Case Analysis on Learning and Development Skills: Issue on the acquired


master’s degree program as being used for promotion of Teachers in Schools
Division of Zamboanga Sibugay

Introduction:

Learning is a never-ending process. It does not stop after completion of a degree

and having a career. Through continuing education, career-focused individuals can

constantly improve their skills, knowledge, expertise, and other characteristics. In

education administration aspect, it is particularly important for educators to pursue

professional development, not only to be more effective and efficient in other various

aspects of their work but also to ensure the best learning outcomes for their students.

Furthermore, having acquired professional development like master’s degree can be a

useful tool in the pursuit of acquiring a higher position or promotion. However, when

pursuing professional enhancement, field of specialization must also be taken into

consideration because it provides positive impact on both the educators and the

learners.

Issue:

In the Schools Division of Zamboanga Sibugay, there is an issue noted on the

acquired and earned master’s degree of teachers as being used in applying for

promotion. Presently, majority of the teachers have earned Master of Arts in Education

(MAED) major in Educational Management, which is supposed to be intended for

administrators, instead of master’s program which concentrate to their specific field of


specialization, like Master of Arts in Education (MAED) major in English. There is a kind

of misalignment on the chosen program for professional enhancement of teachers to its

actual field work specialization. This maybe because it is the easiest way of earning

master’s degree. And this has been used as strong credential for applying promotion

since one of the qualification standards for teaching promotion only requires a

completion of academic requirements in Master’s degree or Master’s degree as

specified in DepEd Order No.66, s. 2007 or the Revised Guidelines on the Appointment

and Promotion of Other Teaching, Related Teaching and Non-teaching Positions.

This negatively affects both the teaching efficacy of the educators and the

learning quality of the students because there was no enhancement on the field of

specialization occurs though they have undergone professional development schooling.

As evidence, the result on the overall National Achievement Test (NAT) scores for

Grade 6 and Grade 10 for 2017 and 2018 which are 39.95 and 37.44 and 44.09 and

44.59, respectively showed the lowest ever scores in history of Grade 6 NAT while for

Grade 10, the 2017 mean percentage score (MPS) was the lowest ever while the 2018

is the third lowest (Albano Jr., E.2020).

Solution/Recommendation:

In this case analysis, it is recommended that the management of the Schools

Division Offices of Zamboanga Sibugay must craft an additional guideline or policy as a

supplement of DepEd Order No. 66, s. 2007, particularly on the educational requirement

aspect, specifying that earned degree must be strictly related and relevant to its field

work specialization. This will compel teachers who are aiming for promotion to take

professional development programs that are aligned with their field of specialization.
Through this, skills, knowledge, expertise enhancement and even teaching techniques

will help both the teachers and the learners.
