I.

EXECUTIVE SUMMARY

The area is covering the Western part of Butuan City which is under the
jurisdiction of Butuan City Police Station 3. Along with the rising economic growth of
the city, the area caters migrating employees and workers from other provinces. As
the development expands, indeed the peace and order is affected and that requires
a boundless public service.

Butuan City Police Station 3 consists of ten (10) rural barangays which is
likewise composed of number of puroks and sitios in each barangay. It has a total
land area of 6, 642.8897 hectares, compulsively with wide area of agricultural,
forestall, and coastal area. It registered a total population of 63, 489 to exclude the
temporary migrants and these consecutively outnumbered the PNP personnel
assigned at the station which is manned only with two (2) PCO’s and fifty-five (55)
PNCO’s that shows 1:1113 ratio to Police and Population.

The area of responsibilities is confronted with insurgents-the GF4 and facing


the challenge on criminality. Despites of the great challenge, generally, peace and
order situation remains manageable and is properly suppressing the threats posed
by the lawless elements. With the effort exerted by the station, the efficiency on
crime resolution rises and that contributed to the continuous development in the
area.

The western area of Butuan is definitely progressive and became the gate of
all local and foreign tourists through the Butuan airport located at Brgy Bancasi. The
business industry is continuously in progress that contributes much to the economic
growth of the city. To mention some, the biggest department store in CARAGA-
Robinson Mall, Samping Avenue, other big companies and agricultural investments
are situated in the area.

The vision of having a peaceful place, live, and do business is actually at


hand and will continue to strive harder in achieving the mission.

II. INTRODUCTION

As the Butuan City Police Office adopted the mandate and passed the
initiation stage, this office had started the cascading with the personnel.

A. History of Butuan City

“In the beginning, there was no Philippines but there was Butuan” located at
the Northeastern part of Agusan Valley sprawling across the Agusan River is Butuan
City, known for its colorful history and culture. BUTUAN is the term believed to have
originated from the sour fruit “Batuan”. Others opined, it came from a certain
“DatuBuntu-an”, a Tausug chieffain who once ruled Butuan and opted to return to

Tawi-tawi than be Christianized by the Spaniards. Scholars believed, it came from
the word “But-an”. This literally means a person who has sound and discerning
disposition. Whichever theories are said about them, Butuan continues to live on.

Butuan’s History, culture, arts and people date back to the 4 th century as
showcased in museums which makes Butuan an exciting source of cultural artifacts
in Mindanao.

As early as the 10th century, according to the Chinese Song Shi (History),
people from Butuan had already established trading relations with the kingdom of
Champa in what is now South Vietnam. By the 11 th century, Butuan was the center
of trade and commerce in the Philippines. The best evidence to prove this fact is the
discovery of 9 balangays (The BUTUAN BOAT) and other archeological finds in the
vicinities of Butuan City, particularly in Ambangan, Libertad near the old EL RIO de
BUTUAN and MASAO River.

Welcome to a City that has seen over 1,683 years of recorded history! Masao
River, a kilometer away from barrio of Libertad. Finding the Place less ideal because
of the Flood, the people moved to Baug, now the municipality of Magallanes, at the
mouth of the Agusan River. They again transferred to Lapaca, now known as
Linungsuan in Barrio Banza about five kilometers inland of Agusan River. Still
troubled by floods, the people once more settled, this time in the present site of the
city proper.

A description of Butuan is not complete without infusing it with the significance


of the Agusan River and its tributaries that provide the valley with rich soil from
periodic floods. Its serpentine route through the city and two Agusan provinces
provided the people with easy means of transportation for trade and commerce
encouraged settlement along its banks. The Agusan River greatly helped the
booming of the “Logging Industry” which earned Butuan the name “Timber City of the
South”.

Butuan City sprawls across the Agusan River nine kilometers from its mount.
Towards this, to the north and seaward, run fertile Ricelands. Halfway around the
city to the southwest, roll the gently sloping hills over Mount Mayapay. To the east,
the majestic Hilong-Hilong and Diwata mountain ranges protect the entire valley from
fierce Pacific storms.

It is very difficult to pinpoint the exact time when the name Butuan first
emerged. Certainly, the name Agusan came into being upon the creation of the
province in 1914. Before this, the entire area had been known as BUTUAN, as can
be borne out by old historical records.

Butuan City has a total population of about 333, 100 (per 2010 census) with a
land area of 81, 728 hectares (3 rd biggest city in Mindanao with 27 urban barangays
and 59 rural barangays.

Butuan City under the leadership of Hon. Ferdinand M. Amante, Jr., City
Mayor became the 5th richest city in Mindanao with an annual gross income of
P1,238, 717, 499.75, based on the 2011 report of the Commission on Audit (COA).

B. Tourist spots in the area of responsibility

1678 years old. This wooden
plank-build and edge-pegged
boats average 15 meters in length
and 3 meters wide across the
beam. To date, 9 Balangays have

Ambangan, Libertad sites. Three
have been excavated and others
are still in Situ.

C. Butuan City Police Station 3

In the year 1990’s there were lots of changes and development in the
police department of Butuan City as it started to grow in population and economic
status. The Butuan City Police Office formerly categorized and named as Butuan
City Police Station which was composed of four (4) sub-stations located at Brgy
libertad, Brgy Ampayon, Brgy Tungao and Langihan all of Butuan City.

The conitnouos progress of Butuan City made a great change to the


Butuan Citly Police Station. The new political status and as it was classified as
highly-urbanized city, it led to the changing of its name from Butuan Citly Police
Station to Butuan Citly Police Office. By domino effect, sub-stations became Police
Precincts and one of these is the Western Police Precinct located at Brgy Libertad in
the year 1994.

When the CARAGA Region was separated from Region 10, where
Butuan City was transfered to the newly formed Police Regional Office 13 based at
Brgy Libertad, Butuan City and during the Incumbency of PCSUPT Antonio Nanas
as Regional Director of PRO 13, Western Police Precinct was renamed as Butuan
City Police Station 3.

In the year 2013, during the incumbency of PSI Butuan City Police
Station 3 was transferred from Brgy Libertad to Brgy Ambago, Butuan City.

Presently, BCPS3 has firty-seven (57) personnel composed of two (2)


PCO’s and fifty-fivr (550) PNCO’s. (See tab )

The present strength of this office has a Police-Population Ratio of


1:113 which is far beyond the 1:500 ideal ratio. Thus, this office is short of 70
uniformed personnel to serve the 63, 489 people in the area of responsibilities
(excluding the transients and students who are not residents).

The station is now embracing the full responsibility in making the


western part of Butuan City peaceful and constantly stands as the frontline of
orderliness.

D. Seminars, workshops, Conference, Meetings Conducted

To fully understand the Performance Governance System and align all


operational activities with the Integrated Transformation Program, BCPO along with
the representatives from station participated the ONP Patrol Plan 2030 on March 21-
23 2012 at Goat 2gether Hotel and Restaurant, imadejas subdivision, Butuan City.

After BCPO had passed the initiation stage, immediately this station
conducted cascading to the personnel and formed the Technical Working Group to
formulate the tactical dash boare. (See attached TAB “ ”)

III. Elements of the stage

A. Narrative of the Elements

1. Formation of Technical Working Group (TWG)

Under Special Order Number 23 issued by PSI CAROL UYANGUREN


JABAGAT, BCPS 3 Officer In-Charge July 01, 2014, the members of Butuan City
Police Station 3 Technical Working Group were chosen. PSI CAROL UYANGUREN
JABAGAT, the BCPS 3 Officer In-Charge, acted as the chairperson with PNCOs
from different sections as members. (see attached TAB “”)

2. Establishment of BCPS 3-SPSMU

BCPS 3 Station Police Strategy Management Unit was activated on


July 01, 2014 with Special Order number 22 issued by PSI CAROL UYANGUREN
JABAGAT, BCPS 3 Officer In-Charge to facilitate the administration and
management of integrated transformation program in Butuan City Police Station 3.
PI SALVADOR D CAGADAS was designated as Chief, SPSMU and SPO4 Abelito G
Relatorres as Deputy Chief, SPSMU.

3. Establishment of Station Advisory Council

Butuan City Police Station 3 organized a Station Advisory Council to


act as an Advisory Body that will provide the much needed external perspectives and
guidance on the key issues and concerns in the PNP. On September 01, 2014, the
Station Advisory Council had its election of officers. (see attached TAB “”)

4. Formulation of BCPS 3 Strategy Map and Governance Dashboard

The BCPS 3 Strategy Map and Governance Dashboard underwent


series of changes prior to its full refinement. Several factors have served as the
foundations and basis of BCPS 3 to construct its strategy map and governance
dashboard.

c. My IP is the Key

Personnel of Butuan City Police Station 3 have their own IP cards


indicating their designation and functions. CODE P redefines the fundamental role
of a police officer through the IP Cards. It is both an internal campaign and a system
that aims to extract the best from the police officer on 24/7 basis.

5. Submission of Quarterly Dashboard Report

The number of accomplishments on joint Police-Community activities


remarkably increased.

Sambayan generates community partnership and community involvement


in crime prevention. Under this effort, this station focuses in organizing various
groups in the community and establishes force mulfipliers to suppress lawless
elements. Sambayan activities include the following: Organizing Anti-Drug Advisory
Council in different barangays, Participation in Special Events; Community
Assistance and Development activities, participation in Sports, Religious Socio
Cultural activities, Counseling Services to Family, Women and Children concern,
Inter-agency linkages meetings, conduct of DARE and livelihood programs, and any
innovation that has an impact to the community beneficial to the Butuan City Police
Station 3 and the whole PNP as well. (see attached TAB “”)

Santinig focuses on the provision of accurate, relevant, adequate and


timely information about the activities and some programs of the PNP and in most
cases, clarifies issues relevant to the PNP by capitalizing different media outlets.
One of the activities is entertaining and answering TV and radio interviews. (see
attached TAB “”)

Butuan City Police Station 3 reorganized and reactivated the BPATs in the
10 barangays covered by the said station which will be utilized as force multipliers.
With the mentoring of the PNP and in coordination with the DILG, the BPATs shall
conduct community-based activities and information campaign in support of the

PNP’s anti-criminality effort, internal security operation, and disaster management
and control program. (see attached TAB “”)

For the period covering January to August 2014, Butuan City Police
Station 3 recorded 531 Index Crimes and 652 Non-Index Crimes with a total crime
volume of 1,183. There was a notable decrease of 6.5% (87 crime incidents) when
compared to the same period last year (CY 2013) with a total crime volume of 1,270.

The decreased of crime incidents was the result of intensified police patrol,
crime prevention awareness programs and putting up strong checkpoints to strategic
places in the area of responsibility.

Police Integrated Patrol System (PIPS) enhances crime prevention and


solution, conduct intensive police beat and visibility, anti-criminality and police
security operations, Oplan Sita Bakal, and other police interventions to reduce street
crimes, motorcycle riding criminals, and other crime incidents with the use of firearm.

Butuan City Police Station 3 is tasked to:

1. Organize Motorized Anti Street Crime Operatives (MASCO) in urban


areas to counter motorcycle-riding criminals.

2. Deploy personnel for police visibility and patrol operatives.

3. Reinvigorate/re-orchestrate the implementation of motor zone
particularly on No Plate No Travel Policy;

4. Prescribe the supplemental guidance for administrative and operational


requirements within the AORs.

5. Provide guidance to all BCPS/BCPSC and Operating Support Groups to


maximize the implementation of check points, police visibility patrols
(foot and mobile), saturation drives and other law enforcement
operations; and

6. Coordinate with the Local Government Units specifically at especially


the level of Barangays in the organization and mobilization of the
community;

Butuan City Police Station 3 actively support the Campaign Plan Samahan
to improve the peace and order in Butuan City by coordinating with the City Peace
and Order Council and other stakeholders in the resolution of conflict and attainment
of lasting peace.

6. Development of Implan to Complan

In line with the development of the Implementation Plan to Communication


Plan, the BCPS 3 formulated its Tactical Dashboard to align with the BCPO
Operational Dashboard and PRO 13 CARAGA scorecard.

BCPS 3 participated in series of seminar-workshops and cascading in


BCPO together with other police stations in Butuan City.

B. PROOF OF IMPLEMENTATION

In consonance with the application for the certification of Initiation Stage


through the implementation of PNP P.A.T.R.O.L. Plan 2030, the following are the
proof of implementation of BCPS 3 towards the realization of better transformation:

D. Major Issues Confronting the Butuan City Police Station 3

Butuan City Police Station 3 encountered problems and issues in its
journey in the implementation of PNP P.A.T.R.O.L. Plan 2030.

1. Insufficient support from external stakeholder

Although the Station Advisory Council was created to assist the BCPS 3 in
the implementation of PNP PATROL Plan 2030, some of the members could not
maximize their support since they have other priorities and duties in their respective
offices. Stakeholders’ partnership and cooperation with the PNP through public
information and dialogue is a very important since it provides the necessary
feedback on the performance of the PNP.

2. Varied level focus, appreciation and ownership from the internal


stakeholders towards the implementation of PNP P.A.T.R.O.L. Plan 2030

As a result of limited cascading efforts, some of the PNP do not have


enough information as regards with the implementation of PNP P.A.T.R.O.L. Plan
2030. To become a A TRULY TRANSFORMED PNP, every personnel must strive
to become the best in everything they do.

3. BCPS 3 views on organizational change

Some personnel are passive to embrace innovations and still prefer the
traditional way of policing system. Personnel who have been serving the PNP are
already contented with their designations and some would even let junior PNCOs do
the work of senior PNCOs.

IV. SCORECARD, BEST PRACTICES, AND OTHER INITIATIVES

A. Unit Charter Statement

Despite the emergence of predicaments, Butuan City Police Station 3 is


proud to present its unit strategy map.

With the blessings of the Almighty God, the BCPS 3 vision statement
reflects its devotion to quality public service, unyielding in purpose and dedication to
live by values and genuine desires to care for the safety and well-being of the
Populace. It illustrates what BCPS 3 commits to achieve by the 2030 in partnership
with a responsive community.

The Roadmap has four (4) distinct but closely interrelated and mutually
supporting perspective containing specific objectives that when achieved will result in
the accomplishment/realization of our vision. It serves as pathway that Butuan City
Police Station 3 personnel seek to travel in terms of its operations, plans, and
programs.

The noble mission of BCPS 3 in line with the Butuan City Police Office can
be pursued if firmly grounded on core values and clear philosophy. The PNP Core
Values are anchored on: “makadiyos, makabayan, makatao, and makakalikasan”
while the philosophy is framed on “service, honor, and justice”. These core values
and philosophy serve as our guidance towards our behavior and actions in work.

B. Process Check

1. Customer Analysis

The customer analysis identifies target customers, ascertains the


needs of these customers, and then specifies how and what services will be
delivered.

The customer profile is tools that can help BCPS 3 better understand
current recipients of its services. The community (residents, visitors, tourist,
investors, students, calamities and crime victims) is the primary customer of Butuan

City Police Station 3, since these are the people who directly receive the services of
the PNP.

Through systematic planning, Butuan City Police Station 3 initiates


and perform the directives and guidelines of BCPO for effective crime prevention
campaigns, crime solution procedures and public safety.

2. SWOT Analysis

BCPS 3 can structure planning method to evaluate the Strengths,
Weaknesses, Opportunities, and Threats involved in the delivery of services through
its SWOT analysis.

With the concept of strategic fit, the degree to which the internal
environment of BCPS 3 matches with the external environment is expressed.

After the SWOT analysis has been performed, setting the objective
should be done. This would allow achievable goals or objectives to be set for the
organization.

The SWOT analysis shows the interconnection of strengths,


weaknesses, opportunities and threats as well as the strategic options to solve the
combination of these perspectives. It is a positive analysis of how to confront
emerging problems or issues through the various possible options.

3. GAP Analysis

The gap analysis is the comparison of actual performances of BCPS 3 with its
potential performance. BCPS 3 may produce or perform above its potential if the
organization makes the effective and efficient use of current resources.

Gap analysis identifies gaps between the optimized allocation and integration
of the inputs (resources), and the current allocation level. This reveals areas that
can be improved through the strategy and initiatives of BCPO and BCPS 3. Gap
analysis involves determining, documenting, and approving the variance between
requirements and current capabilities.

This analysis can be performed at the strategic or operational level of
an organization. It presents the effective and significant strategies and initiatives
that are essential in attaining our desired results. Through gap analysis, certain
ways can be done to close the gap between the present issues and the desired
results.

With the collaborative efforts of the BCPS 3 personnel and active


support of other stakeholders, BCPO would serve as partner for peace and
development in Butuan City

C. Tactical Dashboard

Butuan City Police Station 3, tactical dashboard correspond s with the


strategic objectives of the Chief PNP and of the Regional Development Plan.
Guided by clear and well-defined system and procedure, Butuan City Police Station
3 initiates a clearer method of an effective accountability mechanism.

In spite of problems encountered, the technical working group utilized


all means to successfully comply all the requirements and humbly presents its
outputs.

Series of meetings and conferences were conducted by the BCPO and
Station Commanders for the formulation of operational and tactical dashboards. On
May 27, 2014, the tactical dashboard workshop-seminar was conducted by BCPO in
the Butuan City Police Office.

E. Narrative of the best practices in the implementation of PNP
P.A.T.R.O.L. Plan 2030

The unwavering commitment to duty and service of BCPS 3 personnel


through best practices and other initiatives has resulted in more positive and prolific
outputs all geared towards the realization of Performance Governance System
(PGS). Most of these adhere to an incisive, practical and theoretical study of a
dynamic process that responds to and predicts emerging criminal trends.

1. Daily Checkpoint Monitoring System (DCMS)

Every police station is directed to conduct daily checkpoint within AOR


by BCPO headquarters which adopted the Daily Checkpoint Monitoring System by
PRO 13 CARAGA, which would check the continuity of checkpoint operations and to
inspect whether the Police Station is following its checkpoint schedule. Frontline
units violating or disobeying the schedule are given corresponding sanctions.
Therefore, BCPS 3 has schedule of checkpoint as directed by BCPO headquarters.

The output of this initiative was manifested during the conduct of


surprise inspections. So far, this station followed the checkpoint schedules. (See

12. Daily Checkpoint

BCPS 3 conducted daily checkpoint within AOR. This initiative


eliminates opportunity of the lawless elements to initiate crimes and minimizes
incidents threatening public safety.

In previous years, most of the cases are attributed to robbery hold up


initiated by the lawless elements and extortion of the CNN. These crimes usually
occurred in the wilderness where the hapless victims had no other option but to give
what the perpetrator asked. Therefore BCPS 3 established daily strong checkpoint in
strategic areas within AOR. This initiative has enhanced the feeling of public safety
and sustained crime prevention. Motorists and travels could easily drop by to the
police outposts and raise their complaints for swift police response.

Today, crimes against persons and property that usually happened in


the highways are already lessened. Commuters are more confident to travel
anytime.

F. Initiatives that believed vital in the implementation of PNP
P.A.T.R.O.L. Plan 2030 and Dashboard System

1. Cascading of BCPS 3 PNP P.A.T.R.O.L. Plan 2030

The cascading of BCPS 3 PNP P.A.T.R.O.L. Plan 2030 started


at the BCPO initiated by the TWG of CPSMU. Series of cascading were eventually
conducted to the BCPS 3 TWG of PSMU. The respective BCPS 3 spearheaded the
cascading to their respected personnel. Meetings and conferences of TWG and
PSMU were continually conducted at BCPS 3 to review and align the BCPO
Operational dashboard and BCPS 3 Tactical dashboard.

2. Regular conduct of monitoring and evaluation to the IP cards and


Tactical dashboards

IP cards of every BCPS 3 personnel were monitored during


every Saturday rank inspection..

3. Strict implementation of “My IP is the Key”

Memorandum is sent to all BCPS 3 personnel to have individual


IP Cards. COP are tasked to inspect the IP cards of their personnel. Any personnel
caught violating the directive shall face administrative sanctions.

4. Require all PNP personnel to undergo Certification Program


Examination

All BCPS 3 personnel required to take the E-Learning


examination relevant to the implementation of PNP P.A.T.R.O.L. Plan 2030.

G. COP’s Commitment for 2015.

 6% Increase in crime clearance and solution efficiencies


(CCE and CSE);
 50% decrease of street crimes (theft and robbery);
 Clearing the National Highways from NPA Affectations and
Atrocities;
 No NPA Major Tactical Offensive Against PNP Stations;
 Strengthen Partnership with the LGUs and Stakeholders;
 Protect and Respect the Rights, Culture and Ancestral
Domain of Indigenous People (IPs); and
 Support the realization of Butuan 2020: the Premier Forest
City.
