III. PROJECT JUSTIFICATION


1. Project Background

Brgy. Balangibang, a barangay in the municipality of Polangui, is a flood-prone


area with large amount of water that runs over the ground that can cause loose
soil, rocks, and landscape can be dramatically altered, leaving behind a rugged,
changed terrain. Hence, residents need a structure that will protect lives and
properties and ease the transportation during rainy days, improve the quality of
life, health and sanitation due to frequent flooding.

2. Goal
Reduce flood damages and risks among structures and safeguarding lives
3. Purpose
To lessen harm to physical infrastructure and help to ensure continuation of
communities' economic and social activity
4. Project Output
Adopting the flood control design & specifications and engineering approach as
per Department Order
5. Project Activities
The project involves rehabilitation/improvement of flood mitigation structure
consisting of stone masonry, concrete slope protection, gabion and sheet piles.
6. Project Linkages
The project is under DPWH Local Programs in coordination with the concerned
Local Government Unit/s (LGUs)

V. PROJECT BENEFITS AND COSTS


1. Beneficiaries
The residents of the immediate influence areas that are directly traversed by
the proposed project
2. Social Benefits
Upon completion, the projects are expected to reduce potential safety hazards,
guarantee personal safety, and facilitate increase of living quality. The
implementation of the projects may also increase employment opportunities
which is directly reflected in the employment in the stage of project construction
and indirectly reflected in the continuation of communities' economic and social
activity
3. Economic Benfits
Upon implementation, the project will protect the road network layout, improve
current traffic condition during rainy days, promote the society and economy to
develop in the area along the concerned project sites, and directly drive regional
economy to grow and change the economic condition of the areas. Project
construction can also further enhance the accessibility of each place in the areas
influenced, and strengthen mutual contacts between the tourism industry,
culture, education, and business; for the purpose of driving regional economic
development.
4.Social Costs

Partial land will be occupied, and some houses will be relocated or demolished,
thus will incur social costs, mainly from disturbance cost for the relocation of
project-affected persons and for right-of-way (ROW) acquisition.
