ASSESSMENT

I. OBJECTIVE

The Geological Site Suitability Assessment of the proposed Solid Waste


Disposal/Sanitary Land Fill Facility is undertaken as a requirement for the issuance of
Environmental Compliance Certificate (ECC) per Republic Act No. 9003 "Ecological Solid
Waste Management Act of 2000" and its lmplementing Rules and Regulations, National
Solid Waste Management Commission (NSWMC) Resolution No. 64, Series ol 2413 "

Adoption of Modified Guidelines on Site ldentification Criteria and Suitability Assessment


for Sanitary Landfills", National Solid Waste Management Commission
Procedure
(NSWMC) Resolution No. 6 "Adoption of the Guidelines on Categorized Disposal
Facilities" and the Environmental Management Bureau (EMB) Assessment Report. The
purpose of the conduct of Solid Waste Disposal/Sanitary Land Fill Survey is to provide
technical assistance to Local Government Units (LGUs) and EMB in the assessment and
selection of geologically suitable sites for Solid Fill Facility.

III. RESPONSIBILITY AND RESOURCES

The MGB GeologisUs conducUs on-site inspection/investigation of the proposed site


following the Landfill Site ldentification Criteria and Screening Guidelines based on the
National Solid Waste Management Commission (NSWMC) Resolution No. 64, Series of
2013 "Adoption of Modified Guidelines on Site ldentification Criteria and Suitability
Assessment Procedure for Sanitary Landfills":

IV. DEFINITION OF TERMS

. GEOLOGIC - refers to
natural and man-induced geological
HAZARD/GEOHAZARD processes that have potential to cause destruction
and pose a threat or risk to man's life and property.

. Environmental - refers to the document issued by the Secretary or the


Gompliance Gertificate Regional Executive Director certifying that based on
(Ecc) the representations of the proponent and reviewed
and validated by the Environmental lmpact
Assessment Review Committee (EIARC)

. Sanitary Landfill - shall refer to a waste disposal site designed,


constructed, operated and maintained in a manner
that exerts engineering control over significant
potential environmental impacts arising from the
development and operation of the facility.

. Solid Waste - Shall refer to all discarded household, commercial


waste, non-hazardous institutional and industrial
waste, street sweepings, construction debris,
ag ricu ltural waste, a nd other non-haza rdous/no n-toxic
solid waste.
