Signatories: Kingdom of Saudi Arabia, Mongolia, United Kingdom of Great Britain and
Northern Ireland, United States Of America, Republic Arabic of Egypt, Republic Islamic
of Pakistan, Republic of Chad, Republic of France, Republic of Madagascar,Republic of
India , Russian Federation
Approving that The World Health Organization (WHO) has announced the outbreak of
novel coronavirus, SARS-COV2 thus indicated the starting of deadly pandemic in the
beginning of 2020 and urged nations to close international borders and to follow
protocols,
Deeply regretting that the nations were not prepared for an outbreak regardless of the
warnings by scientists,
Bearing in mind that the fact that low income countries and middle income countries
might become stranded as high income countries race to secure as much doses as
possible, something that happened during the H1N1 pandemic has led to countries to
propose the formation of COVAX facility to ensure the equal distribution of vaccines
globally,
Convinced that the COVAX facility is managed by GAVI, funded by CEPI and also
supported by WHO,
Aware of the sudden formation of new variants such as the Delta variant and B.1.1.7
variant and the less possibility of the vaccines available to be fully successful
combating the variants,
Expressing its regret that despite the formation of COVAX facility, there are still
countries which has not even received one dose of vaccine,
Disturbed by the fact that The Coalition for Epidemic Preparedness Innovations (CEPI)
has kept its agreement less transparent and thus confusing the vaccine manufacturers
and companies regarding the funding of COVAX facility,
Expressing its disappointment that more than half of the population from high income
countries such as the United States are fully vaccinated while some low income
countries have not even received its first dose of vaccine,
Expressing its appreciation that GAVI and CEPI are leading the COVAX facility to
contribute to the equal global distribution of vaccines regardless of the ability to afford,
Aware of the sudden increase in the global cases and mortality rate due to the variants
and thus delaying the process of vaccine distribution as per the situation in India,
Expecting high income countries to purchase jabs through the COVAX facility which
enables the countries to secure vaccines and also fund to donate vaccines to
low-income countries and middle income countries to vaccinate at least 20% of their
adult population,
Confident that nearly 8 vaccines considered successful, added to the COVAX facility will
be able to fight against the initial virus and the variants as well such as AstraZeneca
and Pfizer which have been proven to have the possibility to fight against the variants,
Deeply disappointed that The Serum Institute of India ( SII ) could not donate the
promised number of doses to COVAX due to the instruction by The Indian Government
to focus on the domestic distribution and thus has led more than 64 low-income
countries relied on Covishield ( Indian version of AstraZeneca) to be added into the
waiting list and being delayed in the vaccination process,
Bearing in mind that domestic distribution has become a barrier for vaccine
manufacturing countries from proceeding to global distribution especially the ones with
high human population,
Declaring its satisfaction that The Health Department of The United States has donated
1.6 billion US Dollars for the research and production of Novavax to purchase the
vaccines bilaterally in return,
Affirming that Guinea is the first country to receive jabs through COVAX which indicates
a great start,
Alarmed by the fact that COVAX has not donated the number of doses it promised to
the low-income countries and high income countries in around May and June as it
promised which makes countries to worry about the possibility of COVAX becoming a
failure,
Desiring that the data collection and tracking of vaccination distribution by COVAX
becomes more efficient as it is quite challenging to COVAX as a global platform alone to
keep track of jabs transportation globally which might lead to the delay in the process,
Aware of the fact that the youth and children are becoming more vulnerable to the new
variants of the novel coronavirus which is a huge threat to the human population as the
health of the upcoming generation plays and important role in the global health in the
future,
Deeply regretting that several African countries could not proceed with the vaccination
process even though they have received the vaccines due to the inability of COVAX to
distribute the doses required for the second dose of vaccination process in the given
period of time as any delay in the second dose will make the first dose to be less
effective,
Expressing its opinion that lack of facilities in low income countries to store the jabs is
delaying the vaccine roll out to rural areas,
Emphasizing the inability of refugees and illegal immigrants in receiving vaccines can
also be detrimental to global health as no one is safe until everyone is safe,
Desiring that conspiracies regarding the virus being a bioweapon and the vaccines are
meant to be detrimental to human health should be eradicated,
Confident that the vaccines can be a tool to fight against the pandemic and is not meant
to be detrimental to human health just because the jabs cause some ordinary side
effects such as body ache and fever,
Expressing its disappointment that those in the rural areas are still less informed about
the virus and the vaccines,
Emphasizing that the social medias performing as platforms for the spread of fake news
and misinformation regarding the vaccines and thus costing the public’s trust towards
the vaccines and the government,
1. Calls for creating new massive information techniques to teach about the positive
effects of being vaccinated against COVID-19 and the real side effects, dispelling the
myths:
a) Through didactic communication campaigns, based on emotions and reality that
merit the deadly results caused by this virus,
b) Enlist trusted sources to get the information to avoid confusion among people
2. Calls upon all mass social media to integrate systems that detect if a publication has
released anything false regarding the SARS-CoV-2 in their apps and not allow its users
to share information without first having it read completely,
5. Encourages to provide its social networks and other means of communication for
educational purposes with a global reach,
10. Expresses its hope on the acceleration of the manufacturing patenting process in
local vaccine manufactures so that the local manufacturers can focus on the domestic
distribution,
11. Expressing its appreciation to the countries that have agreed to unite forces and
pressure the patents processing and the collaboration to ensure the effective
distribution,
12. Authorizes “Vaccine Tourism” in which all people from every country can access the
signatories of this resolution and get the vaccine regardless of their nationality, and
because it’s a control measurement we will have track of how many people are
vaccinated in each country, Republic of India, Republic of Madagascar, Islamic Republic
of Pakistan, United States Of America, French Republic, Kingdom of Spain, Russian
Federation, Arab Republic of Egypt, Kingdom of Saudi Arabia, and United Arab
Emirates,
13. Approves the formation of sub portfolios of COVAX for each region,
Form COVAX America to connect COVAX facility with the donors,
a) Form COVAX Africa and COVAX Asia to connect the COVAX facility with the
funded countries and keep in track of the vaccine distribution,
14. Encourages All the nations to buy and donate vaccines directly through COVAX to
avoid any disagreement,
15. Approves the creation of an economic fund for the acquisition of vaccines against
covid-19,
16. Endorses to make an international appeal for countries where there is more access
to vaccination rate to delay their vaccination process so the new shipments can
go directly to the next in the waiting list bearing in mind the countries with highest
mortality rates due to this virus,
17. Further invites the vaccine manufacturers to collaborate better to ensure the
effective distribution, and all can focus on the access to the patents of vaccines:
a) Nations next to each other can collaborate on sharing patent contents and
technology for vaccine production,
b) The main vaccine manufacturer in a country can share the patent with the other
local manufacturers,
c) The main vaccine manufacturers in the COVAX facility can conduct meetings to
discuss what went wrong and what was successful with each of the vaccines
such as Pfizer, Modena , AstraZeneca and Covishield so that they can work
together to produce one final successful permanent vaccine,
18. Draws attention to the nations that have persuaded the main vaccine companies to
sign bilateral agreements:
a) Form authoritative body under the COVAX facility to persuade countries to join
COVAX and request to secure vaccines via COVAX instead of via bilateral
agreements,
19. Further invites to make an agreement with all the vaccines companies to be
transparent about the destination of all their doses and public,
