STATE DEPARTMENT FOR PUBLIC SERVICE AND YOUTH AFFAIRS
The Government of Kenya has received Financing from the International Development
Association (IDA), toward the cost of the Kenya Youth Employment and Opportunities
Project (KYEOP), and intends to apply part of the proceeds for the engagement of a
consultancy firm whose assignment will be Development of a Communication Strategy
and Management of Major Communication Events.
The services will include development of a comprehensive communication strategy for the
KYEOP, project staff capacity building and management of major communication events.
The consultant is expected to start as soon as possible and be engaged for a period of one year.
The Ministry of Public Service, Youth and Gender Affairs now invites eligible Consultancy
Firms (“Consultants”) to express their interest in providing this service. Interested
Consultants should provide information demonstrating that they have required capacity and
relevant experience to perform the service. The consultancy should be conducted by a
qualified team with practical and recent experience.

iii) Experience in similar conditions in the Sub-Saharan region, and
iv) Experience and qualification of the firm’s key staff – such as the firms Directors.
Please do not provide names and qualifications of any of the key staff whom you
may presume to be relevant to carry out the assignment at this expression of interest
(EOI) stage. Specific requirements for key staff, including their qualifications and
experience, are not needed at this stage but will be considered in the next stage after
EOI evaluation and short listing and will be requested only from firms which will be
short listed and invited to prepare and submit technical and financial proposals.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits
& Grants] by World Bank Borrowers published in January 2011, revised in July 2014 and 1st
July 2016 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of
interest. Consultants may associate with other firms in the form of joint venture or sub-
consultancy to enhance their qualifications.

Hand delivered EOIs should be deposited in the Tender Box situated at Harambee House 12th
Floor.
The EOI documents will be opened immediately thereafter in the boardroom at 11th floor
Harambee House in the presence of the candidates or their representatives who choose to
attend.
