BACKGROUND
The three year programme document was originally elaborated in order to establish an overall
strategy and frame for DRC’s activities in Somaliland with the aim of contributing to a sustainable
reintegration of refugees and IDP’s in Somaliland.
In the programme document it is stated that a midterm review can be conducted. We are now half
way through the three year strategy, and it is felt from both the office in Hargeisa as well as DRC in
Copenhagen that an internal review is needed to assess whether the current strategy as
formulated in the immediate objectives as well as the outputs, the capacities and methods within
the organisation as well as the structure of the organisation are still the most appropriate to
working towards the overall objective.
The need for an internal review is based on a series of relatively negative observations with regard
to the formulation of the programme strategy and the actual implementation.
Our immediate objectives are not clear - it will not be possible by the end of the programme to
assess whether or not the immediate objectives have been achieved. The objectives are not
satisfactory as management tools.
The logframe is not used as a management tool.
There is no system in place to monitor effects / impact
No baseline information available to measure achievements
Our method to identify new activities and to establish local ownership - the ABNCA, seems only
to work occasionally as the identification of our programme activities to a great extent are driven
by staff skills rather than community needs.
DRC implements an income generation component without much knowledge on urban and rural
livelihoods.
Poor focus of the capacity development component.
The capacity building component consists to a large extent of building of community
infrastructure.
METHODS.
As the review is only meant for internal learning, all parts of the review will be conducted together
with the DRC staff.
With regard to assessments of effects and impact the review will be conducted jointly with
beneficiaries.
Methods:
1. Does the ABNCA secure that the right structures are built in the right places?
2. Does the ABNCA secure ownership / sustainability?
3. Could the ABNCA approach be expanded to empower the communities to make their own
plans?
4. Does DRC have the necessary capacities to apply ABNCA?
