0 BACKGROUND

In recent years in Tanzania enrollment of students in primary and secondary schools have increased
twice after the fifth regime to come up with the strategy of free education because school fees and
other contributions to be seen as hindrance to many parents to send their children to school. The
strategy has led to increase of population of students in classes of both primary and secondary schools
owned by public.

In spite of free education public schools students still face the challenge of poor performance in final
exams compared to private schools especially form four leavers particularly in Manyoni district
council the number of students qualifies to join high level schools and technical schools is still low
particularly to students from rural areas.

2.0 THE PROBLEM AND JUSTIFICATION

Poor examination perfomance among the secondary schol students in Tanzania remains the major
challenge in education sector particularly in Manyoni district council. The statistical data obtained
from documentary search indicate that an average of ,,,% secondary school leavers in Manyoni failed
comletely in final examination in every year from 2018 to 2020.

Inspite of different strategy taken by the government to ensure public schools increase high
performance but performance has continued to be unsatisfactory in Manyoni and in Tanzania at large
due to many chalenges such as lack of qualified teachers, lack of enough textbooks, overcrowded
classes and lack of hostels for students especially girls students.

To sum up the above challenges, Manyoni district council has to come up with a strategic plan that
will be used as a road map to tackle the mentioned challenges and led to high examination
performance in primary and secondary schools, and from there the number of students who qualifies
to join high schools and other technical schools is expected to increase.

3.0 PROPOSED INTERVATION

 Improving the quality of education at all levels, especially availability of textbooks,


laboratories, and school desks. Improvement of eduacation is pushed by the availability of
adequate and qualified teachers and conducive learning envirnment.

 Curriculum which is relevant to the desired needs of the targeted benefiaried

 Improving the education and training policy and other strategies like skills development.

 Improving access to education at all levels for learners with disabilities

 Increasing financial or capitation grant to all subsectors


 Improving teacher’s services including housing and other incentives.

 Increase a number of students who qualifies to join high schools and technical institutions
in Manyoni District Council.

7.0 PROJECT ACTIVITIES

The activities for each objectives are as follows

Objective 1: Improve learning conditions

Activity 1:1 Sensitization of stakeholders

2:1 Identification of areas of concentration

3:1 Provide food at schools

Objective 2: Increase and improve vocational institutions


Activity 1:2 Increase teachers especial for science subjects

2:2 Provision of learning materials

3:2 Constructions of classes and hostels

Objective 3: Support access to education by orphans living with elders

Activity 1: 3 Provision of scholarship to students from poor families

2:3 Inclusion of poor families in Tanzania Social Action Fund(TASAF)

8.0 EXPECTED RESULTS

 Increase of high performance in final examination in Manyoni district council

 Increase of students to join high schools and other vocational institutions

 Reduce early pregnance to girls student

 To have qualified and competent manpower

 Increase of self employment opportunities.

9.0 PROJECT MANAGEMENT AND GOVERNANCE

The project will be under the office of honorable member of parliament for Manyoni East
constituency working hand in hand with the office of District Executive Director and officials
of education department and other stakeholders.
