torque tightening equipment owned or under the control of Expertise to ensure a quality joint
seal and a leak proof joint connection.
2.3 This procedure applies on all sites as well as in house.
2.4 It will also apply to the sub-contractors within our control, on the sites of our clients and on our
own premises.
2.5 This document outlines the boundaries and acceptable authority levels required to properly and
safely execute intended jobs.
3. RESPONSIBILITIES
3.1 The Immediate Director, Department Manager, Section Heads are responsible for ensuring the
commitment, retention and implementation BOLT TORQUING PROCEDURE.
3.2 The procedure will cover task that only bound for the description of the procedure therefore
procedures which requires linking other procedure is only allowed if the Department Manager
approves it or either the document suggest it.

compliance of the procedure from the concerned department.
3.5 QC Engineer/Inspector – QCE and QCI from the Quality control department
3.5.1 Shall be responsible for conducting inspection duties for scope/work as defined in this
procedure and efficient recording and reporting of the result as required on regular basis.
3.5.2 Functionally report to the PM/CM and shall review the operability of the system.
3.5.3 Shall report directly to QAM of Expertise Contracting Company Ltd.
3.5.4 Shall receive all request for inspection (RFI’s) from the construction department.
3.5.5 Shall carry out planned inspections, surveillance inspections before raising RFI’s to client.
3.5.6 Accompany client’s representative to carry out routine inspections and get signed various
quality records/reports as proof of inspection conforming to specifications.
3.6 Material Controller - The material controller with quality control inspector
3.6.1 Shall carry out inspection of the material when material arrives in warehouse.
3.6.2 The inspector shall ensure the material conforms to the project specification, purchase
order and relevant codes and standards.
3.6.3 The QC inspector shall ensure that all the relevant documentation is available and
correct.
3.7.1 The day-to-day activities of the document control office inclusive of the receiving,
reproduction, issuing, and transmittal of all documents.
3.7.2 Maintaining and update of the relevant documents control database.
3.7.3 Maintaining Records associated with this procedure.
4. METHOD
The aim of using a hydraulically powered torque wrench is to achieve an even bolt load
around the flange. Therefore it is important to follow the correct tightening sequence
for the flange that is being worked on. These tightening sequences are as follows:
Note: Loading the bolts in the correct sequence is as important as setting the torque value correctly
and tightening the bolts in stages when trying to achieve an even bolt load. Do not take short cuts. Time
saved by loading the bolts in the wrong sequence almost always results in time being lost further down
the line.
4.2 APPLICATION OF TORQUE
4.2.1 Research over the years has shown that the following procedure provides the best
compromise between the times spent working and an even bolt loading.
4.2.2 The torque shall be applied in the following way.
4.2.3 1st Pass: 30% of the final torque figure shall be applied following the correct tightening
sequence.
4.2.4 2nd Pass: 60% of the final torque figure shall be applied following the correct tightening
sequence.
4.2.5 3rd Pass: 100% of the final torque figure shall be applied following the correct tightening
sequence.
4.2.6 Final torque figure shall be applied again following the correct tightening sequence.
4.2.7 A final circular pass shall be made to check the torque values applied.
4.3.1 Now that both safety and the correct tightening procedure have been considered we can
move on to setting up the hydraulic torque wrench.
4.3.2 The torque output varies in direct relation to the hydraulic pressure applied to the piston
in the tool.
4.3.3 Therefore the torque output of the wrench is determined by adjusting the output
pressure of the pump.
4.3.4 Each size of wrench has a different sized piston.
4.3.5 The following steps explain how to correctly set the wrench to provide the required
torque.
4.3.6 Establish the model of wrench that you are using.
4.3.7 Using this information and the chart / graph supplied with the torque wrench determine
the pressure required to achieve the desired torque output.
4.3.8 Connect all hoses, control pendant and airline.
4.3.9 Laying the wrench on the ground, pressurize the tool until the piston is at full stroke.
4.3.10 While maintaining the pressure on the piston, adjust the pressure on the pump unit,
using the pressure control knob until the required pressure is shown on the gauge.
Note: Torque figures may vary depending on materials, flange ratings, lubrication etc. If you are in
doubt, ask.
4.4.1 Now that the tool has been set to the required output, we can start to load the bolts.
4.4.2 Follow these steps to ensure efficient accurate and safe operation.
4.4.3 Ensure reaction foot is attached securely to the wrench and at the appropriate
angle.(preferably parallel to the bolt axis)
4.4.4 Position the hydraulic torque wrench on fastener ensuring sound socket location and
reaction foot positioning.
4.4.5 Using the remote control pendant, operate the wrench until the piston is fully extended.
4.4.6 Allow the piston to retract, ensuring that the ratchet mechanism functions correctly.
4.4.7 Repeat until the wrench stalls.
4.4.8 Stop pump unit and transfer wrench to the next fastener in the sequence.
4.4.9 Continue until the job is complete.
