STEP 2

Release Long term LT- do focus on word structure, ask them


what they understand by this term, let them give examples and 

elicit the meaning of structure. 


Distribute the graphic organizer and ask children to observe the 

map – do they understand what does it show, they can write the questions that come to their mind in
their notebook.
They are then ask to go through the supporting learning target 

and the organizer- The LTs and Qs provided the purpose for the reading.
STEP 3
Read- Ink- Pair – Share- Rework
The students to now read the chapter and complete the graphic 

organizer, they can use pencil if they want to so that they can make changes if need be after
sharing.

Note: If children are not able to complete the reading and Organizer they can do it as HW and do
pair sharing and reworking in school. Encourage children to go through the mentioned sites to know
more about MCG.

DAY 3

After reworking and pair sharing , children can report out to class on

a)  How Urban administration work?  What is the structure and where do they get the money

from? b)  What do they now know about MCG- who is the commissioner, what departments it has,

functions of the departments like HUDA etc.Teacher then describes the structure of the Government

Cities are usually quite large so the Municipal Corporation has to make a lot of decisions as well as

do a lot of work to keep the city clean. The decisions like where a park or a new hospital should go

are usually made by the Ward Councillors or Municipal Councillor.

The person who is elected by the ward is called the municipal councillor or ward councillor

Step 1:
Children make a table in their notebook and fill it with the evidences from the chapter and MCG sites

Three tiers of the panchayat: 

Zilla Parishad: It is also called District Panchayat. It has an advisory role in the panchayati
raj  system.Itincludes many Panchayat Samitis in it.
Duties: 

 Developing irrigation system


 Distributing seeds of high quality 
 Encourages to build small industries in rural area.
 It helps the people of urban region to set up farm,dairy etc..
 Pradhan Mantri Gramin Sarak Yojona helps every Zilla Parishad in developing transport
system and connecting each and every villages to the mainstream of India. 
 Zilla Parishad sets up new Primary Health Centers and hospitals and develops the existing
ones in villages.
 It continues vaccination drives for the children(polio Vaccination Program) 
 Establishing schools,
 educating the rural adult ,education for the old,setting up libraries in urban region are some
of compulsory responsibilities of a Zilla Parishad.
 It has been working greatly in rural area to the development of the Schedule
Castes,Schedule Tribes.

Sources of Income:

 Grant from the State Government and schemes assigned to the Parishad;
 fixed grant from the Central Government ;
 loan from State Government;
 Loan from Central Government;
 loan by keeping its property mortgage;
 toll tax;Residing tax;land revenue;
 fee;
 earning from schools,colleges,hospitals,pharmacy,industries,houses which are lead and
controlled by Zilla Parshad(District Council);
 assistance from outside,trustee board . 

Panchayat Samiti:

This performs the role of monitoring the plans that are executed at the village level. A panchayat
samiti has many gram panchayats in it.
Panchayat Samity performs the duties of

 agriculture,
 cottage and small industries,
 rural loan,
 water-supply,
 health,
 primary and old education,
 coordination,
 rehabilitation,
 irrigation,
 social welfare
 establishment of schools and libraries,
 approval of panchayat budget,
 monetary assistance to the panchayat and Zilla parishad.

SOURCE of INCOME

 The main source of income of the panchayat samiti are grants-in-aid and loans from the
State Government.
 Taxes on water , land,road,transport,field, etc .
 Financial sources come optionally by getting monetary assistance from the state
Government or Central Government or Zilla Parishad(District Council).
 Toll tax,registration fee,licence fee from market also help a Panchayat Samity in earning.
 Samity can not spend money without the approval of Zilla Parishad(District Council).

Gram Panchayat:

The set of people who actually implements the plans in the villages.  A gram panchayat is divided
into smaller units called panchayat wards. The people staying in each ward select their own panch.
The panch takes the responsibility of talking to the panchayat for resolving issues in his/her ward.  A
gram panchayat is usually set up for about 1000 people. If the villages are small, then 3-4 villages
are combined to form one panchayat. 
Duties : 

 construction and repairing work of roads in villages,


 setting up and repairing of the village markets,
 fairs,
 collection of tax,
 festivals and celebrations.
 street lights,
 Keeping a record of births, deaths and marriages in the village,
 public health and hygiene,
 free education,
 drinking water,sanitation,
 plantation,
 digging ponds,ditch,dams,
 drainage,
 soil reservation,
 solution for problem related to land dispute primarily,
 solution against problem of field dispute primarily.

Responsibilties of Sarpanch : 

Sarpanch has various responsibilities. For example: 

 Looking after street lights, construction and repair work of the roads in the villages and also
the village markets, fairs, festivals and celebrations.
 Keeping a record of births, deaths and marriages in the village.
 Looking after public health and hygiene by providing facilities for sanitation and drinking
water.
 Providing for education. Implementing development schemes for agriculture and animal
husbandry.

Question : What were the major tasks taken up by the Gram Sabha and the Sarpanch?

Add to the table that was created earlier and add gram sabha to it. followed by classroom sharing
STEP 2: 

Case Study 1: It’s a special day today! Everyone’s rushing to get to the Gram Sabha! Do you know
why? Because the Gram Sabha is holding its first meeting after the election of the new Gram
Panchayat. The people of Hardas village are keen to find out what their new Panchayat leaders have
planned for the village.
The Gram Sabha meeting begins with the Panchayat President (who is also called the Sarpanch)
and the members of the Panchayat (the Panchs) presenting a plan on repairing the road that
connects the village to the main highway. After this, the discussion moves to the subject of water
shortages.
We need to do something more permanent as groundwater levels seem to be going down every
year. Another member, Anwar then tells everyone that he has seen ways of conserving water and
recharging (refilling) it in a village in Maharashtra. People had planted trees, constructed check-
dams and tanks. The government gave money for this work. Everyone thought this was an
interesting idea and the Gram Panchayat was asked to find out about it in detail.
The next item on the agenda for the Gram Sabha is the finalisation of the list of people below the
poverty line (BPL) which had to be approved by the Gram Sabha. As soon as the list is read out
people begin to whisper. “Natwar has just bought a colour T.V. and his son has sent him a new
motorcycle. How can he be below the poverty line?” Soorajmal says to the person sitting next to
him. “And Om Prakash is a landless labourer who can barely make ends meet, yet his name is not
on the list.” The Sarpanch (Panchayat President) notices people whispering and asks if anyone has
anything to say. Then Saroj gets up and says that Om Prakash’s name should be in the BPL list.
Others agree that he and his family are very poor. The Sarpanch asks how his name had been
missed out. The teacher who did the survey of BPL families says, “Om Prakash’s house was locked
when I went there. ” The Sarpanch gives instructions that Om Prakash’s family income be looked at
and if it is less than what has been decided by the government, his name should be included in the
list.
