TERMS OF REFERENCE FOR THE


INTERNAL REVIEW OF DRC’s
Community based integrated rehanilitation programme for Somaliland
April 2002

BACKGROUND
The three year programme document was originally elaborated in order to establish an overall
strategy and frame for DRC’s activities in Somaliland with the aim of contributing to a sustainable
reintegration of refugees and IDP’s in Somaliland.

In the programme document it is stated that a midterm review can be conducted. We are now half
way through the three year strategy, and it is felt from both the office in Hargeisa as well as DRC in
Copenhagen that an internal review is needed to assess whether the current strategy as
formulated in the immediate objectives as well as the outputs, the capacities and methods within
the organisation as well as the structure of the organisation are still the most appropriate to
working towards the overall objective.

The need for an internal review is based on a series of relatively negative observations with regard
to the formulation of the programme strategy and the actual implementation.

These observations include:

 Our immediate objectives are not clear - it will not be possible by the end of the programme to
assess whether or not the immediate objectives have been achieved. The objectives are not
satisfactory as management tools.
 The logframe is not used as a management tool.
 There is no system in place to monitor effects / impact
 No baseline information available to measure achievements
 Our method to identify new activities and to establish local ownership - the ABNCA, seems only
to work occasionally as the identification of our programme activities to a great extent are driven
by staff skills rather than community needs.
 DRC implements an income generation component without much knowledge on urban and rural
livelihoods.
 Poor focus of the capacity development component.
 The capacity building component consists to a large extent of building of community
infrastructure.

PURPOSE OF THE REVIEW.


Assess whether the current strategy as formulated in the immediate objectives and outputs, the
capacities and methods within the organisation, as well as the structure of the organisation are
appropriate to working towards the overall objective.

OUTCOME OF THE REVIEW


The outcome of the review will be a set of recommendations on a revision of the strategic
document, recommendations for capacity development within DRC as well as recommendations
for changes to the structure of the organisation.

METHODS.
As the review is only meant for internal learning, all parts of the review will be conducted together
with the DRC staff.

With regard to assessments of effects and impact the review will be conducted jointly with
beneficiaries.

Other stakeholders in Somaliland as well as in Nairobi will be consulted.

SCOPE AND FOCUS

It will be attempted to answer the following questions during the review:

Strategy and implementation of the programme document:


1. are the three immediate objectives in the programme document the most relevant to achieve
the long term objective?
2. Is it logic to work with three immediate objectives that are separate from the three main pillars of
the programme?
3. Should the current LFA be revised?
4. What is DRC’s timeframe for Somaliland?
5. Does the current strategy fit the current situation in Somaliland (development/emergency)
6. What could be done to upgrade DRC’s monitoring system?
7. INFRASTRUCTURE:
 how to ensure sustainability and proper use of structures?
 Is DRC too limited in terms of which structures can be built?
 Could DRC meet more needs with the same money through a different approach?
 Does DRC have the capacity to go into other areas of infrastructure?
8. INCOME GENERATION:
 How to use the IGA review?
 Should DRC expand further than the IGA review recommends?
 Does DRC have the capacities to expand to other types of IGA?
 Where does the production of alternative building materials fit in?
9. CAPACITY DEVELOPMENT:
 How is capacity development defined and made operational under the current programme?
 What should be the focus of the capacity development component?
 Does DRC have the capacity to carry out the capacity development component?

Methods:
1. Does the ABNCA secure that the right structures are built in the right places?
2. Does the ABNCA secure ownership / sustainability?
3. Could the ABNCA approach be expanded to empower the communities to make their own
plans?
4. Does DRC have the necessary capacities to apply ABNCA?

Structure:
 Does DRC have the right structure to carry out the programme effectively?
