Reference is invited to the notification for appointment of Meritorious Sports persons in Department of
Posts, issued vide this office notification no: R&E134-312015-2019/Sports Quota dated 03.08.2020, advertised in
the Employrnent News on25.07.2020 (Corrigendum published on 08.08.2020) and in Haryana editions of the
Tribune and the Dainik Jagran on 29.01 .2020.

1. For the Candidates that have applied with respect to this office notification dated 03.08.2020i

1.1 Consequent upon issue of

revised instructions for filling up of vacancies under Sports Quota;
Applications in the prescribed fonnat are invited from meritorious sports persons for the post of Postal
AssistantlSorting Assistant, Postman/Mail Guard, LDC in PAO and Multi Tasking Staff under sports quota for the
vacancy years 2015-16,2016-17,2017-18,2018, 2019,2020 and2021in Haryana Postal Circle.

1.2 However, tlte candirhles wlro ltave ulreacllt submilted tlteir upplicntions witlt respect to tlte eurlier
notiJication no: R&E/34-3/2015-2019/Sports Quota doted 03.08.2020 (referrerl to as Okl Applicants here
under) and the application complete in all aspects (along with requisite fees) was received in this ffice by due
dates i.e" 02.09.2020 & 08.09.2020 (respectively for normal & rentote regions) through the prescribed mode of
delivery (Speed Post/Regd. Post), need not apply ofresh and tlteir earlier subtrtitted applicatiort sltall be
consirleredfor appointment witlr reference to tlte instunt notification.

1.3 Old applicants may assure that they have sent their applications complete in all aspects along with copy
of fee challan, all other requisite enclosures, sports certificates etc. They must be certain that their application had
reached this office by due dates {i.e. 02.09.2020 & 08.09.2020}. In case the applicant has an iota of doubt
regarding timely receipt of application in this office, he/she can submit a fresh application with respect to the
instant notification as tlte applicalions with respect to lhe earlier notiJicotion, receivetl ufter due dates sltall not
be considered.

1.4 If an old applicant has obtained some sports certificate after submission of his application with respect to
the earlier notification, he/she shall submit a fresh application with respect to the instant notification along with
requisite enclosures, sports cerlificates etc. But in such cases the crucial date of eligibility will be reckoned as per
the instant notifi cation.

1.5 The old applicants willing to apply afresh are exempted from submission of application fee, subject to
subrnission of a copy of earlier fee challan. If the earlier copy of fee challan is lost/misplaced the applicants have
to submit the application fee again and furnish a copy of the fresh fee challan and original receipt along with the
fresh application.

1.6 The old applicants should abstain from subrnitting fresh applications in any scenarios other than
mentioned in Para (s) 1.3 & I .4 above as in tlte event of receipt of two or more applications from a single
upplicanl, tlre fresh application will be considered for oppoirttmenl and any omissionslerrors in the fresh
application may result in disqualification from appointment.

1.7 All such old applicants that have become ineligible now but were eligible as per the earlier cut off
date/crucial date for determining age limit (i.e.02.09.2020), will be considered for appointment, subject to
fulfilment of other eligibility conditions and that their applications complete in all aspects were received in this
office by due dates (i.e.02.09.2020 &08.09.2020) . However, the candidate who applies afresh with respect to
the instant notification is required to meet the requisite eligibility conditions as per the fresh cut off date.

2. VACANCIES: The recruiting division/unit wise vacancy position in various cadres is as under:

A total of 58 vacancies (25 PA/SA, 14 PostmanMail Guard & 19 MTS) reserved under Sports Quota for
the years 2015-16, 2016-17,2017-18,2018,2019 were notified vide this office notification dated 03.08.2020.
These 58 vacancies are being re-notified in the instant notification along with vacancies reserved under Sports
Quota for the year 2020 and 2021.

3. Last date of receipt of applications in the Office of CPMG Haryana Circle, 107, Mall Road Ambala,
Ambala Cantt - 133001 through Speed Post/Registered Post only is 29.09.202l. Applications sent through any
other medium such as private couriers, unregistered post, ordinary mail and other ffreans and by hand will not be
accepted. This shall also be the crucial date for determining the age limit. acquiring requisite educational & soorts
qualifications not withstanding anythins contained in Para I above.

4. AGE LIMIT (AS ON LAST DATE OF RECEIPT OF APPLICATION):

6 EDUCATIONAL AND OTHER QUALIFICATIONS (as on last date of receirrt of application):

6.1 Postal Asiistant/Sorting Assistant:

a) The candidates must have passed l2tl'Standard or equivalent examination* (Para 6A may also be
referred /o) from a recognized Board or University

c) The candidates will be required to furnish certificate of Basic Computer Training from a recognized
Computer training institute- before issuance of appointment letter. Computer Training Certificates from
Cential Governmint/State Government/University/Boards etc. will also be acceptable for the purpose"
This requirement of Basic Computer Knowledge Certificate is relaxable in cases where a candidate has
studied computer as a subject in Matriculation or Class XII or Higher educational qualification and in
such cases a separate certificate will not be insisted upon.

6.2 Postman:

a) 12tl' standard pass from a recognised Board'

b) Knowledge of local language (i.e. Hindi). The candidate should have studied local language (i.e. Hindi) at
least up to l0''' standard.
c) The person appointed to the post of Postman shall acquire a driving license to drive two wheeler or three
wheeler or light motor vehicles within a period of two years from the date of his appointment. However,
the person with disability shall be exempted from the requirement of driving license.
d) A candidate not having valid driving license at the time of appointment shall not earn periodical
increment in pay till production of such license or for a period of five years from the date of appointment
whichever is earlier and after production of such license or expiry of such five years period, pay shall be
restored prospectively to the level pay would have reached had periodical increment in pay was not
withheld and no arrears of pay shall be paid for the intervening period.
e) The candidates will be required to fumish certificate of Basic Computer Training from a recognized
Computer training institute before issuance of appointment letter. Computer Training Certificates from
Central Government/State Government/University/Boards etc. will also be acceptable for the purpose.

6.3 Mail Guard:

a) 12tl'standard pass from a recognised Board.

b) Knowledge of local language (i.e. Hindi). The candidate should have studied local language (i.e' Hindi) at

c) The candidates will be required to furnish certificate of Basic Computer Training from a recognized
Computer training institute before issuance of appointment letter. Computer Training Certificates from
Central Government/State Governmentfuniversity/Boards etc. will also be acceptable for the purpose.

6.4 LDC in PAO:

a) l2tl' Class Pass or equivalent qualification * (Para 6A may also be referred lo) from a recognized Board or
University.

b) The candidates will be required to furnish certificate of Basic Computer Training from a recognized
Computer training institute before issuance of appointment letter. Computer Training Certificates from

6.5 MultiTaskineStaff:

a) 1Oth standard pass from a recognised Board.

b) Knowledge of local language (i.e. Hindi). The candidate should have studied local language (i.e. Hindi) at

(i) As per Ministry of Human Resource Development dated 10.06.2015 published in Gazette of lndia, allthe
degrees/diplomas/certificates awarded through Open and Distance Learning mode of education by the
Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be
Universities under Section Universities Grants Commission Act, 1956 and Institutions of

National Importance declared under an Act of Parliament stand automatically recognized for the purpose
of employment to Posts and services under the Central Government provided they have been approved by
the Distance Education Bureau, University Grants Commission.

(ii) ln case of the candidates possessing equivalent education qualification, such candidates shall also attach
relevant equivalence certificate from the concerned ar-rthorities. The CPMG H Circle reserves the
final decision in

7 SPORTS ELIGIBILITIES.(as of the Ias{,date,of {eceipt gf arrrrliqatiqn):

Appointrnents of meritorious sportspersons will be made with reference to the following criteria:
a) Sportsmen who lrave represented a State or the country in the National or International competition in any
of the garnes/sports listed in Para 8 below.
b) Sporlsmen who have represented their university in the lnter-r.rniversity Tournaments conducted by the
Inter-University Sports Boards in any of the sports/games listed in Para 8 below.
c) Sportsmen who have represented the State School Teams in the National Sports/games for schools
conducted by the All India School Games Federation in any of the games/sports listed in Para 8 below"
d) Sportsmen who have been awarded National Awards in Physical Efficiency under the National Physical
Efficiency Drive.

7.1 No such appointments will be made unless the candidate is, in all aspects, eligible for appointment to the
post applied for, and in particular, with regard to age, educational or experience qualifications prescribed
under the Recruitment Rules applicable to the post, except to the extent to rvhich relaxations thereof have
been permitted in respect of class/category of persons to which the applicant belongs.

meritorious spofispersons related to afore listed 64 Sport Disciplines identified for making recruitment
under Sports Quota whereas in the earlier notification dated 03.08.2020 issued by this office, applications
were called for against 43 identified Sporls disciplines.

10. METHOD OF SELECTION: The Meritorious S poftspersons shall be selected on the basis of sports
qualifications subject to fulfilment of educational qualifications for the posts (mentioned under Para 6
above) and age limits (mentioned in Para 4 above) as on the crucial date of eligibility. The deserving
candidates shall be appointed as per the Guidelines/lnstructions issued vide DoP&T OM no. 1401511176-
Estt. (D) dated 04.08.1980, as amended from tirne to time and consolidated instructions issued by DoP&T
OM no. l4o34l0ll2O13-Estt.(D) dated 03.10,2013. Various instructions for filling up of vacancies under
Sports Quota and clarifications thereof issued vide Postal Directorate letter no. 17-0712011-SPN-I dated
2B.O}.2O2O and of even number dated 06.01.2021 will be adhered to while making appointment of
candidates under Sports Quota.

l0 A The candidates shall be selected in the following ORDER 9F PREFERENQE:

a) First preference to those candidates who have represented the country in an International Competition
with the clearance of the Department of Youth Affairs and Sports.
b) Next preference may be given to those who have represented a State/U.T. in the Senior or Junior level
National Championships, organized by the National Sports Federations recognized by Department of
Youth Affairs & Sports or National Games organized by Indian Olympics Association and have won
medals or positions up to 3'd place. Between the candidates parlicipating in Senior and Junior National
Championships/games, the candidates having parlicipated and won medal in Senior National
Championships will be given preference.
c) Next preference will be given to those, who have represented a University in an Inter-University
Competition conducted by Association of Indian Universities/lnter University Sports Board and have
won medals or positions up to 3'o place in finals.
d) Next preference will be given to those who have represented the State Schools in the National
Sports/Games for School condLrcted by the All lndia School Games Federation and have won medals or
positions up to 3'd place.
e) Next preference will be given to those, who have been awarded National award in physical efficiency

 D Next preference wilI be given to those who represented a State/Union Territory/University/State Schools
Teams at the level mentioned in categories (b) to (d) but could not win a medal or position, in the same
order of preference.

Note l In the event of tie, those who have secured a higher position or won more than one medal will be given
the preference.

Note 3 No preference will be given for winning more than one medal/position.
Note 4 In case of any doubt about the status of a tournament, the matter will be decided by the Department of
Personnel & Training in consultation with Department of Sports and Youth Affairs.
Note 5 The decision of the CPMG Haryana Circle will be binding in all cases.

108 a) No Particular Sport will be given importance and one combined merit list for all the 64 identified
sports disciplines will be prepared. Instead the deciding factor r.vill be the level at which the candidate has
secured position/participated in any sport i.e. Intemational Level, National Level, University Level etc
irrespective of the sport in which the achievement has been made. Hence, all the applicants securing same
level of certificates in either sameldifferent sport shall be treated at same footage. No individual merit list
for a parlicular sport will be prepared.

b) Where two or more candidates have same level of sporls achievement and have same level of
certificates, following criteria will be followed for deciding the position in the merit list:

(D In case oftie, date ofbirth ofthe applicants;

(ii) In case of even tie in the date of birth of the applicants; the name of the applicant in the
alphabetical order.

1I. CRITERIA FOR ALLOTMENT OF DIVISION/UNIT AND CADRE:

The criterion to be adopted for allocation of cadre and division/unit is as under:

a) A candidate will be allocated the cadre and Division/unit on the basis of her/his merit, order of preference
of Division/unit and vacancy available in Division/unit at her/his turn.

b) Person with disability (PWD) candidates irrespectively of their ranks wi[[ be allocated first followed by
the candidates ofother category as per the vacancy available.

c) After allocation of cadres and divisions to PWD candidates, remaining candidates will be allocated cadres
and divisions in the manner mentioned in (a) above.

d) Allsuch candidates who do not give any order of preference or is not allocated to any of the Division/unit
mentioned in the limited preferences will be allocated cadre and Division/unit subject to availability of
vacancy in the Divisionlunit, after allocation of posts to all other candidates.

12. PROBATION, TRAINING AND OTHER CONDITIONS:

a) Probation: The candidates selected will be appointed and will be on probation for two years.
b) Training: The training will be imparted to the selected candidates as prescribed by the Department.
c) The candidates have to follow all the other rules and regulations on the subject, if he/she is selected
against the sports quota recruitment.

13. PAYMENT OF APPLICATION FEE

a) All the candidates shall have to pay Application fee of Rs. 100/- (Rs. One Hundred only) through e-
payment in the name of HARYANA CIRCLE SPORTS (Biller tD 70101) at any of the computerized post
office in India using Fee Challan Forrn by 18.09.2021.
b) Fee once paid shall not be refunded under any circumstances.
c) Fee paid througli any other mode will not be accepted and such application will be summarily rejected.
d) Out of the three copies of the Fee Challan, one copy will be retained by the Post Office, the copy meant
for CPMG Haryana will be enclosed by the applicant along with his/her application form and the
applicant may retain the candidate's copy for future reference.

14" PROCEDURE FOR PAYMENT OF APPLICATION FEE:

a) Candidates have to visit the site www.indiapost.gov.in or rvwrv.haryanapost.gov.in and print the Fee
Challan available with the Notification.
b) Next, candidates may fill all the required fields in Fee Challan and to go to any nearby computerised Post
Office and pay the required fee i.e. Rs. 100/- (Rs. One Hundred only) through e-Payment.
c) After deposition of fees in Post Offices, candidates will get CPMG, Haryana Circle, Ambala's copy and
candidate's copy. The candidate is required to keep the candidate's copy with him/herself and send
original copy of fee challan meant for CPMC, Haryana Circle, Ambala along with application form.
d) Original Receipt generated by Post Office, where fee credited must be pasted in space provided in the
application form.

15 The copies of the Educational Qualification Certificates, Certificate of Basic Computer Training, Proof of
date of birth, Cornmunity Certificate in respect of SC/ST/OBC/EWS/PH, Proof in respect of Sports
qualification/achievement, copy of Driving License of two wheeler or Light motor vehicle in case of
Postman cadre and any other document required for the recruitment, duly self attested or attested by a
Gazetted Officer and Original Fee Challan and Original Receipt generated through Post Office should be
sent along with the duly filled in application fonn.

15 A ORIGINAL CERTIFICATES SHOULD NOT BE SENT.

158 No subsequent requests for addition/incorporation of fee cl-rallan/receipt, certificates or any other
documents with an already submitted application, will be entertained. Hence, a candidate should ensure
that his/her application is complete in all aspects and all requisite enclosures have been enclosed
thereof before submission of the same to this office.

c) Furthermore, each candidate may prefer single application while stating Post wise preference (among the
five notified cadres) in Para 2 (xvii) of the Application form. instead of submitting individual applications
for differed cadres/posts.
d) The candidate slrould fill up all the fields of the Application form.
e) One envelope should contain one application only.
D Application received by the means other,than Speed Post/Registered Post shall be rejected straightway.
g) Application witl,out fees is liable to be rejected straightway.
h) Application received without original copy fee challan meant for CPMG, Haryana Circle, Ambala will be
rejected straight way.
i) Original certificates should not be submitted. Copies of all the required documents and certificates duly
self attested or attested by a Gazetted Officer shor-rld be sent along with the application form. The

certificate willnot be accepted. In case of EWS candidates, application received without EWS certificate
will be straightway rejected.
o) Applications received after due date will be rejected straightway, whatever may be the reason for delay.
p) A11 mandatory fields of application must be duly filled up otherwise the applications will be rejected
summarily. No intimation will be sent in this regard and no request for revival will be considered.
q) No correspondence in person, e-mail, telephone etc. will be entertained.
r) The selected candidates shall be posted anywhere in Haryana Circle.
s) The date on which tl,e application is received in this office will be reckoned as date of application
submitted by the candidate.

i. Person who has entered into or contracted a marriage with a person having a spouse living; or
ii. Person who, having a spouse living, has entered into or contracted a marriage with any person, shall not
be eligible for appointment to the said posts provided that:

The Central Govemment may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and there are other grounds for so doing,
exempt any person frorn the operation of this rule.

19. DISCLATMER:

a) Success/Proficiency in any of the Game/Sport confers no right to appointment unless the department is
satisfied after necessary enquiry that the candidate is suitable in all respects for appointment to the post.
b) In case suitable candidates are not available in any of the approved Sport Disciplines, the department
reserves the right to not consider such Games/Sports.
c) The Depatlment reserves the right to cancel the recruitment, if so warranted and the Department will not
be liable to return the fee or any other compensation to the applicant.
