This document provides assessment criteria for speaking ability at CEFR level C1. It evaluates candidates on four criteria: range and accuracy, fluency and coherence, pronunciation, and communication strategies. For each criterion, it describes the abilities expected at different score levels from 1.0 to 0.0, with 1.0 being the highest level of proficiency and 0.0 insufficient for assessment. The highest levels require a wide range of grammar and vocabulary, seamless speech, natural pronunciation, and sophisticated communication strategies. Lower levels show more hesitation and errors.
