SUBJECT : GUIDELINES ON THE CONDUCT OF PRECLINICAL COURSES
AND CLINICAL DENTISTRY COURSES DURING THE PANDEMIC
PERIOD
In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known
as the "Higher Education Act of 1994”, and Republic Act No. 11469, otherwise known as the
"Bayanihan to Heal as One Act’, in accordance with relevant IATF Resolutions and Joint
Memorandum Circular CHED-DOH “Guidelines on the Reopening of Higher Education
Institutions (HEIs) for Limited Face-to-Face Classes During COVID-19 Pandemic’, and by
virtue of the Commission en banc Resolution No.099-2021, the Commission on Higher
Education (CHED) hereby adopts and promulgates the following guidelines on the Conduct of
Preclinical Courses and Clinical Dentistry Courses During the Pandemic Period, to be
implemented by public and private higher education institutions (HEIs) offering the Doctor of
Dental Medicine (DMD) program.
1 Rationale
COVID-19 Pandemic has changed the educational landscape of all dental schools in the
country. In order to address the issues and challenges facing the students, faculty members
and school administrators during the COVID -19 pandemic, these guidelines aim to present
strategies on how dental schools could implement the dental curriculum while preventing the
spread of COVID-19 infection. They are intended to recommend alternative learning modalities
and resources that will help the learning community to transition from traditional to flexible
leaming options. While these recommendations aim to address the short-term needs of dental
schools, they likewise aim to establish evolving practices in the development, delivery, and
evaluation of DMD program in the ‘new normal’
Dental education gives a premium on skills acquisition. There are some training activities and
experiences, especially in the clinical training of students, which cannot be realized through
remote learning alone or with simulations. Direct patient care is a key component of the
dentistry curriculum. No virtual sessions can duplicate the real-life experience with patients. In
addition, there are procedures that require the use of dental equipment and apparatuses (¢.9.,
X-ray machine, Ultrasonic scalers, Air compressors, etc:), which are not be available to most
students when conducted remotely. However, the current situation and quarantine restrictions
prohibit us from seeing patients for dental training like before the pandemic.
At present, the equivalent requirements for the pre-clinical courses and clinical dentistry
courses are conducted online. While there is considerable success in the transfer of cognitive
knowiedge and certain skill, itis stil believed that competencies could be acquired better by
limited face-to-face encounter in a skills laboratory.

Preclinical - Refers to the laboratory component of Dental Materials,
Dentistry Operative Dentistry 1, Operative Dentistry II, Anesthesiology,

Prosthodontics III, Periodontics |, Periodontics II, Endodontics,
Pediatric Dentistry. Orthodontics | and Orthodontics II
Clinical - Refers to Clinical Dentistry |, Clinical Dentistry ll, Clinical
Dentistry Dentistry Ill, Clinical Dentistry IV.

Quarantine area of quarantine of individuals, large group of people, or
communities, designed to reduce the likelihood of
transmission of an infectious disease among persons to
persons outside the affected area
Low Risk - refers to the IATF quarantine classification of a given
Quarantine province/region/municipality
Ill. General Gi es
The following are the general guidelines recommended in the conduct of the preclinical
courses and clinical dentistry during the period of the COVID-19 pandemic:
1. Higher education institutions (HEIs) offering the DMD program shall be given the
flexibility to introduce curricular modifications to include assessment and determine
strategies on how to meet the minimum standards stated in CHED Memorandum
Order No. 33, series of 2006 ‘Policies, Standards, and Guidelines for the Doctor of
Dental Medicine (DMD) program” and CHED Memorandum Order No. 03, series of
2018 “Policies, Standards, and Guidelines for the Doctor of Dental Medicine (DMD)
program’,
The Commission shall be informed on the curricular modifications, assessment and
alternative learning strategies to be made by the HEls offering the DMD program.
The HEIs are encouraged to include the use of simulations as part of the curricular
modification. Likewise, it is reiterated that HEIs shall be guided by the principles of
maximum flexibility, leniency, and self-directed learning, and are encouraged to
promote self-directed learning as provided for by the CHED COVID-19 Advisory No.
06 and Advisory 07, 5.2020.
2. The HEls shall conduct and implement a learning continuity plan, i.e. faculty
development webinars and other capability building activities, pertaining to best
practices in flexible learning to ensure that faculty members and students are
adequately prepared and equipped in the implementation of flexible teaching-

Slearning strategies towards the attainment of the required minimum learning
‘outcomes by the students in the DMD program
Students enrolled in the preclinical courses and clinical dentistry courses shall be
given the following options:
a. Limited face -to-face skills laboratory training based on the four-day duty
and ten-day quarantine schedule or similar scheme with the purpose of
reducing the number of occupants inside the facilities at any given time.
The training is recommended to consist of face-to-face learning
following the four-day conduct of laboratory sessions and ten-day
quarantine schedule during which the learners shall engage on
synchronous/asynchronous virtual activities. This is to ensure that the
students acquire the essential skills in the different laboratory exercises
in the attainment of the intended leaming outcomes. The faculty
members should also monitor the students during the ten-day
quarantine period, on a daily basis to see that they do not exhibit any
sign or symptom of COVID-19. In case a student or faculty member
exhibits signs and symptoms of COVID-19, he/she shall be required to
submit a recent negative COVID-19 PCR or Antigen Test Result prior to
his/her return to class
b. Leave of Absence
The HEl-shall respect the decision of families not to send their children
to school due to concerns about their safety. In such case, the student
may file an official leave of absence (LOA). As stated in CHED
Advisories, the dental school may revise their academic policies, such
as the policy on maximum residence, to ensure that the students’
academic standing or status in the program is not disadvantaged.
4. The HEI shall submit its learning continuity plan to the CHED Regional Office. The
said plan should include the requirements for flexible learning strategies and
delivery as well as for limited face-to-face learning activities and assessment.
5. The limited face-to-face skills laboratory sessions NOT INVOLVING PATIENTS
shall only be conducted under the following conditions:
a. Prior approval from national and/or local agencies has been obtained;
b. Infection and Safety Protocols (including Engineering Controls and
Administrative Controls and availability of appropriate PPEs for all
constituents) have been approved by a University Infection Control
Committee or similar committee;
. Infrastructure modifications and installation of equipment to improve
working environment and diminish chance of transmission are in place;
4d. Students, faculty members and staff concur with the holding of face-to-
face sessions.
e. Students, faculty members and staff shall present the results of a RT-
PCR test (nasopharyngeal swab or saliva specimen) conducted 3-5 days
prior to the start of classes. Only those with negative test results shall be
allowed entry into the dental school.6. For the limited face-to-face clinical requirements! training, as may be allowed,
the HEIs shall submit a written request to the CHED for an inspection and
monitoring visit. This is to ensure that all health and safety protocols (per |ATF
directives) are strictly enforced and that the students are properly equipped
with the appropriate personal protective equipment (PPE)
For repatriated foreign dental students, the dean, in close coordination with the
institution/department, shall prepare learning contracts between the students
and the faculty-in-charge containing the intended learning objectives, activities
and assessment.
The same policy shall apply to local students who are unable to return
to their dental schools.
These guidelines should be read in conjunction with the CHED PADC
Guidebook on Flexible Alternative Learning Doctor of Dental Medicine,
Guidebook on Recommendations on Flexible Learning Strategies: Dental
Education in the COVID Era (For AY 2020-2021) and Appendices.
These guidelines should be read in conjunction with CHED Memorandum Order
No. 33, series of 2006 "Policies, Standards, and Guidelines for the Doctor of
Dental Medicine (DMD) program" and CMO No. 03, series of 2018, otherwise
known as “Policies, Standards and Guidelines for the Doctor of Dental Medicine
program” more specifically on the minimum competencies” as stipulated in the
various program outcomes.
