Delinquency and Crime among Youths in the Province of Agusan del Sur

Juvenile delinquency is one of the long major problem and prevalent problem of the

country, Philippines. According to the Philippine National Police-Women and Children

Protection Centre, the number of juvenile delinquents in the country had increased from 10,388

in 2017 to 11,228 in the year 2018 (Ng and Lachica,2019). In an article published by Pauline

Macaraeg (2019), majority of the offenders who were also called “children in conflict with the

law” were at the bracket aged of 16-17 with 53%, followed by 12-15 years old with 32%, and 9

to 11 years old. Furthermore, the rise of number of crimes were also recorded from five (5) in

2016, twelve (12) in 2017, to 1,035 cases in the year 2018 done by the children in conflict with

the law. In Manila, children aged 12-13, and even 10 years old were the operators of a drug and

sex den (Ng and Lachica,2019).

In addition, a total of 2.2 million juvenile arrest wherein 1.7 million cases are referred to

juvenile courts and an estimate of 400,000 youth cycle through juvenile detention centers, and

around 100,000 youth are confined in juvenile facilities in America (Synder & Sickmund, 2008;

Crosby,2017). Leober et. al., (2003) in their findings estimated 181,300 delinquents were less

than 13 years old at the time of court intake. The above statements only support the idea that

youths were capable of doing actions that were unnecessary and unlawful.

Republic Act 9344 also known as the Juvenile Justice and Welfare Act defines the

Juvenile Justice Welfare System of the country as a system dealing with children at risk and

children in conflict with the law. The law offers child-appropriate programs and services that

ensure their normal growth and development.


Youth are the treasure of one family and of the country. More so, the family together with

the public had an integral part to play in molding the children holistically. However, due to some

conditions, children deviate from the norms of the society and become in conflict with the laws

of the land. They became delinquent individuals as a pattern of bad or disruptive behavior just

like bullying and deceitfulness, leading to more serious anti-social activities. If not corrected, bad

juvenile behavior can have far-reaching ramifications, such as serious bodily injury, arrest or

death, for both you and your teen.

This study was undertaken with the end goal of knowing the reason nor the factors that

contributes to the delinquent behavior of an individual. Hence, the researchers were committed

in finding the root cause of the problem as a way of contribution to the society and as a means of

giving additional outputs in the development of programs necessary for youth development and

salvation. Moreover, this will also enlighten all public and private institutions that their actions

may contribute the way the child is to be developed. None the less, gives them to courage to

come up nor support programs and projects that addresses youth problems and youth

empowerment.

Statement of the Problem

This study aims to find out the factors affecting delinquency and crime among youths in

the province of Agusan del Sur. Specifically, it will answer the following question:

1. What is the demographic profile of the respondents in terms of?

1.1 age;
1.2 sex;

1.3 address; and

1.4 socioeconomic status?

2. To what extent does delinquency is affected by the following:

2.1 internal factors; and

2.2 external factors?

3. What are the crimes committed by youth in the province of Agusan del Sur?

4. Is there a significant relationship between delinquency and crime among youths in the

province of Agusan del Sur?
