal written Job Hazard Analysis (JHA). The JHA
should consider but not be restricted to the following;
• The need for increased supervisory resources
• Reduced visibility
• Lighting
• Altered perceptions for example with regard to distance and depth
• Heightened fatigue
• The effect of a person’s natural circadian rhythm
• Explosive Remnants of War
• Control of people
• Traffic control
• Site access/egress
• 3rd Party’s & local community stakeholders
• Permit to Work requirements
• Simultaneous Operations (SIMOP) considerations
• Emergency recovery measures
5.4. Transportation
All transportation will be managed in accordance with the Journey Management Procedure & Driving
at Night Procedure.

5.5. Working Hours

5.5.1. Drivers
The Iraq driving environment is classified as high risk. All driving hours will therefore comply with the
Journey Management Procedure & Driving at Night Procedure

5.5.2. Non drivers


Non driver night time / extended working hours will conform to the current shift patterns with specific
consideration given to the additional night work / extended working hour risks specified in this
document.

5.6. . Competent Persons Roll & Responsibilities


5.6.1. Manager in Charge
The responsible person for managing the work activity is accountable for but not limited to organising
the following;

It is the responsibility of the line manager to:

• Ensure that this procedure is strictly followed and adhered to.


• There is no other means of performing the work during normal working hours
• Job Hazard Analysis has been done in conjunction with the HSSE Department
• Method Statement for working at night is in place
• Apply for authorization for extended / work at night permission
• Permit to work is obtained
• All appropriate journey management plans & security passes are obtained
• Ensure working at night authorization is approved
• Alert Security of night work (12 hours prior to work commencement)
• Alert HSSE Department for Safety representation during night operations. (24 hour prior work
commences
• The ERW team are informed & where necessary an ERW banks man arranged.
• Liaise with the Camp Boss in order to notify the kitchen for supply and delivery of food for night
work and extended hours.
• Ensure no person has been scheduled to work in excess of their maximum permitted working hours
• Managing all work, confirm compliance to all documentation and response requirements
• Post copies of authorization to Administration, Company and HSSE Department.
• Inspect works with the permit holders at work sites to ensure documentation is updated, and
returned to issuing authority upon completion of work
• Notify the health manager that a medical clinic should be manned for extended hours and night
work.

5.6.2. Onsite Supervisor in Charge / Permit Holder


Supervisor is responsible for the execution of all works including the:

• Health & Safety of all personnel working on the permit (night work / extended hours)
• Toolbox talk is discussed with the work force assigned for night work

• Supervising all night work and or extended hours
• Ensure that all necessary training for night work is in place as per training schedule.
• Ensuring adequate lighting is proved for workface activity as well as access/egress to the workface
• Arrange with diesel supplier for diesel supply for back- up generators / light towers.
• Accounting for all personnel working at night
• Arrange food & transport for night staff.
• Ensure there is adequate means of communication
• Ensure provision is made for obtaining additional resources such as lighting, food, barricades as
required.
• Journey management
• Ensure that the permit to work is cleared after work is completed.
• Ensure permit conditions such as lighting, barricading, and access/egress or any other necessary
safety precautions for night work are in place and adhered to.
• Ensure that authorization is obtained and all permit conditions are followed.
• Ensure that members of the night / extended work crew have current training and certification
necessary for assigned work.
• Ensure that all personnel in the facility for night work / extended hours understand the permit, their
role and what to do in case of an emergency.
• Understand the Emergency Plan for night work and introduce it to the work force.
• Stop work if the permit conditions change; report abnormal conditions to appropriate authority &
only restart work when normal safe conditions is ascertained.
• Ensure correct PPE for night work is in place such as visibility of personal, clear safety glasses, cold
weather jackets and other PPE requirements that is needed as per the Risk Analysis for each
discipline.
5.6.3. HSE Manager
The roll and responsibility of the HSE Manager is to ensure their team:

• Plan safety manpower in liaison with the Manager in Charge and senior site HSE representative.
• Notify the site HSE team of requirements needed for work at night / extended hours
• Ensure that safety personnel man-hours do not exceed the permitted hours as per Client policy.
• Ensure that the evacuation plan for night work and extended hours is in place and everybody
understands it.
• Assist the Manager in Charge with compiling the risk analysis for night work activities.
• Visit the plant with the Manager in Charge and audit the lighting for compliance to night work.
5.7. Health & Hygiene
• No person may work under the influence of alcohol or drugs (including prescription drugs)
• Food during work at night will be served in the mess hall and no food will be taken to work area
• The time of serving the food will be communicated to all persons by the onsite supervisor.
• Clean drinking water will be available on site and placed at rest shelters.
• Unless within a common illuminated area walking from work areas to the mess is strictly prohibited
and bus transport must be available to transport the people to and from the site and to the mess
halls.
• Toilet facilities must be fitted with light fittings and lights for night purposes and the entrances to
these premises must be clearly marked.

5.8. Local Community Stakeholders
We Take our commitment to respect our neighbours and contribute to the societies in which we
operate extremely seriously. However occasionally night work / extended hours may be performed
in a location where our local community stakeholders / neighbours are affected. This may include
but not be restricted to;

• Increase road traffic hazards due to night driving


• Noise
• Lights
• Restricted access to public areas such as roads
• Interruptions to utilities such as water and electricity

Adequate planning should be performed to mitigate the effects and maximise communication &
coordination with local stakeholders. Solutions that eliminate disturbances e.g. by finding an
alternative transportation route should be prioritized. If the disturbances cannot be eliminated the
manager in charge should;

• Consult with the Community Liaison Officers (CLO) at the planning stage of any night work activity
• Utilise the CLO the sole point of contact with local communities
• Provide local stakeholders / communities with adequate notice of potential disturbances
5.9. Emergency Response
Prior to any night work and extended hours activity during the planning stage the manager in charge
will;

• Consult the field health team.


• Integrate all planning with the field Medical Emergency Response (MER) plan.
• Communicate all necessary arrangements to the onsite supervisor & team

During night work and extended hours the onsite supervisor will;

• Implement advice given by the field health team.


• Ensure availability of Tier 2 medic and communication with the same.
• An ambulance is ready and on standby throughout the course of the night.
• Conduct a muster drill prior to commencing work (large work parties only).
• Initiate defensive and/or offensive response actions consistent with of level of expertise, training;
knowledge of problems; and understanding of hazards associated with night work

6. Review
This document should be periodically reviewed to ensure its ongoing relevance to the organization &
its environment. This should be completed at intervals no greater than every 1 year.

Part of the review process should be the inclusion of learnings from incidents. In the event that a
change is required prior to the next review the document owner publish an interim revision to the
procedure without full consultation if it is based upon the findings / recommendations of a relevant
investigation / review.
