Construction Certificate Assessment Report
INTRODUCTION:
This document is an extensive report assessing an application for a Construction
Certificate (CC). The proposed development is the demolition of a Class 1a dwelling
and the construction of a new class 1A residential building and has the required
Development Consent. The plans and specifications do not demonstrate consistent
compliance with the consent. The application for Building approval has been assessed
against the relevant legislative requirements being the Environmental Planning and
Assessment Act 1979, the Environmental Planning and Assessment Regulations 2000,
the Home Building Act 1989. The specified plans and specs of the construction of the
Class 1A dwelling been assessed for compliance with the Building Code of Australia, the
NCC-BCA. A site inspection has been carried out and documented.
Property Details:
77 Western crescent Gladesville, described as lot no. ### DP ####.
15m frontage, 58m length and 894 sqm.
Site is mapped as flood affected and class 5 acid sulphate.

The demolition of a Class 1a dwelling and the construction of a new class 1a residential
dwelling.

Condition 1.3.1:
All Approved building plans and specs must be submitted to and stamped by a
Sydney Water Corporation Limited Customer Centre.
condition 1.4.1:
Salinity Report by Network Geotechnics ‘Report Number 10’ must be provided,
and plans and specs must be consistent with and in accordance to said report.
condition 4.2.1/4.2.2:
Retaining wall specs marked on plans must be provided. Design certificates for
stormwater design must be provided.
condition 4.3:
BASIX commitments need to be placed on plans, and consequently must be in
compliance with those polans and specs. BASIX Certification number does not
match.
Condition 5.1.4:
Soil erosion and sediment control plans must be provided.
Conditions 4.1:
All non compliant elements of the structural plans and specs must be revised
to be in accordance with BCA standards (See Full Certificate Checklist for
details).

Conclusion
In conclusion, the findings of this report determine an assessment of the respective
application for a Construction Certificate as insufficient for approval. The reasons for
primarily a lack of consistency with the conditions of Development Consent. These
reasons are outlined below:
Reccomendation:
It is recommended that a Construction Certificate not be granted unless the conditions
outlined in the approved Development Application being DA 16/0001 and any Council
Local Laws which may affect the development are satisfactorily fulfilled.
