1. OBJECTIVE
The objective of this method statement is to provide guidelines as per SEC standards for THE
CONSTRUCTION OF ACCESS ROAD & STRUCTURE PADS for CONSTRUCTION OF ONE (1)
380 KV DOUBLE CIRCUIT OVERHEAD TRANSMISSION LINE BETWEEN ASL-SHQ1 (CKT 1) AND
ASL-SHQ2 (CKT 1))
Note: This document will be well-studied by execution engineers during planning phase (WELL
IN ADVANCE OF EXCECUTION STAGE) and any new/additional tools & equipment required
in line with this procedure will be conveyed during internal kickoff meeting for timely
arrangement.
2. SCOPE
This method statement establishes the specific parameters and procedures for the
construction of unpaved access road, structure pad and slope protection from
erosion/encroachment of transmission line for use in overhead transmission line system
of National Grid Saudi Arabia (NGSA) under the scope of Project Technical
Specification (PTS) and SEC Standards.

5. RESPONSIBILITIES
Site Engineer will arrange the required resources and ensure the work
according to proper procedure, PTS, relevant SEC standards, IFC drawings
and approved Method statement. He will also organize the work to fulfill
safety requirements.
QA&QC Engineer will assure at all stages of activity that all the relevant work
is carried out in accordance with PTS, relevant SEC standards, IFC drawings
and approved Method statement. In case of any deviations or non-
conformance, he will control it by NCR. It is also a responsibility of QA & QC
Engineer to conduct site quality training prior to start this activity. He must
ensure the presence of all responsible persons who will execute the activity.
Surveyor will ensure that location & levels are as per IFC drawings &
structure list.
6. PREPARATION / ARRANGEMENTS
While in the planning phase fill material must be selected from enough sources and
tested from SEC approved 3 rd party testing laboratory. Test results must be in
accordance with TCS-Q-113.02, Rev. 01, Clause 9, i.e. Selection of material on the
basis of mechanical analysis (gradation), physical analysis (Plastic index, CBR, etc.)
It is required to avoid any conflict with client’s representative regarding the selection
of fill material as well as to avoid delay in progress due to this conflict.
While in the planning phase to start construction of access road, structure pads and
related activities the baseline for preparation is related manpower management, which
includes but not limited;
i. Responsibilities allocation to supervisors.
ii. Arrangement of workers’ medical fitness certification (if required)
iii. Crew selection as per worker’s ability.
iv. Allocation of signal man for proper guidance to dump truck operators.
7. TRAINING
I. All personnel who participate in the activity must be properly trained and
Informed of their responsibilities, handling problems and work procedure.
II. Training for implementation of this procedure will be provided by the Project
QA/QC Department in coordination with Site team prior to start of related work
activities.
8. PROCEDURE
8.1. Clearing site and rough grading
The site shall be cleared of all boulders, debris, decomposable materials such as
wood, grass, plants, tree stumps, etc. to the satisfaction of client’s representative.
Burning of rubbish and organic materials, resulting from the site clearing operations,
shall not be permitted on the site or adjacent property.
All surplus materials, resulting from the site clearing operations, shall be transported
to and dumped in municipal approved dump areas.

Care shall be taken to protect existing utilities; site improvement works and existing
structures.
Sub Grade
Sub Base
Note: Sub base shall be used in special cases to raise the level of access
road/ finger road and structure pads like sand dune areas, water runoff area,
sabkhah area etc.
Sub base material shall be in accordance with Class C of TCS-Q-113.02. It
shall be clean, free of organic and other deleterious substances. The CBR
value of the material shall not be less than 50.
Compaction shall be in compliance with TCS-Q-113.02 as specified for
Light Traffic roads i.e. 92% of maximum density. Thickness of each layer
shall not exceed 150 mm after compaction.
The top of the subbase material shall be minimum of 1.5 m in Sabkha,
water logged, water course, flooded and swamp areas in order to protect
the wearing surface from detrimental effects of capillary movement of the
ground water. The thickness of the subbase material in other areas shall
vary depending on the type of terrain to avoid abrupt changes in the
finished grade and to provide smooth riding surface.
The top of the subbase material shall be elevated minimum 750 mm from
the existing ground level in desert area affected by sand shifting & sand
dunes.
In case of sub base, sub grading width must be according to the side slope
requirements. As well as filling of sub base must be gradual to satisfy the
requirement of side slope given in IFC drawing.
8.2.3. Surface Course/ Base Course Requirements

ii) Top two layers in both normal and special cases shall be of sub
base/ base course material.
Surface course/ Base course material shall be in accordance with Class B of TCS-
Q-113.02. It shall be clean, free of organic and other deleterious substances. In
transmission line access road and structure roads, the CBR value of the material
shall not be less than 75.
Compaction shall be in compliance with TCS-Q-113.02 as specified for Heavy
Traffic roads i.e. 95% of maximum density. Thickness of each layer shall not
exceed 150 mm after compaction.
The top compacted surface must be 5m wide with maximum side slope 4:1 (H:V).
The edge of the Pad shall have a minimum distance of 15 m from any point of
the structure foundations.
Structure pad shall be graded to drain water away from structure foundations
with the slope of 1.5 to 2 percent.
According to safe work practices, Job safe practices and risk assessment of
particular activity (which is when and where applicable).
