MODULE OVERVIEW:
In this module, you will read principles of law enforcement operations. Also it will orient you
about the importance of operation and the step by step police operational procedure.

Police Operation. It refers to the activities conducted in the field by law enforcement officers as they
“serve and protect”, including patrol, traffic, investigation and general calls for service. Police operation
consist of policies, institutional arrangements, processes and resources for the performance of
policemen main functions.
Patrol- is the backbone of police department, the most important component in any police organization,
not only because it is the largest, but because patrol is in direct contact with the public and presents the
omnipresence of the police in the community.
Patrol is responsible in accomplishing the primary responsibility of safeguarding the community
through the following:
• Preventive enforcement- this will prevent crime through noticeable presence of uninformed
policemen.
• Selective enforcement- although highly mobile it cannot cover all areas, hence, patrol to
selectively concentrate where trouble is likely to occur.
• Traffic enforcement- this refers to proper implementation of traffic laws, rules and regulations
along highways, roads, streets to control mobility of vehicles and pedestrians.
• Responding to emergency calls for service- the patrol force being the backbone and front-liner
in the police service is usually the first at the scene, such as in emergencies of fire, accidents,
drowning, attempted suicides, mobs and riots, etc.
• Routine calls for service- responding to complaint either through the phone, in person or in
writing or any other means.
• Courtesy calls- the reason for this, is the fact that the police agency is a service agency.
• General information- assisting a tourist in locating a friend.
• Preservation of evidence- protecting crime scene before formal investigation is done.
• Making reports- gathering and reporting information regarding criminal activities, missing
persons, recovered articles
Police Blotter
➢ A police blotter is 18x12 log book with hard bound cover that contains the daily register of all
crimes incident reports, official summary arrests, and other significant events reported in a
police station.
➢ Electronic Blotter- is a computerized system that is now being used in Davao City Police Office
which was accepted by the courts, prosecutors’ office and public in general.
Police Uniform
➢ All members of the police force reporting for duty shall wear the proper uniform; the same shall
be clean-shaven, neat and clean. The uniform shall conform to the regulation prescribed by
higher authority and shall be clean, well pressed and neatly and button.
➢ Every police men on the beat, either on board a mobile car or on foot patrol must carry with him
at all times a police notebook and a pen.
Inter-Unit Coordination
➢ Team Leaders of Local Police Units operating outside their territorial jurisdiction, and National
Support Units shall coordinate personally or through an official representative with the
concerned territorial Police Office within whose jurisdiction the operation will be conducted
using the prescribed Coordination Form prior to the launching of the operation, except in cases
where the inter-unit coordination through the written form cannot be made due to the nature
or urgency of the situation such as but not limited to cross jurisdictional pursuit operation.
➢ Hot Pursuit Operation- shall mean an immediate, recent chase or follow-up without material
interval for the purpose of taking into custody any person wanted by virtue of a warrant or one
suspected to have committed a recent offense while fleeing from one police jurisdictional
boundaries that will normally require prior official personal inter-unit coordination but which
the pursuing unit cannot at that moment comply due to urgency of the situation.
